City Attorney Carlton was a.lso present. The minutes of the meetin� of July 19, 1948 were approved as read lnrith the necessary correction by the Council. REDDIDtG P�iOTORCYCLE CLt?B Nr. E. E, Reslor, representin.� the Reddin�; �Zotorcycle Club, appeared before the �ouncil� mernbers asking permission to us th� City Park Dance Pavilion for a benefit dance Au�;ust 21, 1948. The C'ty Council discussed the matter with the T4otorc,ycle Club memhers present, a ter which permission v�ras granted to use the City Park. Council also sug�est d they contact City 1�4an�i�er Storm and also �hief of �'olice Shoup in ord r that no disturbanco might be created as some cities have had. The �iotor ycle Club to cariy their own insurance. A. Bi?RA]S I1:r. Vd. A. Burns appeared before the City � cil for their decision as to wheth.er he woulci be eligible for vacation �ay or not. 1�Zr. Burns sta.ted he w.as injured while in the line of dut,y as a employea of the Depa.rtment of Sanitation. He stated this injury occurre at the end of the fourth month , of service and that he has been receiving ompensation insurance for the past eight months. The matter was referre to City Attorney Carlton, who stated this was a re.re case and anythin�; d ne ti+�ould be a matter of policy with the Council as the City of P.edding di not ha�e an ord.inance relat�ive to vacations at this time. The Council al o stated any moneys paid to PJir. Burns at this time for vacation r.-�i�ht ave scme ef.f.ect upon his receiv- ing fu.rther compens�tion checks. G. & E. Co. n property where the City Elec- trical Departrnen.t has switches and transfo mers for its distributing system was approved by the City �ouncil, subject o the approval of City 1?ttorney Carlton. The yearly rental to the P. U, �e E. Co, is �15.00 per year. A motion to this effect tivas made by Councilrrkn Buchea and seconded by Council- man Swarts. Davis appeared bef'ore the C ty Council requesting stop signs be put on Nia�;nolia Avenue where it crosses Bu te Street. li!(rs. Davis stated traffic was very heavy in this particula.r area and feared some serious acciden�;s might occur at this crossing. After some discus ion b,y the City Council the matter was referred to the City Iviana�er, who woul contact tYie Chief of Folice and Street Corunittee. City Attorney to prepare necess�:ry resolution. I-Iousman and lv'r, Kenry �orilake appenred before the City Counci.l regarding the condition of the alley between Olive ancl V`,�alnut 5treets. iti��r. Sol�ester anc� Fvlr. I�ousman stated they were ready to build homes �nd it was necess�ry to have an entrance to their property from this aTTey. They v�ere assured the alley �rould. '.r,e fixed and except for hi`h w�.ter in the winter season, they would be able to enter their property fr.om this alley. Nr. �elvester requested a varia.nce on two 50'x 168' lots, nort;h side Hutte Street, bety�een Olire and blralnut, and Nr. Housman on one 'lot in Block K. The Planning Comtnission recommended -that these variances be gr�nted. This letter ste.ted no provision had been mad.e for lighting conduit or standards on the bridge, and they had no objection if other ae;ercies, such as city or county, desired to provide lighting. After discussing the matter no action was tak.en by the Council at this time. . xy CITY ASSLSSOR I�'ULL TI�;� � llZayor �nderson brought before the Council at this time the matter of a full time �ity Assessor and should be appointed as soon as possible. He stated the job of adjusting assessments in the City of Redding would require an assessor to spend his full ti.me on the job. He would also be assigned Business License collections, as well �zs unsecured personal property tax. After the Council mem.bers discussed this m�tter at some length, a motion was made by Councilman Niorrison, seconded �y Councilman Buchea, that the City 11ana�er and City Clerk appoint an assessor subject to the approval 01' the �ity Council an.d that the City Attorney study existing ordinances on the joint offices of City Clerk and City Assessor. After some discussion b,y the Cit�,r Coizncil members and City Attorney C�rlton, I��1r. Livingston was denied a permit to operate these m�c'nines as the t�resen,t cit,y ordinar_ce prohit�its slot machines. After readin� his recommendations and discussing � this matter with the Council It�Tembers, T+Zr. Faulkner stated the books were fotind to be in excellent condition and the systemsof bookkeeping used by the departments are up to date. Redding was brought up ° and at that time the Council members discussed this matter at sorie lengthe It w�s their opinion that the plan should be submitt;ed to the people at the general election in November as it invol�ed a considerable` sum o.£ money. In order to have a pension system the City would have to give the followin� sums of money: To provide current service �21,195.24 For death and disability benefits 8,926v07 _ and in order for employees to benefit l�y former service an �8,813.19 would have � �� to be paid. � This amount is to be deducted f'rom �38,934.50 after a period of ;� 25 yearse City Attorne,y Carlton w as instructed to prepare the necessary papers � , in order that this plan could be put on the i�ovember ballot.
