MINUTES PREVIOUS MEETINGS Nlayor Swarts stated all Councilmen had reeeived a copy of the minutes of the previous meeting and if there were no objectibns, the minutes would not be read by the City Clerk. C? - .: -�=5 j � City Attorney Carlton read to the Council members an ordinance which he had prepared regulating one-way traffic in alleys after which Councilma.n Anderson offered this as the first reading. SOUTHWEST �IR.W�YS The following letter was- received from the Southwest Airways for a new lease at the Redding Municipal Airport: SOtTTHWEST AIRWAYS CONIPANY - . _ . . . December 16, 1949 Philip W. Storm, City Manager City of., .Redding' � Redding, California Dear 1�Ir. Storm: Pursuant to his attendance at a recent meetirig of the City Council, our �Ir. R. C. Couk advised us that the Council had agreed'`to a space_lease _for our underground refueling facili- ties for a period of two years. ,�'�'+i The Shell Oil Company cannot make the installation .under �=�,;v these circumstances due to the very substantial investment - involved. They requ�ire a minimum of five .years,wh�ich is the period pr.ovided for in similar Southwest leases. at both . Eureka and Santa Maria. While we have done everything - possible to sell Shell on the two year deal, we cannot criticize them for taking the. position they have. The installa- tion will� cost somewhere in the neighborhood of �$,000.00 , ,and,��such ;an;:amount would, be hard to justify for the short. term of two years. � We� are unable to accep,t the Council*s suggestion that a lease be arranged-on a royalt;y �basis. Such.,.an arrangement : w,ould ma;ter.ially::increase� our co.sts at a time when all air- lines are under pressure e.xerted by various governmental agencies demanding lower operating costs and greater effi- ciency.: �Te are sure you would readily agree that if a small carrier sueh as Southwest . stepped out of line and estab- �lished a -,precedent whieh tends to increase costs, the .conse- quenees could be serious. Redding is .the most .logical plaee oxi South�regt's segment 2 for a refueling facility and we will greatly �appreciate it if you will call_this turn..of events to . the Councilments attention in the hope that the,y may: se.e, :fit to � reconsider:their offer and extend the leas,e from two to five years. : . : The new facility would be advantageous to Southwest in that it �wou�ld increase �our efficiency -- refueling ,could be done more rapidly and manpower now required for frequent trips to the City to replenish the limited tank truck.,supply could . be diverted to more productive work. And, too, the new � facility would be advantageous to the Ci�rof Redding be- cause it would receive better ser.vice at the airport, and as a refueling stop i't :would be assured of all Southwest schedules. You will recall� that the money earmarked by Shell for this project must be spent before January 1, 19�0 and, therefore, we will greatly appreciate word from you regarding the Councilts deeision at your earliest convenienee.
