consideratione It advised�that` the five members of the Parking Commission (as
yet unofficial}�were unanixnous :in tlieir recommendation of approval and execution
of lease between Carl R. IVIc.Connell.and the City of Redding.
� IVIr. Clyde Rann, speaking� from-the floor, pres�ented a proposed contract agree-
ment between Carl R, McConnell and Leah McConnell and- the Citg of.Redding ?
on lot Northeast corner Yuba and East Streets, and requested this be approved �i
as soon as possible to alleviate the parking problem. This agreement is for �,.
six months at a cost of $1, 00, the city to pay insurance and make impr.ovements,
Mrm Stites, City Manager, informed-Mr. Rann anel the council he�wo.uld.like to meet
with:.the Parking Commission as he� felt the acceptance of this six morith lease deferred,
rather than solved, the•permanent parking problem.

t1 corrrmuriica�ion dated Octo '6th. requesting permission f�orn the City Council
to carry on a curb painting project in the City of Reddin�g was presented. This-
project would be placing house numbers in luminous paint on the curbs, and
� ail-monies raised�would be for lo'cal "Ghristrnas -eharities, --- food baskets .
for�-the ag:ed and�toys for each child in_foster home s throughaut Redding-and
5hasta C'ounty. This project sponsored by the 20-30 Club of Redding.

was presented. This report listed all activity of the Health Officex for the '
month of September. _

A communication signed by Seott F. Lincecum, .Chief of .Police, .and dated
October 6th informed the .council that Mr: Joseph P-ucHea had made application
to operate three card tables at 1458 Yuba Street and that ,$600. 00 had been
deposited with�the.city clerk for the�operation of tliese tables. `It was further
stated.the re.cords show no arrests against Mr: B.uchea.

view of the fact that Mr. Stites, new �City Manager, was a qualified civil engineer
and it was his opinion it would be to the best interes.ts of the city to .have the'en'gi-neer-
ing department under the full control.of the city manager, Mr, Hill .fur-ther expressed
full cooperation in the completion.of any unfinished business,

The following communication dated October 3rd; addressed to the City Council was
presented regarding a county health officer enforcing state regulations within the .
city.
October 3, 1952
Honorable Members of the City Council
Gentlemen:
The law of the State of Calif, provides that upon request of the Council, by
Resolution filed with the .Gounty Glerk, the County shall'perform certain health
service,s within the city. These aervices include the enforcement of state '
health and sanitation laws which should be enforced:within the city. The cost
of this service in borne by the C�ounty. The enforcement of city health ord-
inances may be requested of the County, and accomplished by mPans of a con- ,
tract between the City and County, •
At this time, I respectfully reeommend that your honorable body adopt a
resolution as prescribed by law, requesting that the Gounty enforce such state
- --ru�es�and statutes within the .City of Redding. �an'd that a'copy"of this resoliztion

I further recommend that the City Attorney be instructed to_ prepare.an ordinance

the Board of Supervisors were definitely opposed to a County Health program, and .
that Dr. Rittenhouse, County Health doctor, did not have the time for enforcement
' of county regulations. ��

ONE-W.AY STREET - Railroad Avenue
Gouncilman Srnith, ; chairman of :the Street Committee, requested the subject of the
establishment of Railroad Avenue as a one way�street be held over for future -council
action. �
RE PARKING. SCHOOL BUS - Verda Street
The problem of the parking of a. school bus at 1944 Verda Street was brought befor.e
the council, with.r.esidents of the area claiming the hazard still exists and asking �
cooperation of the council for a settlement of this controversial issue.
City Manager Stites stated .he .felt this, problem called for legal opinion as he felt the
, parkirig of the.bus was in violation of the zoning ordinance on use of the land, and
if the Gity Attorney said there was a violation, the ordinanee would be enforced immed-
iately, . .
Mayor Williams r-equested the ,C.ity Attorney to search through the ordinances for
one that would apply to this situation, otherwise to create an ordinance for council
consideration at the next council meeting.,

Acting City Manager of the City of Redding, until an existing vacancy in said pasition
could be filled, and
WHEREAS, the said ELBER.T E';� DICK, did ac.t as ;such Acting City Manager for a
period of over four months, and did carry out the duties and functions of a city manager
in a most cornmendable manner; �
NOW, T.HER.EFORE, BE IT RESOLVED BY THE CITY COUNGIL O'F THE CITY OF
R:EDDING, A5 FOLLOWS, TO-WIT: ;
1. That all the foregoing recitals are true and correct;

Chenoweth.r:egarding rights of way over property adjoining the city reservoir and
the unfinished r,oads to be constructed by the city as consideration for said rights of
way, was referred to the City Ivlanager for further inve`stigation.

A r,equ.est frorn 1VIr. J. W. Trask, D"istrict Engineer dated Sept. 2bth, 1952 requested
council consideration of the abandonment of Field .Street and;a portion of Prince
.Street. A portion of the letter is .as follows: ''The S.tate of C;alifornia now owns all
lands on both sides of the streets covered by this proposed abandonment. These are
use.d almost exclusively by 5tate v.ehicles or by vehicles of persons visiting the State
office,s. It se.ems, therefore, ,that the City should be relieved of the burden of main-
tenance. ----the State will undertake to maintaih the .streets in such condition as to
afford passag,e for City service vehicles and crews. "
Mayor Williams authorized the City Engineer and the Planning C.ommission to bring
in their recornrnendation on this pr.oposed abandonment of streets.
There being no further business, it was moved by Councilrnan Simans, seconded by
Councilman Anthony that the meeting be adjourned. This passed unanirnously by all
councilrnen present,
