Upon -roll call..by the City Clerk the following Councilmen were present: - Councilmen A. E. brazier, A. H. Gronwoldt, C. V. Hill, A. C. Thatcher and William B. Menzel. Absent:- None. City Attorney Glen B. Newton was present. Postponed Meeting of June 12. A motion was introduced by C. V. Hill, seconded by A. E. Frazier, to waive written notice of the adjourned meeting to be held on June 12. T'I'lis motion was carried by unanimous vote. Mosquito Abatement. 11r. Murphy of the Redding Tdosquito Abatement District appeared before the City Council and stated that he would make an attempt to eliminate the mosquito hazard at the City Farm if the Council would furnish him with one thousand gallons of oil.. Upon a motion by Ccuncilman Gronwoldt, seconded by Councilman Thatcher, request was granted by unanimous vote of the City Council. Transfer Of Funds. Upon a motion by Councilman Gronwoldt, seconded by Councilman Bill, the following transfer was aut=horized: Electric Department Fund to General Fund yp7,500.00 Lease Contract For Caterpillar Tractor. A lease contract -between the City of Redding; and the Sierra Tractor and Equipment Company of Chico, California was introduced covering tine purchase of one D6 Standard Gauge Caterpillar tractor under a lease contract at a rental of $350 per month, first payment due on May 5, 1940. Upon motion by Councilman Hill, seconded by Councilman Thatcher, this lease contract was approved by all Councilmen except Councilman Frazier who declined to vote. Ordinance Number 264.? An ordinance addir,to the Iiunicipal Code of Tie City of Redding a new chapter as follows: Chapter 9 of Part 2 of the said code entitled "Mepartment of Recreation" was given its second reading. Upon a motion by Councilman Thatcher, seconded by Councilman Frazier, and passed by unanimous vote of all Councilmen the headirL only of this ordinance was read. Upon a motion by Councilman Frazier, seconded by Councilman Thatcher, t]iis ordinance was adppted by unanimous vote of all Councilmen. Notice Inviting Sealed Proposals For Publication 1939-1940 Delinquent Tax List. The City Council invited sealed proposals of bids for the publication of delinquent tax list; said proposal of bids to be delivered to the City Clerk of Redding on or before S o'clock p. m. July 1, 1940 at which time all proposals of bids will be opened by the City Council. Upon a motion by Councilman Hill, seconded by Councilman Frazier, publication of this notice was so ordered. Deed For Right Of 'Way. Deed of Stephen B. Iilisich and Thora J. Mlilisich, his wife, conveyinv certain property to the City of Redding as right of way was introduced and ordered filed. Annual Audit . A bid of ;600.00 was submitted by Peat, Marwick and Mitchell Company of San Francisco for tie annual audit for the year ending June 30, 1940 and was ordered placed on file. Application. Lawrence L. Dutton filed application for appointment as police officer. Said airplication was directed to be filed with the chief of police. Ordinance Dumber 265. An ordinance amending Section 31 of the Idunicipal Code of the City of Redding relating to the time within v°lhich to present claims against the city received its second reading. Upon a motion by Councilman Gronwbldt, seconded by Councilman .Thatcher, this ordinance was adopted by unanimous vote of the City Council. Ordinance Number 266. Upon a motion by Councilman Frazier, seconded by Councilman Hill, the detail readin_; of an ordinance relating to the regulation of traffic was waived, only the leading being read. Upon a motion by Councilman Thatcher , seconded by Councilman Hill, this ordinance Number 24 was adopted by unanimous vote. Ordinance Number 267. Upon a motion instituted by Councilman Frazier, seconded by Councilman Hill, the detail reading of an ordinance amending Section 63 of the Municipal Code of the City of Redding relating to the executive officers was waived, only the heading; of this ordinance being read. Upon a motion by Councilman Frazier, seconded by Councilman Thatcher, this ordinance was adopted by unanimous vote. Building Inspector Of Tile Pioneer Store Mr. Saeltzer, the buildikg inspector, introduced I,ir. W. H. Phillips of Oakland who has been appointed by the city buildin inspector as inspector Building Inspector Of The Pioneer Store Cont'd. for the building of the Pioneer Store of Redding. A letter to H. T. Klaukens, chief fo the Fire Department signed by L. S. Bush, chief engineer of the Board of fire Underwriters of the Pacific, recommending Mr. Phillips as an inspector for this position. This letter was ordered filed. Proposed Ordinance. Councilman Frazier introduced a proposed ordinance to the City Council providing for the appoint:rent and tenure of police officers and sergeants for their suspension and dismissal and for public hearings before the City Council.. Proposed ordinance was given to the City Clerk with instructions to file for reference of interested persons. Street Improvement. A letter >>as read by Mr. Alfred E. Frazier, member of the City Council, to tine City of Redding, signed by James S. Dean, City Manager of the City of Sacramento, in winch it was stated that Mr. Charles R. Blood, Assistant City Engineer, would -be allowed to visit this city at the convenience of our engineering staff and to give such advice as lie may be able to render in connection with street maintenance work in this dity. The only expense involved would be traveling expenses of Mr. Blood. notion was introduced by Counciltrnan Frazier relative to street improvement program and means for the more efficient handling of street maintenance work. This letter was ordered filed to be acted a;on furthur upon receipt of the report of City Engineer, ',William Adams. Notice Of Filing Of Unpaid iissessments List find Of Time Fixed For Hearing.. A notice was given that on the twelfth day of June, 1940 the Superintendent of Streets of the City of Redding filed with the clerk a complete. list of all assessments unpaid upon the assessments :Wade and issued to cover the sum due for work and improverients done and performed pursuant to proceedings had and taken under the provisions of the "Improvement Act of 1911.9," One copy was ordered placed on file, one copy to be posted on bulletin board for five days for legal requirements. Street License. The City Clerk was instructed to confer with CityElectrician, Mr. Dick relative to installing lights at the tv,jo mail 'coxes on the Southern Pacific Reservation near the depot. Cooling System For Council Chamber. Upon a motion by Councilran Nall, seconded by Councilman Frazier, and passed by the unanimous vote of the City Council, it was ordered that a cooler be installed in the Council Chambers at a cost not to exceed :;100. Lease To The Boy Scouts. The City- Clerk was instructed to notify the Boy Scouts to prepare 'a lease for presentation to City ittorney Newton for his approval for turnin"" over the property leased to them on the City Farm by the City of Reddi rig., to the State Highvray Department. There being no furthur business, motion was duly made and seconded that the Council adjourn until July 1, 1940.
