C,ity Attorney Cibula was also present. : MINUTES - PREVIOUS MEETING : The following correction to the minutes of the previous meeting of November 3rd was requested: B,lue Gravel Mine: "D,eputy Mayor Anthony authorized the City Attorney, W. D. Simons, Finance Chairman, and City Manager Stites to negotiate a lease with the Hamptons on the Blue Gravel Mine, said lease to be submitted for council approval before execution. " - MOTION: 1Vlade by Councilman Holyfield, seconded by Councilman Simo�s that the minutes as corrected of the council meeting of November 3rd be approved as mailed to each councilman. Voting was as follows: Ayes: Councilmen - Holyfield, 5imons, Smith and Anthony Noes: Councilmen - None • Absent: Councilmen - Williams NOTICE OF PUB LIC HEARING RE RATE INCREASE - Lakeview Stages A Notice of Public Hearing from the Public Utilities Commission re rate increase requested by Walter M. Wood, dba Redding-Lakeview 5tages, scheduled for Wednesday November 19th at 9:00 A.�M. at the Grand Jury Room, Court House, was presented for council consideration. TRANSFER OF FUNDS - Treasurer's Request . . A cominunication dated November 7th from Louise Fancher, Treasurer, requesting transfer of $1300. 00 from Flectric Fund to the Municipal Light & Power Improvement Bond Interest and Sinking Fund was submitted. MOTION: Made by Councilman Simons, seconded by Councilman Holyfield that the transfer of $1300. 00 from the Electric Fund to the Municipal Light & Power Improve- ment Bqnd Interest and Sinking Fund be authorized. DEPARTMENTAL REPORTS - Manth of October � R,eports from the following departrnents were submitted to the council: Treasurer's, Redding Municipal Utilities and 3 reports from the Police Department, Arrest Report, ' Pound Report and Lost and Found Property Report. City Manager Stites informed the council he would submit a summary report.of all departrnents in the very near future. PR:OTEST RE PLUMBING'BILL - 2304 Court Street A communication dated November 13th from Mrs. 5. E. DeBerry was submitted for council consideration. This lett�r protested the City's refusal to pay plurnbing bill incurred by Mrs. DeBerry in connection with a sewer stoppage at her residence � 2304 Court Street. C,.ity Engineer 5tites informed the council the depth of the sewer was over five feet, and the charge was justified to be paid by the property owner. � D:eputy, Mayor Anthony authorized the City Clerk to acknowledge re�:.eipt of the letter and inform Mrs.' DeBerry there would be no change in the. disposition of this claim. __ __ _ _ _ _: , ��� ' . The present Fire Code prohibits the refilling of Butane gas :tanks where � there is a separation of less than 50 feet. R:esult o.f this restriction makes : it impossible for residential property owners to purchase this gas in quantities greater than 100 lb, tanks. In the past this reS:triction was recommended by the State�Safety Code. However; improvement iri the filling equipment has caused the fire � _ separation� requirement to be reduced to 10 feet in the-Safety Cocle. If� the C,ity ainend`ed its c�ode in a similar manner, providing for:a1T of .the � necessary precautions to make the filling of Butane gas tanks safe,, `property owners could be provided with 150 gallon Butane tanks by the gas suppliers at a cost of $60, 00, ' . � , . � . . Any deposit rnade on srnaller tanks, I am assure'd, would be applied�to the $60. 00 deposit, which rnight be paid over a period of 3.years. This subject was referred to C;ity Manager 5tites for further investigation and a report at the next .council meeting;__„_'. - � RECOMMENDATION:RE GARBAGE SERVICE _� The following cominuni�cation�was pres.erited: N�overnber 17, 1952 Hon�orable Members of the City Council • of the City of Redding Gentlemen: The garbage and rubbish" service appears to need immediate modification, for a number of reasons. The present method of picking up�cdmbined garbage ��� and rubbish would make prohibitiv.e the cost of maintaining a garbage . disposal site in a sanitary condition. , At the present time, garbage and rubbish are dump�ced together on a � � feeding ground, and about once each week the residue is pushed over the dump.which is burned periodicaYly, Conditions existing at the dump are unsanitary and conducive to the breeding of flies and rodents. By separation of garbage from rubbish, it would be possible to dispose of all unconsumed garbage at the end of each day, while the rubbish might be hauled to a disposal site 3/4 of a mile closer than the garbage disposal site. _ � . . � �,. _ . . . The increased cost resultirig f'rom separate pick up would be more than � offset by the reduced haul of rubbish, which constitutes a much greater bulk thari t�i.e garbage: The cost of the present service: appears to be unreasonably high anii cannot be coinpletely covered by the present charge of $1. 00 per month, This cost might be`mat"erially'reduced by requiring garb`age and rubbish to be placed at the curb by the property owner, rather than be picked up from the rear by the garbage eollectors, • , : . .. .
