The meeting was �called to order by Mayor Swarts and upon roll call
the following Councilmen were present:
� Anderson, Anthony, Buchea, P�Zorrison and Swarts .
City Attorney Carlton was absent �but was represented by Attorney
SYiadwe 11.
MINUTES OF �PREVIOUS r�tEETING
Mayor Swarts at this time announced all Councilmen having received a
copy of the minutes of the previous meetirig, �and if there were no
objections, they would not be read by the City Clerk. There being
no objections they were approved as per copy received by each
Councilman.
L. R. WOODFORD - GARDEN-OLIVIA SEWER ASSESSMENT
Mr,. L. R. Woodford appeared before the City Council regarding the
amount of square feet assessed against him. He was informed the
error would be checked by the Engineering Department for errors and
a resolution presented at the next meeting.
ORDINANCE - C,ONNECTION WITH ONE WAY STREETS
The following Ordinance was brought before the Council by Attorney
Shadwell:

AN ORDINANCE AMENDING .S:ECTION: 133� OF CHAPTER III, ARTICLE
I OF PART IV OF THE MUNICIPAL_`:CODE OF THE CITY OF
REDDING AND F�ELATING TO ONE V�lAY STREETS
The City Council of the City of Redding does ordain as
follows, to wit:
Section 1.
Section 1330 of Article I of Chapter III, Part IV of the
Municipal Code of the City of Redding is - hereby amended to read
� as follows:
1fSection 1330:
It' shall be un4lawful at any and all times for the
operator of a vehicle to drive said vehicle on the following
stre'ets and alleys except in the direc.tions as indicated herein,
to wit: �
� (�a) Vehicles on Center Street between Yuba and Placer
' Streets of the City of Redding shall be driven in a. southerly
direction only;
(b) Vehicles on the alley between Market and California
Streets in the City of Redding shall be driven in a southerly
direction only bet�,reen the following points on such alley: Com-
mencing with the int�rsection of such alley with the south line
of Prince Street and continuing to the inter.section of such alley
with the north lirie of Sacramento Street;
( c) Vehicles on the alley between l;arket and Pine Streets
in the City of Redding shall be operated in a northerly direction
only between .the f ollowing points on said alley, to wit: Commencing
with the intersection of such alley with the so�ath line of Eureka
U�ay and continuing to the intersection of such alley with the north
line of Sacramento Street;
( d) On that certain alley between the Lorenz Hotel and the
library building arld premises of the City of Reddin�; and being
that certain alley existing be.tween-Yuba and Placer Streets of
the City of Redding, vehicles shall be operated in a southerly
direction only."

Section 2. A11 ordinances and code sections and parts of
- ordi.nances and code sections in canflict herevaith are hereby
repealed.
Seetion 3 . The City Clerk shall certify to the adoption of
this ordinance and cause it to be published in accordance
with the law.
I hereby certify that the foregoing ordinance was intro-
duced and read at a regular meeting of the Gity Council of the
City of Redding on the 19th day of December, 1949, and ti,�as duly -
adopted and read on the 3rd day of January, 1950, at a regular
meeting of the said City Council by the following vote:

RESOLUTION MODIFYING ASS�SSMENT
GARDEN-OLIVIA _SEWER DISTRICT %'�s��`���'Z
Resolution modifying the assessment in the Garden-Olivia Sewer Dist-
rict was presented to the Council by Attorriey Shadwell, after which
a_ motion` was made by Councilman Anderson, � seconded by Councilrnan
Morrison, that the Resolution be . adopted and the hearing be adjourned .
until January 9, 1950. On roll call voting was as follows:
Ayes;': Councilmen; Anderson, Anthony, Buchea, Morrison and Swarts.

ORDINANCE IN CONNECTION WITH ELECTInN
BENTON ANNEXATION
At �this time Attorney Shadwel]; .representing C.ity Attorney Carlton,
brought before the Council the Ordinance re.Iatinga�to the Benton
Tract annexation election. �
Elmer dunkans at this ti:me told the Council that he had been asked �
by a group of businessrnen in the Benton .Tract to appear. before the
Coizncil� protesting the electiori. ��lr. Junkans said he did not have
� a list of names, but he eould obtain them. �
Dr. Weichers said he understood a majority of businessmen wanted
to come into the City of Redding. .
� Joseph Smith requested information on taxes should the Benton Tract
come into the City of Redding. � .

G1yn Cantrell .sta�ted he had not decided about annexation, but asked
about the cost of sew�rs and also. if the City would take over �the
Pacific Gas and Electric lines; if �they did, what tYie rate vaauld be .
Mrs. Helen Thissell protested the election. P�;rs. Thissell wanted to
kriow if the B�nton Area could hook onto the present City sewer system.
Also, Mrs. Thissell stated she thought the City had to supply water
to the Benton�area.: at,,all,,times. .. � She said the Public Utility Commi-
ssion ruled water must be furnished as the previous owner, Mrs. Kate
Benton had furnished it.
Ernest E. Boswell stated he protested the election.
Mr. & 1�Zrs. R. A. Sunderland protested the election.
Mr. & Mrs. Hinr��an protested the election�.
Mr. B.E.Lundeen spoke in favor of coming into the City of Redding.
�fter all parties interested were heard, a motion was made by •
Councilman Anderson, seconded by Councilman Buchea, that the Ordinanee
be adopted as read. On roll call voting v,ras- as follows:

duly appointed, qualified and acting City Engineer of the City
of Redding,. and as sueh, a department head of said City.
That on the ll�th day of December, 1949, he was peremptorily
directed by the City Manager of said. City to,, vacate said office ,
- of City Engineer by the lst day of' January, 1950;, and �that in

� That he now is ready, able and willing, fit and qualified; �
to continue to perform the duties of City Engineer of the City

ing NIr. .Peter Guido, and .presented a tentative map of a subdi-
vision of property at the east end of Yuba Street, adjacent to
intersections of_ Garden, Verda and Sequoia Streets., and Yuba
Strest. After considerable discussion it was. moved by. Comm-
issioner Peck, seconded by Commissioner Cibula, that this �

��Iy lease with the City provides for other childrens rides besides
the I�Ierry-go-round, but also, provides that before I can put these
rides in I rnust obtain approval of the City, I would like to put
in three Kiddie rides next Spring. A Kiddie car ride, a Kiddie
boat ride .and a Kiddie aeroplane ride ._ These rides will be new
equipment and are considered safer for small children than the
�Ierr.y-go-round, as the rate of insurance on them is quite a bit
less.
It will take time to ,get this equipment,_ hence the request for
approval at this timea
My lease covers .plenty of land for these extra rides, but there
should be a .little leveling done over there . Am wondering if the
City would be wil�ling to do this. Two or three hours with a
Bulldozer would do it.

Anthony, to repeal the ordinance prohibiting pin ball machines in

� great many of the citizens of Redr�ing were sur�orised and dismayed to learn �
of the stand our City Council took on the proposed repeal of the City ordin-
ance which prohibits slot �nachines.
-At the Friday nonn meeting of the rZethodist Mens Club of the First Methodist
�Church of Redding, .a-.resolution was un�.nimously-passed:-that the Glub go. on
record against the:�.�repeal of. the anti-gambling machine_ ordinance passed b� �
the City of�Redding September 25, 1947; and that, a letter be sent tc the
City Council of Redding pointi.ng out the position -of the Club and strangl;� .
requesting the Council to reconsider the repeal measure now under considera- .
tion and to vote against it.
We are convinced that, given time to study the matter and its ramifications,
the Council w�,ll reverse its decision of last week as the most reasonable
action for the continuing good of our co�nunity.

Mr. Carlton stated a._renea.ling ordinance wculd be subject to referendum. Citizens ,
can have a petitiori circulated. �: If sufficient number of names are obtained, it
could be submitted.to a vote of tne people. ' �
Mr. C. Fred Smith mentioned that the federal government taxes amusement machines
whether they are lawful in all �states or not. ,
SIGI�t - FOSTER AND KLEISER ' -
Cit.y Manager Storm presented the request of Foster & Kleiser to place a sign adver-
tising the Mercy Hospital Campaign in front of the City Hall. A choice of two
sizes was offered. After a brief discussion Councilman Morrison made a motion
to erect the large. sign. Trie motion was lost for lack of a seaond. Motion was -
made by Councilman Anderson, seconded by Councilman Buchea, that the smaller sign
be erected, On voting roll call was as follows:

Noes: Councilmen: None.

MARKET STREET LIGHTING PROJECT
City Manager Storm reported he had received from Westinghouse Electric Supply Co.
information and costs relating to the lighting of Market Street. Councilman
Anderson suggested that a committee consisting of City Council members, City Manager
Storm, E�.ectrical Superintendent Dick, and City Engineer Hill be appointed to study
the needs and available funds to carr,y out the program offered by Westinghouse
Electric ,Supply Cot for street lighting.
RESOLUTION - MARCH OF DIMES .
Mr. C. Fred Smith,� Shasta, County Chairman of March of Dimes, asked� the City Council
to pass a 'resolution endorsing March of Dimes Drive. ' It was suggested by Council-
man Anderson that the resolution read "March� of Dollars". It was moved� by
Councilman Anthony, seconded by Councilman Anderson, .to .endorse the drive as the
'�Ma.rch of Dollars". On roll ca11 votirig was as follows:

WH�REAS, the annual drive known as the Ma.rch of Da.mes has just
commenced• and
WHER.EAS, this drive is national in scope and it is designed to
raise funds to combat the dreaded polio disease, and
6tiHEREAS, during the last year the polio epidemic was the worst in
history; and
G•ti�iEREAS, the need for funds in Shasta County during the pa.st year
exceeded the funds availa.ble; and
� WHEREAS, this drive is of a most krorthwhile nature and commands the .
support of all our citizens;
iVOlyd, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL �OF THE CITY OF
REDDING, AS FOLLOWS;
l._.That ,the citizens of Redding are urged to give their wholehearte�
support to the current dr�ve dnd raise funds to resist the polio disease.
2. That the drive in Redding be known as the 'T�arch of� Dollars" drive
and that all citizens contribute their ciollars to this program in order to
stimulate the continued attack on the polio� disease. - �
3. That those citizens conducting the polio .campaign for funds be
congratula.ted and cornmended for their� unselfi`sh e.fforts devated to the benefit
of all rriankind.

City Mar.a.ger Storm introduced Mr.. Buford Bush, Reereation Specialist from the
State Department of Recreation. Mr. Bush read a report entitled «t1n Appraisal
of Fublic Reerea��on Services in Redding, California ". Councilman Anderson -
suggested the report be turned over to the Recreation Commission to be used in
- making up their budget and plans for the coming yeare .After considerabl.e dis—
cussion it wa.s moved by Councilman Anderson, seconded by Council�.an Morrison,
that a vote of thanks be extended to Mr. Bush for presentation of this report.

WFiEREAS, it has been proposed that the .United States Air Force _
Academy locate its west coast operation near. Redding• in Shasta .
County; and
WHEREAS, the Cit y of Redding a municipal -corparation, owns
approximately fourteen hundred �1�.00) acres of land which is
desirable and suitable for such..academy purposes and which
possesses all the natural attributes necessary for the operation
of such an academy; and �
WHEftEAS, there is now located a Class 5 airport on the tract
of land above mentioned;
1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY' OF REDDING AS FOLLOWS, TO WIT; �
1. That the movement to bring the United States Air Force
Academy to Shasta County is hereby end�orsed. _
2. That the Gity of Redding. as the owner of tlie fourteen
hundred acre traet of land above mentioned is willing to transfer
such land to the United States Government without cost for air
academy purposes.
3 . That the City of Redding declares its intention to
otherwise assa.�t in any manner possibl� in the- acquisition of
other property or facilities neeessary for sueh air academy.
