Engineer Hi�ll for a �ept�rt: Hill -suggest�d that hangars be built wit�h
private capital and leased on a long term' basi5. He �stated that he had
. investigated the cost but the matter had .been dropped for lack of initiative.
but thought something could� be worked out. Mayor S3.mons gug'gested that
the interested plane owners meet with the aviat3on committee and work _ .
out a program. It was decided that the airport committee plane �owners
meet on October 11 in the afternoon with the City �lttorney, City Engineer

RESOLUTION:.OF INTENTION TD ANNEX CERTAIN NEW TERRITORY TO THE City
OF REDDING, COUNTY OF SHASTA, STATE OF CALIFORNIA.
� �Whereas, a petitiori for the annexation of. the hereinafter
described territory was filed on the 2nd d�y of October 1950, with -
the Gity Couricil of tlie Gity of. Redding, County of Shasta, Stat� of
California, in accordance with and pursuant to the laws of California,
to wit: That certain act known as the nAnnexation Act of 1913", and
Whereas, the City Council of the said City of Redding has found
and determined that said petition was. si:gned by more than one-fourth
of the qualified electors of sa3d hereiriafter described territory
as shown by the registration of voters of the County of Shasta, State
of Cal�ifornia; and
T�hereas, the Gity Couneil of said City of Redding has further
found and determined that all of the sign�rs of said petition are
actually residing- with-in said �h�reinafter described territory; and

has heretofore con�ented to the annexation of such territory and =
real groperty to the City of Redding, said territory already being
partially 5ubdivided, and the City Council of the City of Redding
does hereby again consent to the annexation of such territory and
real progerty to theCity of Redding; and
Whereas, the City Council of th� City of Redding has heretofore
given its consent that proceedings for the anne�tion of such
territory and real property to the City of Redding be commenced
pursuant to the �tAnnexa.tion �.ct of 1913�, Statutes of 1913., page
5$7, as amended; . and
Whereas, the proponents of the annexation of such territory
and real property to the Citp of Redding did publish a notice of
intention to circulate a petition therefor in the manner required
by the Elections Code of the State of Cal3fornia and Section la
of the Annexation Act of 1g13, Statutes of 1913, page 5$7,
as amended; and
Whereas, such notice was accompanied by a printed statement not
exceeding five hundred words in length of the reasons for the pro-
posed petition; and
Whereas, w�ithin ten days of the day of the publication of said
notice the proponents did file a copy of the notice and accompanying
statement and an affidavit of the publication thereof with ,the City
Clerk of the City of Redding; and
Whereas, . twenty-one day� after such publication of �uch notice
of intention to circulate th� said petition for annexation of said
territory and r.eal property to the City of Redding was circulated
' among the voters within the area propoged to be annexed for the �
submission of signatures in the manner prescribed in the Electians

City Manager Storm presented the following letter from Southern
Pacific Company; re permit for house movers across Southern Pacific

It is our understanding that house movers are required to
apply for permits to move houses on State Highways, County Roads,
and City Streetsa
If any such movement involves crossing of Southern Pacific
Railroad tracks we would appreciate if, as a condition of any permit
issued, permittee be required to make prior arrangements with this
company for such protection as is necessary to insure safe passage
aver our tracks and guard against any possibility of being struck
by .trains with consequent h,azard to all eoncerned.

RESOLUTION N0. 1� -
ti.THEREAS, the Pacific Telephone & Telegraph Company has made
application with the Honorable Public Utilities Commission of the State
of California for an increase in telephone service rates, and
WHEREAS, the said application proposes to place telephone ser�`iee
rates .throughout California on a state-wide ba�is, rather than on an
area-wide basis, and
WHEREAS, it is our understanding that telephone rates are
established on a state-wide basis �n some 42 of the 4.$ st��es of the
Union, and also in virtually all sections of California except the
Los Angeles Area, and
T�tYHEREAS, it .has come to our attention that the Los �ingeles .
City Council. has gone on record bp resolution in favor of a continu-
ance of the, area-�aide rate making in that section of the �State, and
1�HEREAS, we definitely feel a state-wide basis for telephone
rates is the only fair and equitable means for deriving revenue, and
WHEREAS, we .feel any attempts by the people of Los Angeles to
substantiate an arbit�ary lower rate, du� to a. reportedly higher, net
return to the Company there, do not ��fleet the tru� situation, in that.
the Company receives revenues from sources other than monthly sub-
scription service charges far out of proportion to elsewhere,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDDING, AS FOLLOWS;
1. That all of the foregoing recitals are true and correct;

2. That the City of Redding hereby opposes the granting of any
relief to the Pacific Telephone & Telegraph Company which is pre-
dicated on' an area wide basis and requests that no diseriminatory
area wide or o�her means be employed in the establishment of a policy
of rate making and further requests that the policy in rate making be
predicated upon a state wide rather than an area-wide rate basis.

WHEREAS, the first party is the owner of an existing sewer system �
in the City of Redding, and
WHEREAS, THE second party is the owner of cert�ain- rea1= �property
which he is developing for residential purposes, and
WHEREAS, the second party desires to connect with the sewer system
of the first party for the disposal of sewage, and
WfiEREAS; the first party will permit such connection on the terms
and conditions hereinafter stated. �
NOW, THEREFORE, IT IS NNTUALLY UNDERSTOOD AND AGREED, BY AND

party to connect a sewer pipe of the maximum width of six (6) inches

NOTICE OF PUBI,IC HEARING
NOTICE IS HEREBY GIVEN that a public hearing will be had before .
the Cit;y Council of the City of Redding on the date and time here-
inafter ��specified, to consider limiting the use of the hereafter de-
scribed parcels of land and proposed amendment to the planning and
mapping add zoning ordinances of the City of Redding relating to the �
hereinafter parcels of land and in the manner as hereinafter �pecified.
One public hearing will be had on such matter and will be held in the
Council chambers at the City Hall in the City of Redding, State of
California, on the following date, to wit: October 16, 1950, at. the
hour of $ o8clock p. m. Any person interested in such matter,.may
appear at the said hearing and be heard.
The parcels of land to whieh this notice applies and the pro-
posed amendments to be considered are as f'ollowso to wit;
a. The zoning of certain presently unzoned l�nd and property with-
in the corporate limits of the City of Redding. �"
b. Amendment of Article VII of Chapter II of Part IV of the
Municipal Code. of the City of Redding relating to Occupancy Zoning
in accordance with the following recommendations, to wit:
1. That the area east of the alley in Block B, �hearer Addition
and in line with the we�t pro.perty line of Court Street, Block A.,
Shearer Addition, be zoned as second residential property. �
2. That all of the area known as P. G. & E. pole yard be
zoned as Industrial property.
3 . That all of Highland Addition and including the Charlott
Babbett property, an un-subdivided area north of Highland Addition,
be zoned as second residential pr�operty.
y.. That all of the area within the boundaries of Octavia, Haight
and West Streets be zoned as second residential property.
5 . All of the area within the Park View Subdivision and East of
Market Street not now zoned, be zoned as second reside�tial.
6. That the unsubdivid�d tract East of Leland Avenue and south
of the drainage canal and to the southerly city boundary be zoned as
second ;residential property.

7. That from a point 150 feet East of Pine Street, a strip

$. That the area west of Lot 1, of the Nock Meadows Subdivision
and between Locust Avenue and the alley north of Locust Aeenue, be
zoned ag commercial property.
9. That portion of the Nock Meadows Subdivision9 not now zon�d
be zoned first residential.
10. That the area 150 feet north of Locust, through Bloeks 14,
15, 16 and 1? be zoned second residential and balance of said blocks
be zon�d first residential. That balance of blocks namely, Blocks
2, 3, �, 5, 6, 7, $ 2nd 9 be zoned first residential.
11. That all of the area East of t�e A.C .I.D. Canal be zoned
second residential.
12. That five parcels of land not a part of Garden Subdivision
but within the outer boundaries of subdivision, be zoned first
residential property.
13. Those portions of Boardman Addition of the City of Redding
within the corporate limits not now zoned shall be zoned third residential
14(a) That Section 1300A of the Municipal Code be amended as
follows, to wit: That the words, Occupancy Zone F - �Unlimited Zone"
be elimir�ed therefrom, and that the following be added, to wit:

(b� That the word ��curb�' be del�ted from Section 1300E of
the Municipal Code and the words "front property" be inserted in
paragraph relating to "set backsn. . .
(c) That Section 1300E of the Niunicipal Code be amended
as follows: Add under "Set Backs", nprovided f�zr,ther that if the
sidc�line of said lot abuts on a public street, said building shall be
set within 5aid sideline a certain particular distance. Said partic-
ular distance shall be 25 feet from sideline in subdivisions filed
for record 2fter the lst day of May9 1949, and 15 feet for subdivisions
filed for record before N1ay lst, 19t�9.�►
(d) That Section 1300F of the Municipal Code be added to as
follows: Tn occupancy Zone B, denominated second or multiple residence, �,
the following shall apply: That the word t�curb" be elimated in the two
places it appears in paragraph 2, entitled..TMSet _Backs" and insert the words
TMfront property" and that the following be added to said Section:
That the distance between separate buildings on the same lot shall be
a minimum distance of six feet between them. That the following be
added to said section, to wit: That under ��Set Backs� it shall provide
further: t+Provided further that if the sideline of a lot abuts on a
public street, said building shall be set within said sideline a certain
particular distance. Said particular distance shall be 15 feet from
sideline, in subdivisions filed for record after the lst day of May,
19�.9, and 10 feet for subdivisions filed for record prior to May lst,
19�-9 . -
15o That Section 1300J of the Municipal Code be amended to provide
as follows:
(a) That in Occupancy ,Zone F, denominated as Third residential
Zone, the following restrie>tions shall apply: That no persons shall
use land within such third residential zone for any other purpose than
that permitted in Occupancy Groupsj'o�'�..�,he,Uniform,"'.Bu�Zding Code,
provided, however, that Groups D-1, E, R and G use shall not be
permitted in any land in said Occupancy Zone F.
That the following shall be added to Sectian 1300J of the Muni-
cipal Code of the City of Redding:
(b) That no trailer camp, auto wrecking yards shall be erected
within Zone F, except where a variance consent is approved by the
City Planning Commission and the City Council of the City of Redding
(c) All occupancies within Zone F which are within 75 feet
of the existing sewer shalm be connected thereto;
(d) That all occupancies served by the City of Redding with
� water but where no sewers are available shall install an appropriate
water closet and septic tank and suffieient disposal area;
(e) All occupancies not served by City of Redding water and
where no sewer is available may use a sanitary privy, meeting the
requirement s of the C ity Health Off ic er.
(f) Any buildings constructed within Occupancy Zone F shall meet
at least the minimum requirements of the Uniform Building Code in
effect, in the City of Redding.
(g) That soSet Backsn in Occupancy Zone F shall be the same as

(h) That no person shall construct. or enlarge any building wi.th-
in Occupancy Zone F wherein the effect of such construction or enlarge--
ment would cover more than 7�� of the total area of the lot to be - �

Municipal Code of the City of Redding be stricken. -
