Tl;is proposal would deprive eities of hard-won local autonomy. over a strictl.y lo¢al revenue source. 3. This proposal .would.constitute an invasion of heretofore exclusive state ,and municipal taxing areas and .could lead to any number of additional .county taxes on business operations within cities. This pr.oposal is,_in effect forcing a local sales tax upon the cities which,do_.not have, nor may not desire to_ have, a sales tax. 4. This proposal would accentuate rather than reduce the.pr.oblem of financing urban.communities in unincorporated areas' to the further dis- advantage of the cities. 5. This proposal would place additional city funds and taxing power at county disposal, whereas we believe that as the population of a,county grows, . local self-government as repre.sented by municipalities should expand and' increase, while remote, non=municipal government as represented by countie`s should be held in check. - . If this projcet could be completed we think that a name such as "Garden Lane18 would beappropriate for the South entrance to Redding, and would be used in our advertising thereby promoting the idea of beautifying our City.
