the fallowing Councilmen were present: Anthor�y, Swarts, Williams '

The .matter of continuing the hearing on the annexa�ion of the
, Beutke pxaperty to the City of Redding was brought before the City
Council and as no word had been received fso� Nlr. Beutke a motion
was made by Councilman Swarts, seconded by Councilman Williams that
the annexation be disapproved. On roll eall voting was as fol7.ows:

MR. ALFRED �THIES �.
Nir. Alfred Thies appeared before the Ci�y Council rega�ding the
Shasta Cotznty Centennial celebration which was to be held in Redding,
briefly outlaying the plans of the comm3,tte, .also hoW it was to be
financed and what it would do for the, City of Redding. IKx�. Thies
then asked the Council to cantribute �2000.00 to�ard its expenses.
A motion was then made by Councilman Anthony, seconded bp Gouncilman
Williams that this request be referred to the Finan�e Com�ittee.

PROPOSAL FOK EXPENDITURE OF GAS TAX MONEY � .
The resurfac.ing of Pine .Street `between C�press and� Butte Streets
was recommended to the City Council by City Manager Storm at a cost
of �15,000.00, money to come f�om state funds. set aside for stre�ts
of major importance. Aftex the matter was_ discussed by the Council
a motion was made by Councilmari Williams, seconded by Council.man
Swarts that the matter be refersed to the Stx�eet Committee. On roll
call voting was as follows:

Lessons;
Free les�ons to be .furnished all childrer� who are between
their sixth a.nd eighteenth birthclays. Each lesson is to
- be _one-half hour long and lessons are to be given ,five
days per week in a class to continue for two weeks. The
number of pupils in any class to be limited in number toz
those that one irstructor car� conveniently teach: Students
in excess of the number that ean be accommodated in .
current classes to be ensolled in succeeding classes

Note: By employing all cashiers, attendants, and wading
pool guards fo� what might be �alled part-time �
jobs, the work will be more widely distributed and
as most of this help is expected to be high-school
students possiblp they will be more alert and
attentive than if they were to work longer hours.

Finances:
On or about N1ay 10, 1950 the City Council to appropra.ate
the su�n of ��50.00 to eover the ehpense f'or supp].ies
and equipment ne�essax°y to commence regular operations on
June lO. All e�cpense of regular operation and a�eeeipts to
be handled through a special Swimaning Pool account to be
established with a local bank. Monthly reports of ir_come
, and disbursements to be rendered to the City Manager and
� Recgeation Commission. The amount of the appropriativn
of�money is to be transferred from the Swin3m�.ng Pool account
to the Ca.tygs General Fund as soon as poo1. income permits.
Conclusi.on;
Provided receipts and the e�en�e for supplies equal 1.91�g,
this plan should show an operating surplus for the com.i.ng
season of �930.16.

letter:

We, the ur�dersigned, belieging that the affairs of' this City
sl�ould be conducted in a citified ma.nner; that the council should
formulate policies and� plan for the future; that ous citizens should
know what that�;:program. is; that planning is essential for the� good
opex°ation of any city and special effort should be put ir. that diree-
tiora .in this community; do hereby present for gour considexativn and
adopta.on the f ollowing;
` All, heavy traffic should be taken off A�Zarl�et Street. at the
eagliest possible moment. That paxkang lots should b� established
and the monies co].leeted from�.:the meters should be expended in the
purchase of �aid lots and the constsuction thereof.
That a certain sum be set aside each and eeery year from the
revenue derived fa�om our electric system to be used in extending or
��d>�
� enlarging said system and to take care of any eatastrophe that �may
arise. That .a definite sum be allocated to the• generaT fund each
year. When .the revenues d"erived �frvm our =system exceeds the above
and the costs of operation, there -should �be a reduction in the rate.
This should .be done systemati¢ally.
Water. should be kept at or near cost as po�sible �and a furid
should be provided. to . cover the sa�e conditions-.:=as in the ��,I.ectric
system .and as required by our water ordinanee. As the city is
growing more water will be needed and the possibility of a gravity
system should be studied.
Our ca.ty park is one of our greatest assets and should- be utilized
by and provide for our community the greatest possible. recreation
facilities. With proper facilities it not only should be a drawing
eard for the tourists but we could make this a conven�a.on city. ,
We -should have a budget tl�at works. Any and all sums allocated
thereunder should be spent for the particular item involv�d or desig-
� nated and� the budget should be kept balanced.
The construction and rnaintenance of streets always presents a
major problem. This matter should be gone into very thoroughly and
can be solved by ca�eful planning of an entire street system for the �
whole eity. �
Consideration should be given to those streets, also the
extension of light and water, in certain parts of this city, whose
citizens through no fault of theirs have been negleeted and left out
on a limb through the lack of foresight and planning in the past .
There should be a fund set aside as an emergency fund and it
should be well� guarded.
The City Ma.nager should conduet a preliminary survey as to the
problems and needs of the City, keeping in mind the future'� develop- �
ment and growth of the City. This survey shou�ld co-ordinate with
the plans of the City Flanning Comu�ission. Upon this survey and
planning the City ManagEr should, at least annually, present his
recoTnmendations to the City Council. The City;Council .should t�en- _
adopt its. policy qf ineeting the needs of the City when solving its
problems . A long range plan. should be included. .

WATER - KUTRAS TRACT ,
The following letter was presented to the City Council: -

� Gentlemen:
For the past fetia weeks the subject of an extension of a water
line from the Garden Subdivision into whatts known as Kutras Sub-
� division, has besn discussed with the couneil and other city officials.

I am enclosing herewith a map showing the locata.on of the property
involved and also the location of the water pipe line desired, also
shown is the location of .the end of the present City Water Nlain in the
Garden Tract. ,
The substance of the discussion appears to have boilecl down to
two items. The first item appears to be the City poliey regarding the
extension of water service. The second item .appears to be the fact
that there is no money in the present budget for this extension.
Since filing my subdivision, I ha.ve sold several pareels of land
to people who desire to build eithe� homes for themselves or for rentall
purposes, and also one pareel for construetion of a larger commercial
building. I have also returned deposits to some vf the people until
the water situation is clarif'ied.
Mr. Don. Hawkey ha� purchased $.�.9 acres as shown on the map
on which he desires to buiTd six residences for his employees, and
also has taken out a building permit to constx�uct a truck repair shop
and depot as shown on the plans. The other lots colored in on the
map have been �urchased by individuals who desire to build as soon
as a water supply is assured. What is desired is the extension of the
water mains from its termination on South Street in the Garden .Traet :
� through to the ceriter line of Washington Avenue, in the Kutras Sub-
� davisione It i5 a total of approximately 2,200 feet.
The people who �have: purchased these propertie,s can and will sign
up for water at any time and most of them plan to go ahead with con-
struction as soon as they can be given assuranee that they are going
to get the water.
This extension can be made under the present city rules whieh call
for an extension of 150 feet per eonsumer, and not vi.olate the city
policy. in any way. �
The fact �that the money is not� available in the present budget
for this extensiori is not serious, because �these. people can and will
go ahead 'with� their plans, if they can have the Council's assurance
� that they can get the water, even. though they would not have it until
afte� July 1, when the new budget will come intQ �operation. Your
consider�ation of this matter is appreeiated and it is hoped that you
ean give me an answer on this in the near future so that the development
of my property can proceed. � � � �

Miss Esther Mardon, County Librarian, told the City Council more
space was needed as they were .dreadfully c�owded a�ad asked for space
in the basement now used by the enlist�nent services. Miss I�Iardon
also stated there were many old worn out and out-dated books,
also wanted to know how the Council wanted to dispose of these
books. The Council advised Miss Mardon to make written request
to reduce the Libraryts inventory. ,

The varianee �requested by Mrs. Geo Murphy to construct a garage
and apartment in tlie 1600 block on Olive Street was referred back to
the Planning Commi�ssion for its approval.
SIDEV+TALK CURBS GUTTEftS ASSESSMENT DISTRICT .
The proposed sidewalk curb and gutter assessme�t district as �
submitted to the City Council by Ci.ty Engi�2eer Hill for approval
was held over until such time .as the council could tour this
distriet. Report to be made at the next meeting.

council room should be lowered also the lights should be. brought. up.
