There is hereby added .a new section to Article III, Part
III of Chapter II of .the PJlunicipal Code of the City of Redding

shall s�:bmit with and file with the City Clerk a bond ir. the
penal sum of �'ive Hundred Dolla"rs (�500.00) executec�� and made
by a surety company auLhorize� to do business in Califcrr.ia or
by two ( 2) responsible freeholders residing in the City of
Redding, or, in lieu thereof, a cash bor�d af an equal amount
cor�dition�d upon the making of final d��ivery of any goods or
personal property ordered or the p�rformance of ar�y services

City Manage.r Storm brought tne Emplayees' Retirement Plan befor. e the
Co�uncil stating it rriight be pass-i�le to �et i;his plan on th� sam�
bal]_ot as the pourer issue. City Manager Storm explained the cost to
the City goes up each year and if this plar. was adopted in 1�t�7 it
would cost the City �21�.p000.00� while an l�t��� it wi11 cost ap�rox-
imately �3�,�35 .00. The CiL}r Council can by resolution accept
either a current or past service retirement plan. After tne resolu-
t�or, is passed by the Council, then the three group� of emnloye�s
would �rote, after that the public would vote. Ar.g action was

CITY & COliNTY LIBRARY
Mayor Swarts at t:�is time urged. City Council members to commence
riego�ations with Uhe Cou.nty Supervisors on a proposed plan to
consolidate the City and County libraries. City P�Ianager Storm was
instructed to a.rrange� for a mPeting with the County Supervisors
and a member of th� State Librarian°s office in order that �his
plan could be discussed.

Councilman Buchea at this time su.ggested that Cit}r ar�d Coun�t;y health
departmpnt�s should be merged. �City P•Zanager Storm stated this was
quite a complicated deal and funds could be received fror�. tne S��te
