The aggregate charges at the above rates shall be subject to a 10� reduction, on each month's bill. Demand: The maximum demand in any month wi.11 be the average KW delivery of the 30 minute interval in which such delivery is greatEr than in any other 30 minute interva.l in the month, provided, however, that i.f the load is intermittent or sub- ject to violent fluctuations a 5 minute interval may be used . Off Peak Demand: City may, upon request, have its maximum de- mand measured by a type of ineter which records the demand at all hours, in which �ase demands occurri.ng between 10;30 P.Mo and 6:30 A .M. of the following day and on Sundays and legal holidays will be ignored in determining the demand used for computing charges . Power Factor: The total charge for any month as computed on the above rates will be decreased or increased, respect- ively by 0.251 for each l�o that the average power factor of r customerts load in that month was greater or less than 85io, such average power factor to be coznputed (to the nearest whole per eent) from the ratio of lagging. kilovolt-ampere- hours to kilowatt-hours eonsumed in the month, parovided, how- ever, that no power �actor correction will be made for any month when maximum demand was Iess than 10� of the highest in the preceding eleven moz�ths. . City shall pay Pacific, for all electric energy delivered hereunder, on a monthly basis at the o.ffice of Pacific in the City .of Redding upon presentation of bills therefor to the City Councii of Ci�y. At al1 times during the term hereof' Pacific shall se11 and deliver to City and City shall purchase and receive from Pacific all of the electric energy which sha11 be reo,uired by City for its own use or �for sale to City's consumers of � electric energy, whether'within or without the City. All electric ener�y furnished hereunder sha11 be delivered to and received by City at Pacific 's Redding Sub- station and sha11 be measured by meters furnished, installed and maintained by Pacific at said substation. This contract upon the effective date hereof as here- inafter provided shall cancel and supersede cantract between the parties hereto dated July 3 191�5 , and shall conti.nue in force thereafter until August 2�, 1955 . City in the event of selling, leasing, or otherwise disposing of its business of selling electric energy in the City of Redding may with the written consent of Pacific assign this contract to the lessee or purchaser the�^eof if such lessee or purchaser .will assume and covenant to perf orm this contract . Hunter and her minor son, Brantley Hunter, I respectfully ask that you equalize the assessment which Mr. �LRarry has placed on Lots 2, 3 , and J� of th� .Frisbie Addition .to .Redding,,.in �the amount of �40 $00,00. Last year, the taxes paid _on this �roperty was only �12$.A16. As nearly as I can �scertaan,: the. assessment has been trebled ar quadrupled. Such ar_ act .is , grossly inequitable to Mrs . Hunter who has a consider•able portion of these lots leased to the �-1 Mot�r Co�.rt at a rental of �215 .00 per month, through the year 1955 • On '�i;�9��.`3' � � those portions of lots facing Pine Street-, no improvements are on the sameo Mrs . Hunter has for ten years tried to . lease these lots and has� been unable to do so. Inasmuch as she is the guardian for her minor son, she is handicapped � in leasing for a long period of time because of the restrie- tions placed by law on the length of leases for a minor. Mrs . Hunter 'cannot possibly afford this amount of taxes and Mr. Barry has completely overlooked that in placing valuations upon lots, he should take into consideration the out'standing lease izpon the premises . I might add that her sole income is from these lots . It is my opinion that to raise the assessed valuation under the circumstances amounts to an arbitrary and excessive act . I believe Mr. Barry would not have aeted in such an �- arbitrax�y manner if he had known of' the outstanding lease to the A-1 Motor Court . This is definitely a faetor to be considered in valuation of the pro�perty. I shall be out of town this week, and for that reason, I am unable to attend any meeting when you sit as a Board of Equalization.
