The meeting was called to.order by Mayor 'Williams and upon roll call the following
C.ouncilmen were present: Axithony, �Holy�ield,_ Simons, Smith and Williams,
City Attorney Cibula Was also present.
MINUTES - PREVIOUS MEETING. <
There being no objections from the council to th�e rninutes of the meeting of October
6th, Mayor�WiTl'iams waived the reading and the m?_nutes stood approved as mailed
to each councilman.:
INSURANGE POLICY - FLOATER, EXPIRES ,OCT,` Z2nd _
A representative of the Shasta County Association of Insurance Agents requested
permission to submit a bid on a floater policy expiring October 22nd, said policy
cove'ring damage to City ow?Zed equipment wherever it is. This policy had been
written in the arriount of $39, 857. 39.
City Manager Stites suggested advertising for bids ,on this policy, under .specifications
prepared by the City, with thirty day coverage until such time as bid was let.
Mayor Williams referred this subject to the City Manager for his recomm�ndation
to the coun�cil at th,e next regular meeting and suggested all interested insur.ance
companies contact the City Manager.
REMOVAL .OF NAME FROM PE'TITION - Verda Street _
A communication dated �ctober 13t� from Mrs. Irene McCollum requested with-
drawl of her name from ��etition protesting the parking of school bus at 1944 Verda
Str eet. � �

A recomrnendation dated 0ctober 17th from Gity Manager Stites regarding the re-
quest of the 20=30 Club for curb-painting of houssnumbers. to obtain reveriue for
their Christmas charities was presented. He recomme�ded the request be granted
under the following conditions: Written permission be secured from the property
owner or'househoider before the numbers can be painted on the curb and a uniform
charge not to exceed 50� pe�r house number�
MOTION: Made by. Councilman Anthony, seconded by Councilman Szmons that request
of.the 20-30 Club for permission to paint house numbers on the curb in order to ob-
tairi revenue for their Christmas eharities be grantedp all provisions to be fulfilled.

RE.CO.MMEND:ATION-FOR_C.O,NTR.ACT ON SALE. O,-F GA.R.BAGE.
A recommendation dated October 17th by Joseph L. Smith, Chairman of the Street
and.Garbage Committee and Howard I. Stites, City Manager, that bids be pubicly
opened for the sale .of garbage under a three year contract was submitted. The
enforcement of the ordinance prohibiting the pick-up of garbage other than by the
City was further suggested.

The following communication dated October 2Oth was presented:.
Honorable Members of the City
Council of the City of Redding
Gentlemen:
In reviewing the problem of providing for the extension of ReddingTs water
system and sanitary sewer system, I find no provision for the creation of
a capital improvement fund, or source of incom� from which these im-
provements might be financed.
It does not seem reasonable to require that the co.st of cons:truction of
sewers and water mains for new users should be paid from monies accruirig
from the payment of water and sewer services.
I, therefore, respectfully recommend that a charge of .$1. 50 per front •
foot for lo.ts of depth not to exceed 150 feet, or $350. 00 per acre for
unsubdivided pr.operty, be established for new users who have not al-
` ready paid, through.some manner of assessment, for the construction
of water mains and fire hydrants; and that a charge of .$2. 00 per.front
fo.ot plus $25. 00 for a lateral to the curb line (if such is constructed)
be charged for the right of new users to connect to the sewer system,

PARHING C.OMMISSION RECOMMENDATION

The following recommendations to City Council are hereby presented
by the Parking Commission, as per action taken at regular meeting,

fund derived from the parking rneters, toge,ther with 50% net future in-
come of parking meters., to be deposited in this fund>

We further recommend no expenditures be made from fund for'any
purpose other than acq.uisition, improvernents, operation and main-

LEASE - BENTON AIRPORT
City Attorney Cibula informed the council this lease agreernent was in the pro�essof
investigation; Mayor Williams informed the, council he was very anxious this matter
be settled, and authorized the City Manager to investi�ate and report at. the next
council meeting his recommendations,
RE.VISION O�F PLITMBING CODE �
Gity Attorney Cibula informed the council that he was awaiting the 1952 revised
Plumbing Code before submitting revision to the Plumbing ordinance.

City Attorriey Cibula informed the council that suit had been brought against Mrl.

Ballard and Mrs. Atkins that Lis Pendqls had been filed; he was now awaiting decision
regarding Wdeposit for court. (Extension of South East Street) ;

City Attorney Cibula informed the council that condemnation action had been brought
against Mr. Sergi, property, West and Eureka Way ; that he was now awaiting .decision
on deposit of bond. Monies for this suit is received from the State Special Gas Tax
Fund. � ` `
City Attorney Cibula repor.ted that nothing had been done on the Edwards property
condemnation suit.
City Attorney Cibula reported that title report had,not been received to date on
t�Eads property.

C.ouncilrnan,Smith, Ghairman of the Street Committee reported that right of way can
be obtained on the Opdyke property. when funds are available. _
RAILRC)AD SIGNAL - SHASTA STREE.T:CR:OSSIlVG
City Attorney Cibula informed the Council he was working with the City Manager
and contemplated that the matter would be settled through the Public Utilities C.omxnission.
RE .P,ARHING.SGHOOL BUS. - Verda Street
City Attorney Cibula reported that Mr, B. Niazzini, owner of the school bus informed
him that the bus would no longer be parked at 1944 Verda Street and that in the
future there would be off-street p;arking only. �
TR.AFFIC .COUNT - Calif. & Eureka Way and Market and Hill Streets �
City Manager Stites inforrned the council he had no report on this traffic count.
RIGHT OF WAY - CHEN.OVITETH PROPERTY �
City IVlanager `5tite's informed the couricil due to�'the short handed Engineering forlce,
he had no report to rnake,on th'e acquisition of right-of-way"on Chenoweth pr;operty
adjoining the city reservoir,' but that this matter would be taken care of shortly.

City Attorney Cibula reported that due to the contract held by the City of Redding,
there would be no increase•in rates-by the Pacific Gas and Electric Company for this
area. �
