Anthony, Buchea and Swarts. Absent: Councilmen; Anderson and Morrison. City Attorney Carlton was absent but was represent�;d by Attorney Ira Shadwell. -" NiIIVUTES OF PREVIOUS MEETINGS Mayor Swarts. at this time stated' all councilmen had received copies of the minutes of �the previous �eetings and if there were no objec- tions, they woulfl not be read �by the City Clerk. Gentlemen: . , Following is an excerpt from the minutes of the regular meeting of .the Planning Commission June 27, 1949: . , �? . ��'�',���..,� t'Mr. Clair Hi11 appeared before the Commission request- ing a variatiari from the present method of installing sidewalks and curbs, and requested permission to use the '�Andersont' curb, adjacent to a 5 ft. sidewalk throughout the Nob Hill Subdivision. After discussion it was regularly moved bp Commissioner Peck, seconded by Commissioner OtBrien, that this Commission recommend to the City Council to perr�it a 5 ft. sidewalk adjoining r'Anderson Curb" as per drawing submitted throughout Nob Hill Subdivision only. Storm , City Manager - Dear Sir: It has come to my attention that NTr. Casy 0'Brien is building heavy concrete walls on city property on and near Short Street, between� California Street and the railroad ' right of way. � It is my opinion that these i�ralls are entirely upon city property, and that a1l� building thereon shoizld be stopped at once and until the question of ownership is � settled. STONE 8c YOUNGBERG INVESTMENT- SECURITIES The following letter was received from Stone and Youngberg; July 15,. 1949 To The Honorable The �City Council of Redding, Galifornia � � Gentlemen; Last March we wrote you requesting your support of Senate Bill No. $51 by� Senator Earl D. .,Desmond t-o �"eriact legislation to per- mit the issua:nce of revenue .b�onds to finance municipal water systems. � �'���f- This bill finally passed the. legislature and now only needs the signature of the Governor -to become the law. A communica- tion from you to the Governor reques�ing him to sign S.B. $51 will be most�helpful. / So many cities desired this legislation that the I,eague of California Cities officially endorsed the proposal. Please accept our appreciation of your help. Too much credit cannot be given the League and their efficient, experienced legisla- tive staff for the. _ultimate passage of this proposed law. Without the sponsorship of Senator Desmond it is doubtful if � the bill would have moved out of committee in the Assembly. His wholehearted efforts plus his statesmanship and 'tknow how't developed during a si�een year career in the Legislature _ finally resulted favorably. It was a difficult task, and � all of us interested in revenue bond financing of water sys- tems owe him a debt of gratitude, V�ie �u�ggest the bill be commonly referred to as the �tDesmond Amendmentt' as a tribute to his effort. _ - Under the terms of the Des�nond Amendment, any incorporated city may issue- revenue bonds to acquire (purchase by negotiation or by condemnation) , construct,. extend, improve �or' repair a municipal water systsm. These revenue bonds are authorized by a simple majority vote. As you knaw, our firm had this act introduced, and we were constantly in Sacramento- to aid in its passage. Other bills our firm initiated and handled during the 19�.9 session were; S.B. 592 by Senators Jespersen and Dillinger to authorize revenue bonds to be issued to finance off . street parki.ng facilities. S.CeA. 33 to set aside the MS�eci�.l fund doctrine" and allow the existing income of parking meters to be� pledged as security f,or. revenue bonds to finance new or additional municipal parking f�acilities. This constitutional amendment must be approved by - the� voters at the• ne�ct general election to become effective. S.B. 1252 by Senator Keating making technical changes experience has shown desirable in the ��Sanitation and Sewer Revenue Bond Act of 1941". Incidentally, the 191�1 Act was drawn and enacted-through our efforts. Our firm has a Municipal Financial Consultant Department avail- able to serve cities, districts or counties in -a professional, advisory capacity. We make the necessary economic and financial studies that should be a basic part of any municipal improvement program. They are necessary in order to develop a sound financing plan. Our data- is an aid in elections. We also pre- pare a bond prospectus properly describing the bonds to be sold, etc. This prospectus is mailed by the eity with the Notice of Sale to all potential bidders and usually results in more and better bids being received. � The economic and financial factors in municipal financing are the ones that result in savings to taxpayers or utility users. Our work does not overlap the engineering or legal work. It spreads the costs �vith fairness and equity to all concerned. It means efficiency in finaneing with substantial savings in interest cost. This Municipal Consultant Service has proved of value whenever used. It can be of particular value to �cities proposin� to issue reveriu� bonds to finance water, sewer or off street parkin� projects. � ��'� We hope your city will bear us -in mind as pioneers in California both in� revenue bond financing legislation and in offering a Consulting Financial Service to governmental entities.
