Council Chambers, Redding, California, May 6, 1940. 8:00 p. m.
Monthly Claims
The monthly bills were audited and approved by the Finance committee, and
warrants ordered drawn covering same.
Flower Show
John Reiser and Dan Carlton appeared before the Council and requested a
donation of $100.00 for the Flower Show just held. Motion made by Hill, seconded
by Thatcher that this donation be made. Carried unanimously by all councilmen
present.
Rodeo Association
Charles Akard appeared in behalf of the Redding Rodeo Association and re-
quested permission to have a parade on the streets of Redding. Also use of Calif.
Street..; between Yuba and Tehama Street from August 28, 1940 to Sept. 2, 1940
inclusive. Motion by Hill, seconded by Thatcher that this be granted. Carried
by unanimous vote of all councilmen present. Gro mvoldt absent.
State Division of Forestry.
A representative from the State Division of Forestry requested permission
to run a telephone line from the country to their office in the City of Redding.
Motion made, seconded and approved by all councilmen present.
Request for extension of City Service
A petition was read by the clerk from W. T. Jessup, San Jose, California, request-
ing permission to hold a carnival in Redding on the usual carnival ground for
six days beginning June 18, 1940. Motion made by Hill, seconded by Thatcher
that this request be granted. Carried by unanimous vote of all councilmen.
Grant request to City regarding property.
A petition was read signed by various citizens, giving. the City of Redding
permission to extend Tehama Street between Magnolia Ave. and Orange Street, in
order that they might have access to their property. The petition was referred
to the Street committee for investigation.
Request for street light.
A request read from property osmers in the vicinity of Eureka Way and Olive
Streets for a street light at intersection of Eureka Way and Olive. Motion made
by Gronwoldt, seconded by Frazier that the request be granted and. also, as

and Sonoma and Cliff Drive. The motion carried by unanimous vote.
Reuuest use of ball park
A letter was read from Fred T. Howland, requesting permission of Council
to use the City Ball park of Saturday nights at 8 p. m. beginning May 11, 1940
and every other Saturday night until October 26, 1940. I;otion made by
Gronwa.ldt that this not be granted., Seconded by Frazier. Request declined
by unanimous vote.
Planning Commission
Letter read from Planning commission, requesting that Mr. Dakin and
Air. Akard be reappointed as members, and that Mr. 'r+. u`vright be retained to
fill Mr. Dittmar's place and that Mr. Griffin be appointed a new member to
replace Mr. Wright. Motion made by Gronvaoldt that this be done, seconded by
Thatcher. Passed by unanimous vote.
State Compensation 4surance Fund
'Letter�:,read from State Compensation fund advising refund on insurance
premium on account of the excellent record from June 30, 1938 to June 30, 1939•
Traffic ordinance for the City of Redding
Thomas Oliveria presented a proposed ordinance for the regulation of
traffic. This ordinance was referred to the Police committee. This ordinance
was instigated by the Coordinating Council.
Police Matron.
A letter was
read. from Mrs. W. L. Dimmick,
applying for
position of
Police Matron at
the Municipal Swimming Pool for the coming season.
Motion
made by Gromveldt
seconded by Thatcher that she
be appointed.
Carried by
unanimous vote.
The City Engineer to designate
the time Mrs.
Dimmick's
services as such
shall begin. The salary fixed
by Res. 1138
at $90.00 per month.
Life Guard.
A letter from Forest Charles, applying for position of Life Guard at
the Municipal Pool during the coming season was read. Motion made by Thatcher
seconded by Frazier that this appointment be made. Carried by unanimous
vote. The City Engineer to designate the time his services shall begin.
Bid for River stand.
Bids were opened. from V. H. Selvester and James Ross for the refreshment
stand. concession at the Municipal swimming pool. Selvester bid $338.00, Ross
bid $453.55• Both bids accompanied by deposits. On motion of Hill, seconded by
Thatcher, concession was granted to James Ross, reserving those dates as
heretofore done for the Redding Regatta that is sponsored by the Redding
Junior Chamber of Commerce.
Bids on Water System Extension.- Park Boardman Dist.
Bids for construction of extension of water system in Park Boardman District
were submitted by Oakland Sewer Construction Co., of Oakland, California and
Underground Construction Company of Oakland, California. Contract awarded to
Oakland Swwer Construction Co., on account of their being low bidder.
Certified check for $1200.00 accompanied bid. of Oakland Sewer Construction
Company bid. This check is being held by clerk for performance of this agree-
ment. Bond submitted by the Underground Construction Company is being returned
to them, and they are being advised of the fact that their bid has been turned
down. Contract to the Oakland Construction Company is in the amount of $6,213.30
with alternate of $418.60. The bid of the Underground Sonstruction Compamy
was for $7,822.10 and alternate of $551.40
Claim of Alice Setzer
A notice was received from Mrs. Alice Setzer demanding damages for
an injury sustained claiming negligence on the part of the City. Upon the
advice of the City Attorney, this claim �nas rejected.
Installation of traffic lights
The subject of traffic signals was brought up. Chief Riley explained
what was planned. Same was referred. to Police committee for further consider-
ation.
Deed. to Charles L. Jones
A resolution was introduced authorizing the execution and delivery of
a corrected deed to Charles L. Jones. Resolution No. 1156, copy of which is
filed in Resolutions file. Resolution was adopted by unanimous vote of all
councilmen.
Electrical ordinance
A letter was introduced for the adoption of an ordinance governing the
electrical installations. By unanimous vote reading of this in detail was
waived, and the matter was referred to the Light & Fire committee.
Lease of Cat and Bulldozier
A motion was introduced that the City Engineer negotiate for the leasing
of a caterpillar and Bulldozier.
Chamber of Commerce
A motion was introduced and unanimously carried that the Chamber of
Commerce of Redding be given $500.00.
Tank Truck
The city Engineer was instructed to obtain information of the cost and
equipment needed for a tank truck to be used for grass fires and for sprinkling
the streets.
Police Officers
Officer Hitchinson appeared before the Council and thanked the members
for their exoneration of the charges that had been preferred at a special
meeting held on last Thursday.
Street Department
The street committee together with Mr. Frazier and Mr. Adams were in-
structed to make a trip to Sacramento on Monday May 13, 14 and. 15 for the pur-
pose of inspecting methods used there and to investigate about the purchase
of the fire truck mentioned just previously.
