The meeting was called to order by I�7ayor knderson and upon roll call the
following councilmen were present: Anthon,y., Buchea, �J�orrison and And�rsoxi.
Councilmari Svra.rts was absent. ,
City Attorney Carlton was also present.

Nlayor Anderson at this time sta.ted all Councilmen received a c�n,y of tne rninutes of
the meeting of October I3, 1948 and if there were no objections, the minutes of the
previous meetin� would not be read by the City, Clerk. No objections being voiced
the minutes were approved as per copy received by each councilman.
PONY RID�S - CITY PARK
�r. Glenn Newton, attorney for ?�+1r. Frank Loads, appeared be£ore the City Council
re�arding a lease on city pro�oerty near the City P�,rk where he could provide pony
rides for child�ren. The ma-tter of space, rental fee and the ar�a of the space he
would require was discussed at some length witYi the members of the council ai"ter
which it was referred to the Fark �ornmittee, City i�Yanager Stor,n, �4r. Frank Loads,
and T��7r. Glenn Nevrton for their decision.

Several residents of Almond Avenue, North Street and Wa,lriut Street area appeared
before the City Council re�arding the condition of their streets, with Mr. R.V. N1cArthur
actin� as spo�esrnan. luir. McArthur told the membars of the City Council that the
streets in their respective areas needed to be graded and surf�ced so that they
wo�ald not be travelinG in the mud, also that fi11s should be made to keep the
water from washi.n�; their property avray. Mr. George Farley, Mr. L. Y. Messenger
and ��1rs. A. J�. Hislop also spoke re�arding the sa.me condition, s�tating also they
needed the street gr�.de so they could i�uild side�valks, curbs and gutters. The
members of the City Council deeided to have the street grade established so that
home owners could build sidewalks, curbs ar_d �utters. The City TJia.nager and
Street Corimittee were to inspect the streets in this area �rior to the next meoting.
FENCE - CYPRESS STREET SCHOOL
Nx. John iviaynard appeared before the City Council re;arding a fence around the
Cypress �treet School to �rotec-t children from runnin� oi�t in f'ront of c�.rs on the
Hiohway. Pv1r, �Maynard was informed that he should take this matter up tivith the school
b.oard` as it was their problem and not one f'or the City oi Reddin�.

Nirs. Sherwood Z.inn appeared before the City Council to thank them for the temporary .
streat work done in the area o£ Shasta Street and 'Walnut �ivenue, Mrs. Zinn sta�ted
she appreciated this effort although she was a little late in mak'ing it kno�m. IvIrs.
Zinn asked permission to trim the trees in front of her place and was informed by
the City Nanager Storm that the City had a crew which did this type of work and
her .request Urould be taken care oi.

I�Ir. Fred Ea,stlund, Planning�Corimission member, appeared before tne City Council a_.nd
asked tha.�t conder.mation suits be brought �gainst iv1r. Roy Padd,y P�iullen to extend
Garden Avenue and the Abbott property to extend South E�st Street, A mo�tion was
made by Councilman i�orrison and seconded by Councilma.n linthony that City Attorney
Carlton prepare the necessary proceedings when all other means available have been
exhausted. On roll call voting was as follows:

�III�T TITLE - TAYLOR STREET �TD OLIVE AVENUE
The mati;er of openin� up streets to the Sh�sta View and Oak Rid�e Subdivisions
was brought before the City Council by City Attorney Carlton in order that the
meribers might knotiv what pronerty the city has ti�le to. Af'ter discussing this
� ma�tter at some length a motion was made by Councilman Buchea and seconded by
Councilman Morrison that City �ttorney Carlton brin� a quiet title suit for the
extension of Taylor Street tov�rard the Benton Airport, and also to prepare quit�,
claim deeds to e�.tend Olive Avenue f'rom Placer �treet to T�,ylor Street. On roll
call voti�� was as follows:

The matter of opening up Oliva �venue through to the Shasta View and Oak Ridge
Subdivisionswas discussod by -the members of the City Council and a motion was
made by Councilma.n rinthony and seconded by Councilman Buchea that City Attorney
Carlton and City ��anager Storm contact Father G�vin of the Catholic Church and
Nir. A. P. Robillard in an endeavor to see if. the necessary property could be pur-
chased, also the price ��r. Robill�.rd would request. On roll call voting was as

� motion was made by Councilman Anthony, seconded by Councilman Buchea, that
right of way deeds be accepted from Wanda �., Davis and Thelma A. Ulrich in the
Garden-Olivia Sewer District. On rall call voting was as fbllows:

City Attorney Carlton brought the ma�tter of the Southtives�t Airvray's petition to
the Civil Aeronautics Administra�ion before the City Council, stating tney desired
a permanent certificate in order tnat Redding and vicinity mi�ht not be t�rithout
air service. By approving this petition, it would �ive better standi�g to .the
Airline's petition than the resolu�tion recently passed by the Council favorin� con-
tinued service. A motion to this ef.fect was made by Councilman Anthony, and
seconded by Councilman Buchea. On roll call votin; was as follows: , ,

City Attorney Carlton discussed with the City �ouncil the matter of relnoving man-
zanita brush from the safety island in front of Longfellow's P,ilarke�t and sug�ested
a resolution be approved asking the Division of Highways to remove this brush,
replacing it with lov,r gro�ving shrubs that wotzld not be a traFfic hazard. A motion
to this effect was made by Councilman Buchea and seconded by �ouncilman l�nthony,

City Tatana�er Storm be given permission to build a fence around the Street Depart-
ment yard, which would cost approxim�.tely y�1600,00, On ro11 call voting was as

ORDINANCE STOP SIGATS
Approved the firs�t reading of an ordinance to put stop signs at the following

LEFT HAT�D TURNS ON NARKET STREET
The matter of left hand turns into and on Narket �treet was discussed by tne
Council members and it was their opinion no le£t hand turns should be allorved
during the hours of heavy traffic. Police Chief' Lincecum also favored control
of left hand turns on Piiarket Street bettiveen Gold and Trinity Streets. A suggestion
was made that a no left hand turn sign �:ould be placed in the middle of each inter-
section. A motion to this effect was made by �ouncilman Buchea and seconded by
Councilman �nthony. On roll call voting was as follows:

TRAFFIC SATtTRDAYS
It was sug;ested by Councilman Anthony that the Chief of 1'olice have an officer
watch children leaving the theater: Saturday afternoons in order to keep them
from �etting hit by traffic on Market Street.
ROAD TO CITY Ut�iIP
Councilman. Anthony at this time sta�ed he had received complaints regarding
trash which is evidently blo�nm off trucks �oing to the Cit,y rhzmp and the Police
Chief s�ould be instructed to make every effort to catch the �uilty parties.
City Garbage trucks are instructed to keep trucks covered with canvas while going
to the City liump loaded, avoidin� any trash to be blo�vn off.
STOI' SICxN CITY DUPiiP ROAD
City Nia,nager Storm was instructed to investi;ate stop sign on City �ump road
� entrance to Placer Street, also i.f brusn is obstructing the vietiv of those using
the road.
iiALLOlNF;E^1 FIESTA - CITY BALL PARK
The City Council instructed the Cit,y Clerk to v,rrite a letter to P4,r. Nelson of the
Recreation Department complimenting him ori a job well done and that the program
should continue in the future ,years.
BILLS PAID
A motion was made b;� Couneilman Anthony and seconded by CouncilmAn Buchea that the
bills be paid as audited. On roll call voting v�ras as follows:

REDDING COORDINATING COUDICIL
- A letter wa.s received from Genev Roberts, Secretary of the Redding Coordinating
Council, thankin� the City Council for tneir finar_cial support and placed on file.

The City Council and City ��.ana;;er received an invitation from the kedding Chamber
of Corunerce to attend the Chamber F'orum���_at the G=olden �aole rotel, y°�ednesday noon,
November 3, 1948 to hear aviation and airports and roads discussed.
