The meeting was called to order by Mayor Swarts and upon roll call the
following Councilmen were present:
Anthony, Buchea, Morrison and Swarts.
Couneilman Anderson, being out of town, was absent.
City Attorney Carlton was present.
City Manager� Storm v�as out of town on official business.
�1►�IINUTES 4F PREVIOUS MEETING
� Mayor. Swarts announced that all Councilmen had received a copy of the
minutes of the previous meeting and if there were no objections they
would not be read by the City Clerk. There being none, they were
approved as per copy rsceived by each councilman.
JOHN SPANN - SOUND TRUCK
John Sp'ann, a Redding attorney, appeared before the City Council request-
� ing permission to use a sound truck to announce Jimmy Roosevelt's �risit
to the City of Redding Wednesday, April 5, 1950. - Mr. Roosevelt would
speak to a public gathering at the Golden, Eagle Hotel at � p.m.
After the Couneil discussed this �atter, Councilman Morrison made � a �
motion, seconded by Councilman Anthony, that the sound truck be perznitted
to circta.l.ate around Redding announcing Jimmy Roosevelt's talk at the
Golden Eagle Hotel. On roll call voting was as follows:
Ayes: Conneilmen: Anthony, Buchea, Morrison �
� Noes: Couneilmen: Swarts. �
Absent: Councilmen: Anderson.
- ' DON HAWKEY - WATER. KUTRAS_ TRACT �
John Spann, Redding attorney.;: appeared befor.e the City Gouncil, represent-
ing Don Hawkey, lumber transportation, stating Mr. Hawkey intends to
build a commercial b�ilding, as well as rental homes for his emplopees
in the Kutras Subdivision, and wanted to know if city water would be
availablee After this matter had been discussed at. considerable length, -
Councilman Morrison made a motion that the City Water Department �xtend
the� water mains to this new arsa. Motion died for the _lack of a second.
Elbert E. Dick, Superintendent of the Water Department, asked those
� . who wanted water service to come into the City Hall and sign an
az�plication.
NEIGHBOftH00D PARK - HARRY RUDNICK .
,
Mr. Harry Rudnick, spokesman for residents in the Sheridan and :West
Street areas, requested the City Council to accept property in this
area from the County Supervisors. Mr, Rudnick outlined what these
residents were doing in this area to build up a playground for chil-
dren who lived in this �vicin�ity. � He stated contributions, including
sand, a drinking fountain,- water pipes, and lumber had already been
received. He also stated �hese lots would have to be used` for re- ,
creational� purposes and that p�rsons_ in this area would develop. them. ' �
.... � motion was then made by Councilman Morrison, seconded by Councilman
Buchea, that, the city accept the property f rom the Board of . Supervisors
of Shast'a �County. On roll eall voting was as follows:

VOTING PLACE COUNCIL R.00MS, CITY HALL
Mr. Morgan Saylor asked the City Council if it would be possible to
change the voting place from the Council Room in the City Hall to
the lower floor in the Fire Department in order that old or crippled
persons would not have to cli�nb the stairs. It was suggested that any
one could apply for absentee ballots� for the city election who were
sick or physicallp disabled and, unable to go to the polls to vote on
elec�ion day. . "
WATERS METERS - SPAIVNS
Mrs. John Spann protested to the City Council installation of water
meters at her home� and wanted to know when the Gity Council ordered such
a change from flat rates to meter rates. After the matter was discussed
at some length, , Mayor 5warts informed Mrs. Spann she was not being
charged on a meter rate, also that he would. study the ordinance and
discuss this matter with her.

Mr. Wright asked the .'C:ounciT if the City was going to sell any property
near the city :water tanks. No action,was taken at this time.
D. Ms DAVIS - GREENVii00D HEIGHTS
' Mr. Davis appeared before the Council asking for gravel and oil.� to be
put on the street at his, home on High Street in the Greenwood Heights
Subdivision. The matter was referred to the Street Committee for a
report. .
A1�lUDMENT TO PARKING OR;DINANCE
An amendment to the Parking Ordinance, which would allow the Gouncil
to change parking limits by resolution rather than by ordinance, was
read bg the City Attorney. This ,was offered as the first reading
by Councilman Anthony.
TAX VENDING MACHINES � .
An ord.inance setting the tax rate per _quarter on vending machines •was
read by City Attorney Carlton. This was offered by Councilman Buchea
as the f irst reading.

V+THEREAS, the ��ity Council of the City of Redding, County of
Shasta, State of California, did .on the 21st day of March, '1949,
pass and �adopt its Resolution ,of Intention lyo. 7,� and Resolution-
No. 1606 Ordering Changes and Modifications, Resolutinn of Inten-
tion No. 7, Garden-Olivia Sewer Assessment District, adopted by the
said City Council of the City of Redding on -the 12th day of July,
1949, relating to certain work proposed to be done and improvement
to be made in the Garden-Olivia Sewer Assessment District of said
City of Redding, as in said Resolution described, _under and pursuant
to the pr.ovisions of the f�Improvement Act of 1911't, and amendments
thereto, and did therein provide that serial' bonds would be issued
thereunder in the manner ��prov,ided by the "Improvement Bond Act of
1915", reference to said Resolution of Intention, as modified, be-

ments as shown on said list filed by Philip: W. Storm as Superintendent of �
Streets of the City of Redding and determined by the said City Council, together
with interest thereon, shall remain and constitute a trust fund for the
redemption and payment. of said- bonds of the interest which ma.y be due thereon,
which unpaid assessments shall be payable in annual series corresponding in �
number to the nu.mber of serie� of bonds issued, and an even annual propor-
tion of each assessment shall be payable in each year preceding the date of
the m�turity for each of th� several series of bonds issued, and such pro-
portions of each assessment coming due in any year, together with the annual .
interest thereon, �hall in t.urn be payable in insts►llments as the general "
� taxes of said City of 'Redding on real prcperty are payabl�, and shall become
delinquent at the same times and in the same proportionate amaunts and bear
the ,same proportionate penalties for delinquency. _
Said bonds shall be signed�by the Nie.yor of said City of. Reddin� and
by the Treasurer of said City and countersigned by the City Clerk of said
Cit,p, who shall affix thereto the official �eal of said City of Redding;
the interest coupons affixed thereto sha11 be signed by the Treasurer of the �
City of ftedding�or bear his en�raved,- print�d or lithographed signature;
and such signing and sealing of said bonds by said officers and signin� of
said coupons by said Treasurer shall constitute and be a sufficient and
. bindin� execution of each and eyery one of said bond� and all of the eoupons
thereof respectively. Said borids• shall be:�:� substantially in the form set
forth in said "Improvement Bond Act of 1915tr, as amended; said Mayor and
said Treasurer and said City Clerk are hereby authorized and directed to so �
sign and eountersi�n re�pectively-.
The. intere�t coupons attached to e�ch of said bonds and evidencing
the interest to' accrue thereon shall be numbered consecutively and be sub-
stantially in the following form, to wit: �

City Manager Storm brought before the Council the request for a
resolution approving an amendment to the Grant Agreement at the 1�Iun-
icipal Airport to construct a pipe line of which the federal govern-

At the request of the City `Council of Redding, the '�alifornia
State Automobile Association undertook a study of parking con-
ditions in N.edding. - �
The study showed that time limit parking areas in the heart of the
City were being used to capacity, but in the fringe areas on the
north there was always considerable parking space availablee
The areas adjacent to the time limit parking, except on the north,
were usually congested with long time parkers. '
In additiori the study illustrated that `there is sufficient demand
to justify t:�e development of. off-street parking facilities for
both long arid short `time parkers, -but� also showed that in order
for these facilities to be- used efficiently, they must be located
close to the center of the business district and must not have
fee rates in excess of those iri the curb metered spaces.
On the following pages is a detailed discussion of the results,
the f indings, and the recommendations of our study.
The valuable assistance of many individuals who cooperated in
conducting the survey is, gratefully acknowledgede These individuals
include Mr: Jack Mayne, Secretary-Manager of the Redding Chamber of
Commerce, who arranged for many of the details in conducting the.
study; Miss Evelyn Twaddle of the Shasta Union High, School, who
arranged for the checkers who made t�he field� observations; Chief
of Police Scott Lincecum, who aided in conducting spot field
checks; Mr. Philip S�orm, City, Manager, who supplied pertinent
data regarding the City; and Mr, Charles Barry, City Assessor
who furnished data regarding potential off-street parking sites.
This association' is .pleased to have�� eooperated with . the City in .
developing these factual data, and it is hoped. that they may .
form the _basis for constructive actiori in developing a long range
program desi�ned. to relieve the parking problem in the `business

`��TATER - KUTRAS SUBDIUISION
Councilman Morrison brought before the Council the construction of a
water pipe line to the Kutras Subdi�vision, _ stating that l�ack of: water,
in this subdivision is holding up constructinn of about lb homes. �
After some discussion by the Council, a mo�ion was, made by Councilman
1�Iorrison that permission be given the UJater Department to construct
a water pipe line to this subdivision so .people could go ahead. con-
structing homes. Also if the City is not in a position to construct
this pipe line at present, the parties constructing homes would be
willing to wait, as long as they could be assured of water. The
motion died for the lack of a second. .

GARDEN SUBDIVISION :
City Engineer Hill recom��nended to the City Council a roll type gutter
and curb to be_ developed in the Garden Subdivision instead of the
vertical type. After City Engineer Hill discussed this matter. with
Co.uric�il Members, a motion was made b,y Councilman Anthony, seconded
by Councilman Andersori, that City Engineer Hill's recommendation be
