Redding, California. Fire Chief IIenry Klauken° s proposal is to
outlaw the automatic shutoff oii pumping_ hoses as he s�ated the
nozzlP is not fool proof o I-�ar-ry Hazeltine spoke for Serve Yourself
Stations, stating he vlas assistant mana�er of tne first self-service
statiori in the City of Los Anoeles and gave a brief outline of hoti�r
they operated, also t�hat vaas done for fire protectione Henry R.
Mason, a gas station ovr-rier, aoreed that the automati.c shutoff is
hazardous unless it is oiled each da1To
Svpervisor 0. iti'I, Turner, when questioned as to ��rhat Shasta County
was goiri� to do, said the district attorney �ave him the impression
that an ordinance vaould probably be unconstitutional.
Hartley T. Barnard also spoke against the serve .yourself stations.
After the discussion Councilman Anderson offered this as the first

P.G.& E: Regarding the option clause, and ask for a provision

PARKING, CITY OF REDDING
At this .time Councilman Anderson ma.de a motion, seconded by Council-
man Anthony, that a Citizenst Committee be appointed to study
Redding�s parki.ng problems and possibly set , up parking lots w�,th
meters to relieve congestion of curb parking. On roll call voting
was as follows:

STREET DEGORATIONS - CHRISTNIAS HOLIDAY
Councilman Anthony at this time stated the Chamber of Commerce
wished to decorate the streets during the Christmas Holidaps and
have purchased decorations a�ounting to approximately �2000.00 and
wanted to know if the City of Redding would install and take down
the decorations, also give free electricity. The matter was
referred to City Manager Storm and E. E. Dick, Superintendent of
the Electrical Department for further study.
CHAMBER OF COMMERCE - AUDIT COMMITTEE
Councilm.an Anderson at this tirrie asked the Council to appoint a �
Chamber of Commerce Committee to study an auditor's report of
the City of Redding. No action was taken at this time.

A motion was made by Councilman Anderson, seconded by Councilman
Buchea, that the monthly bills be paid. On roll call voting was
as follows:

Attorney Ira Shadwell represented City Attorney Carlton who
was absent on account of illness.
At this time Vice-P�Iayor Anthony stated Mayor- Swartst father had
passed away and that the members of the Council would not transact
any business at this time. A motion was made by Councilman Anderson, .
se�onded by Councilman Buchea, that this meeting be adjourned until
October 20, 1949 in respect to the Swarts family. On roll call
voting was as follows:

� ELECTRIC AND HOT WATER HEATERS, EL PENN MOTEL
Mr. Pennington, owner ,of. the El Penn Motel, appeared before the �
City Council stating he wished to instal-1 electric and hot water
heaters but due to the way the buildings were built,. it would not
be possible to follow the City Building Code . After a short
discussion with I��r. Penni�ngton the Council referred the rrLatter to
Supt. of the Electric Department, Elbert E. Dick, ancl_ Building .
Inspector, F . W. Hayball, for a report at the next meeting.
F. 0. BEUTKE - �00 ACRES , .
Mr. Beutke� appeared before the City Council r�egarding property in
Division 3 , Tract B of the Reading Grant and which contained 700
acres more or less, adjoining the present city limits on the south-
west. After some discussion by the Council a .motion was, made by
Councilman Anderson, seconded by Councilman Buchea, that the City take
in land owned by Mr. Fred 0. Beutke, subject to Mr. Beutke working
with City Attorney Car.lton on legal description of said property. � '

The proposed ordinance relative to Serve-Yourself Gasoline Stations ,

of Supervisors and discuss the plan. City Manager Storm to arrange

The following Ordinance was presented to the City Council by Attorney
Shadwell representing City Attorney Carlton:
ORDINANCE NO�. 374
AN ORDINANCE ADDING SECTION 7$2B TO ARTICLE V, CHAPTER II,
OF PART III OF THE NNNICIPAL CODE, OF THE CITY OF� REDDING _
AND RELATING TO LICENSE FEES TO -BE PAID BY_ THE OWNERS OF �
DOGS AND RELATING TO �THE ISSUANCE OF LICENSE. TAGS FOR DOGS.
The City Council of the City of Redding does ordain as
follows, to wit:
Section 1. There is hereby added a new section to Article V.,
� Chapter II, "of Part III of -the l�unicipal Code of the City of
Redding, which shall be numbered 7$2B and said new section
shall read as follows, to wit:
"Section 7$2B:
1. Any person owning or having custody or control
of one or more dogs shall pay for the privilege of keeping such '
dog or dogs a license tax of �2.00 for �each male dog or spayed
female dog over the age' of four months, and �2.50 for each
female dog, not spayed, and over the age of four months. Such
license tax shalT: be paid annually to the license collector , .
of the City of Redding and shall be due and payable in advance .
on July lst of each year and shall expire on the 30th day of
June of the next year. The full amount of such license tax
shall be payable for any fraction of such year.
2. Each license issued pursuant to the provisions
of this section shall be signed by the City Clerk. �
3 . Each licer.se shall state; �� �
(a) The name and residence address of the person
to whom such license is issued;
(b) The amount paid therefor and the character thereof;
- ; ( c) The date when issued; .
�- . � - (d) The- date on which 5uch license shall expire;
" ( e) � description of the dog for_ which such
license is issued; � �
(f) The number of the metallic or plastic tag
accompanying the same .
4. The City Clerk shall keep a record of the :
licerises so issued.
5 . With each dog license there shall be issued a
metal or �plastic tag�-with �the number thereof' and the 'year
for which issued, together with a reference t�o the City of
Redding. � � -
• 6. Such tag shall be securely affixed to a collar,
harness, or other device and shall at all times be worn by such
dog, except while such dog remains indoors or in an inclosed
yard or pen.
7. The City Clerk shall procure the number of tags
needed each year and shall keep a register wherein shall be
entered the name and address of the person to whom each such

license and tag is issued, the number of such tag, the date of '
issuance thereof and a description of thE dog for which issued.
$. No person shall attach to or keep upon any dog any
tag provided for in this Article except �, tag issued for such
dog under the provisions of this Article .
9. No person shall attach to or keep upon any dog �
or �nake or have in his possession any coL�nterfeit or imitatior.

10. No person keeping or harboring a dog for which a
license is reguired shall fail or refuse to exhibit the license
tag required by this art,icle upon demand of the City Clerk or
his duly authorized agent, or any member of the Police Department
of the City of Redding.-
11. The Pound Master of the City of Redding shall
take up any dog found by him that is not licensed in accordance
with the provisions� of this section and the owner thereof shall.
be required, upon the redemption of such dog, to pay all license
fees due in accordance with this section, in addition to any
other fees due therefor pursuant to the P�unicipal Code of the
City of Redding.
Section 2 . All ordinances and code sec.tions and parts of
ordinances and code sections in conflict herewith are hereby
repealed.
Section 3 . The license tax herein provided shall be
first due and payable as of January 1, 1��50, and thereafter
annually as provided in Se�ction l hereof.a The first license tax
due hereunder shall be for a period of .one�-half year and shall be
in an amount equal to one-half of the anrival fees as prescribed
in Section 1 hereof, .. ; . _ .
Section 4. The City Clerk shall certify to the adoption
of this ordinance and cause it to �e pu�lished in accordance

Hall, Redding, California, and to the lessee at Redding,

11. The lessee shall have the right to remove at the term-
ir.ation of this lease for any cause, any improvements installed
by it on said premises and such improvements . shall be rem.oved
by the lessee within thirty (30) days time if the terminatior�
is prior to the expiration date . of. this lease . In the event
the termination is at the expiration date of this lease such
improvements shall be removed prior thereto. The lessor shall
have the right to insist that any of such improvements are'..re-
.. moved at the time specified ir. this paragraph. The lessee ir.
removing improvements shall do so in such a way as not to damage
any portion of the .premises and the les�ee agrees to leave said
premises in a good condition and comparable to their present
� condit 'ion. � •
12. That the lessee shall maintain during the term. of this
lease public liability insurance insuring it and the lessor
herein in the sum of limits and property damage
insurance in the sum of �5000.00 and such insurance shall pro-
tect the lessee and the lessor from any and all liability
� whatsoever to any persons or property resultir._g from the
operation and maintenance of said leased premises by the
lessee and the cor�duct of any activities or operations on '
said premises.
13 . If the �lessee should .be adjudged bankrupt either by
voluntary or involuntary proceedings, or if the lessee should
discontinue business or fail in business, or abandon or vacate
said premises or make an assignment for the benefit of creditors,
or their demised premises should come into the possession and
control of any trustee in bankruptcy, or if any receiver should
be appointed in any action or proceeding; with power to take
charge, possession and control or care of said demised �property,
the lessor shall have the option to forthwith terminate this
lease. and to re-enter the said demised �lpremises and t�ake poss-
essian thereof. In no event shall this lease be deemed an asset
of the lessee after adjudication in bankruptcy. .
14, That the lessee shall not,without the previous consent
in wr.iting of the le�ssor, -assign this lease or ariy interest "
therein or underlet or sublet� the whole or any part of said
prerr,ises. Any purported assignment, either�d-irect or by opera-
tion or law, or under or. in pursuance of any order, judgment,
decree, or process of any Court, sha]:1 be wholly void and shaTl
. at the option of the said lessor work a forfeiture of this lease . �
� The consent of the lessor to the firs�t or any other assignment
shall not be a consent to any subsequent assignment, but the
prohibition against assignment without consent shall continue
in force as against any assignee .
. 15 . That the lessee shall not permit any portion of the
property to be used at ariy time by any other organization, club,
or persons, private or public . . .
16. That the lessor shall have the ri.ght to post notices on
said leased premises _of non-liability under and pursuant to the
laws of the State of California for any. work done on said pre-
mises, and the lessee agrees to notify the lessor in writing
immediately that any work, at any time, is commericed on said
premises.

� clean, first class and proper condition at all times and
shall so coriduct its operations thereon so as not to inter-
fere with any other person or persons in the neighborhood.

lg. That, subject to the provisions respecting assignment,
underletting or subletting herein, the corlditioris, covenants
and agreements herein contained shall inure to the benefit
of and be binding upon the successors and assi�;ns of the
respective parties hereto.
20 . That in the event the lessee constructs any building
or other improvements on said real property, the same
shall be constructed in complete compliance with the bizild-
ing code and other regulations of the City of Redding
applicable to buildings.

The matter o.f increased rates in the Water and Sanitary Departments

Manager Storm explained the proposed increase in rates was due to �4�;�
serving a much larger area and also ir.creaseci labor costs . The
Council members agreed that something should be done so as to have
a favorable balance at the end of each fiscal year.

ligently drove said truck on, over and upon said MICHAEL PERRINE
on said driveway causing the said MICHAEL. PERRINE to sustain
severe and painful injury. � �
The date of the occurrence mentioned above was August 23rd,
, 1949 and said occurrence took place on -said driveway into the
properties known and designated as Cypress Street, Redding,
California . ' '
Said minor sustained multiple contusions, abrasions,
and bruises about his head, body,- arms; shoulders and back
and a severe fracture of the pelvic bone in at least three
places and said injuries will be permanent .
Claimant GEORGE PERRINE has and will sustain expenses for
medical and hospital services, drugs and other medical care
to cure -said--injury and estimate his damage ir_ the sum of
