The meeting was called to order by Nlayor Swarts and upon roll
eall the following councilmen were present: .
Anderson, Anthony, Buchea, l�orrison and Swarts.

Ma.yor Swarts at this :time stated all councilmen had. received a
copy of the minutes of the meeti.ng of June 6, 1949 and if there
were, no objeetions, the minutes of this meeting would. not be
read by. the City Clerk. There being no objection`s .the m�:nutes
were approved as per copp. received by each councilman.
NIERKY-GO-ROUND � MR. ROY WII,SEY -
Mr. Phil Storm, C'ity Manager, reported to the City Council that
Nlr. Roy Wilsey, 2155 Placer Street, who recently. received per-
mission to operate a merry-go-round at Lake Redding Park, has
purchased a new one ' at a cost of �10,000.00 and that :he expected
to have it installed by July 15, 1949•
NORTHERN CALIFORNI� SHRINE GLUB � � .
City Ma.na�er Phil .Storm at this time stated to the Council that
the Northern-�'California Shrine Glub would like permission for
Ben Ali Temple to use Tiger_ Field on September ,24, 1949 to
exhibit its band, drill team.and chanters, �which wou�ld be open
to the publie w�thout charge. A motion was. then made by Council-
man Anthony, seconded by Councilman Buchea, that this request

the matter ,of 5.�.1� acres of land in Block 0, Boarciman Addition
which had been deeded to the City of- Redding. for park purposes.
Mr. Storm stated this property is located on a hillside and
not suitable for park purposes. This property Mr. Storm stated
should revert baek to the particular parties who previously
owned it in' order, to get it on th� tax roll.

SOUTHGJES.T_.�IRWAYS - NEW FIELD LIGHTS
City Manager Storm r.eport�d to the City Council that the new
field lights at the Nlunicipal Airport were installed and the
Southwest Airways would like to take. the City Council Members
with their wives for a 20 .�ninute fl.ight over the municipal
airport in orcler that they could see these lights. The �nvi-
tation was accepted. -

The Juriior Chamber of �ommeree at this� time , requested per-
mission to display �ireworks at La.ke�ftedding Park on July �.,
19�.9 at 9:30 p.m, as has been done in the past. :After a short

Gentlemen:
Pursuant to a request of the City Couneil, trarismitted
to� i�e b.y letter from the City Clerk under date of June � ' �-
15,,. 1949,_ I respectfully submit, the following regarding �
the shoe shine stand operated bp one Johny Hudson at
1509 Yuba Street. . .
The above mentioned stand was permitted after investiga-
tion by myself and other eity officials. There is how-
ever part of the installation which is not. in conformity
with original agreement, namely the folding glass doors
instead of a tie-down canvas as originally .planned. I
talked:=�with the tenant, Johnny Hudson, regarding- this.
change and ag�eed to permit the doors for,. security reasons.
I feel� that this stand does not constitute .a liealth,
safety' or fire hazard due to the fact that :it is more
than 50 feet from any oth�r structure, it is 3 ,feet inside
the ::front property line and is not tenable with the doors
closed:,
_ Under::the Uniform Building _Code, as .adopted by.the �ity
Council, there are no regulations.�regarding. this particular
type of occupaney, except those cov�ered by regulations
covering Temporary buildings, reviewing stands,. sheds,
canopies. and other miscellaneous structures, therefore, ; �

Following a tnorough �study+ of� the� matter,� the Redding
City Council�.on July 7, 19�.$, adopted by unanimous vote a
resolution endorsing the _reroutingAof'U.S.- Highwap 99 (State
R.oute 3.) , through Redd'ing .via the Rutras Tract, said rout�ng
being the one described �nd depicted hereinafter. (Official
action of the Council will be found as �ppendix I, attached
hereto. ) Thereafter, on February ll, ' 1949, �following further
study, the Board of Directors of the Rddding Chamber of Com-
merce adopted an action endors:ing the .City Council�s approval
of this proposed routing.
In bringing this matter. to your attention, we hasten to
point out that we �realize actua'1 construction of this rerout-
ing project. probably .will have. to wait fvr a later date.
Our prime aim at this time ,is to demonstrate the need for
designating and surveying� this route, �so that rights of
way may be obtained at a reasQnable cost and so that the
growth and expansion of the Cit� of Redding may be planned
intelligently for the future. .
DESCRIPTION� OF �FROPOSED� ROUTE ���T�
Reference is made to, the map attached hereto at rear.
At the present time Highway 99 follows �the route noted� by
�he red line north and south, passing through Redding on
: Market Street,, the cityts principal business thoroughfare.
As proposed, the freeway rerouting (denoted by black line) .
would start about one mile north of. th� city limi�s, some-
where between the top of Sulphur Creek Hill (3ntersection
wi:th U.S. 299 to the east� and the location on the hill for-
merly ,croased by the conveyor line to Shasta Dam, a distance
� between the two points of less than a half mile, Thence the
route would follow sou�herly along the old conveyor line,
� crossir_g the Saeramento River appro�si.mately three fourths
of a mile east of the existing bridge, to what is known as
the �utras Tract, in the easterr� section of Redding. The
:-� � route would traverse the Kutras Tract until the: intersec-

' e ding. Any other route would entail tremendously-.�more ex-
pense to ' the state or would bisect the city in 'such way as ,
. to effect vastly� destructive.�damage to the� cityts economy.
Specifically, we -believe the' route to have��the-`following ad-
� vantages; � �
� � . �1. Only �about three miles of aetual construction would
• be necessary �about one-half mile additional for the alternate
' southern intersectionj . Full use would be made of most of
the existing high quality. four-lane roadway south of Redding.
2. A natural, easy gr�.de would be�afforded, r�aking pos-
sible a high speed roadway for minimum construc.tion costo
- , �3. A minimum of grade separation structures would be
needed, particularly if the existing underpass , is used at
the�south intersectio��with� �2�e present �highway:: -Only other

load at the junction of Market Street -(U.5. 99) and Gypress

Citp. Manager- has advised that the city has been �put to the

WH�IT WE ASK NOW
Having �demonstrated, we trust, that a real need exists
for r�routi�ng of�-the ��99��Fresway-through the outskirts of
Redding; we re'peat our assertion that we are not at this
time asking for .immediate construction of this project. We
are fully aware that demands upon Galiforniats highway funds
are tremendous, and that r�ew highways can be.�construeted
only as �fast� a's "moneys become available. We are� grateful
for the �fine new roads which have been built and are being
bui-lt in Shasta County. We realize that first things must
.c�ome first, . . . . _.. . ,. _
� Nevertheless;� we feel �it would` be. jus�t -plain good bus,-
iness for the state to survey �his 'route .and defiriitely
� designate it �at the earliest possible moment.
We �r,ake this statement fnlly 'cognizant of the flact
that the state cannot be surveying future routes and buying
rights of way everywhere, for to do, so would mean probably
little or no money left for actual' road- construction:--
However, we feel _that if this route can be designated
and' surveye'd, now -- before property -is developed, and Redding
is growing in tFe directian �of the proposed_ freeway --- the
� 5avings wi11� be `:so.. tremen'dqus' over costs_�:in :the future that
it will be just good� .ecariomy to .follow `thls proposal. Further-
' inore, it is .ent'irely possible a cooperative; arrangement .-can
be worked out t�etween the state and the city wherefiy any
state funds assigned to the. city that can be .used f'or rights
of way 'pitrposes �an be diverted for the purchase of .ri.ghts.
of way for this f�e'eway,.; provided the designation is made`.
Lastly, designation of the 'rights of v+tay� for this freeway
will allow the City of Redding to proceed with orderTy plan-
� ning for future development, something which is not possible

at night. Ldith your new modern lighting system and ,-an ILS
installed at the airport the day and night miriimums could
be decreased to a 300-foot ceiling and 3�4-mile visibility,,
whieh is the same as that at major airline terminals. ..,
