4th and the adjo rned meeting of August 14th,� Mayor Williams waived the reading
� and the minutes stood app'roved as mailed to each councilrnan. � �

EXTENSION OF AIRLINE'5ERVICE KLAMATH_FALL5 TO MED:FORD
Mr. R: Johnsto , manager"of the local Soutliwest A.irways office requested council
intervention v�rit 'the civil aeronaut'ic"s board regarding the extens'ion of airline ser-
vice between K1 x`�iath Falls' and Medford; s'tatirig this `extension`would be of great
benefit to.this c mmunity, 'connecting Redding`with-Klamath Falls and Medford, both '
important lumb ring�cities. The three carriers'interested in this proposal are �
West Coast Air 'nes, United �,i.rlines and Southwest Airways.

City of Redding` ile its petition�to intervene in the matter of Klamath Falls- �

that 'the Planni:n Commis sion at`their special meeting held August 18th, unanirnously
approved the re ue.st of C. F'. Brouillard for variance granting �the moving of two
existing buildiri s to the �southwes.t corner of Calif. St. `and Riverside Drive, and the
conversion of f these into an apartment building of four units, subject, however,
approva� � t�e
to the/rn�.jo'rity f adjacent property owners, including Mrs. Hazelwood, Mrs. �Han�sen,
� Mr. B;en Mason, Mrs. .Schuchert and Mr. Y. Lorenzo, and that a sum of not less
than $25, 000. 0 is spent on the improvement o� the property.
MOTION: Mad by Councilman Anthony, �seconded by �Councilman Smith that the
recomrnendatio of the Planning Commission be approved, and variance be granted
to C. F. Brouil ard to permit the moving of two existing buildings to. the southwest
corner of Calif. St, and Riverside Drive, and the conversion of one of these into
an apartment b ilding of four'units, subject to,the provisos as submitted by the
Planning Comm'ssion, �

Mayor Williams opposed any settlement of the issue at this time, stating both faction�s
had misstated and misrepreserited,��and he personally felt the council should not be
drawn into a.controversy�between� insurance-representatives.

of Nye and Oxley receive only 50% of the Gity of Redding insurance, and.an additional
$70, 000".,00 increased insurance coverage be given to the members of the Shasta

Garden -Tract, which-is .prirnarily a.residential area, be p_osted.for an ,
8.ton load lirnit. on all.streets. except Locust Street, and that portion of ,
Flacer Street west of Continental Street and Continental Street:down to
the South Coca Coia driveway.
In my opinion:these load.limit� signs should go`at the locations '�hown on
the attached sketch.
This wiXl invoive 7 signs, and when 5outh East Street is open will involve.
8. The eighth_one to� go at�the entrace to I:,incoln ,Str.eet so pr.obably it
would be good to order this other sign� at the same time.

I do not know what the policy of-the Goun�cil is to.be with;regards. to_ �
East..Street between Locust Street and 5outh.Street. If this is also= -
to be a residential street it-appears that sign could go ori South East
Street just north of Locust S.treet and on East Street just south of
South Street and elimznate the�tw.o signs on Gold and Lincoln Streets:
, ' The section of East Street in the Halverson subdivision' which was
built .by the property owners will not stand truck traffic. However, �
the. same number of sign�s w.ould be required.

. A communication dated August 15th from the City of Auburn requesting consideration
of the drawing up of a resolution endorsing proposal for an adequate highway :over
the 5ierra Nevada Mountains was presented. The letter stated this highway was
deemed necessary for the transportation of military personnel and relief supplies
in the event of an attack on the west coast.
� Mayor Williams referred this subject to the ;C'it.y�Attorne"y�::and:suggested he con-
tact the Ghamber of Commerce for their collaboration in the endorsement of this
project.
C:OMPLAINT - GARDEN AND LINC.OLN :STR.EETS
C.ity Engineer Hi1Ps recomrriendation on the Leon Apfel request is submitted here-
with:

Subject: Leon Apfel, 2.252 Garden Avenue, R:edding, Calif.
Reference is made to the letter afi Mr. Apfel regarding the flow of
water in the gutter'along Lincoin Street and G.arden Street in front of
his pr.operty.
As you are aware this water comes out of the ground up in 5outh East
5treet and used to flow down an open ditch down thr.ough Lincoln St.
and across other property. Since the curb and gutters were installed
this water is being diverted down the gutter so.that it goes into the
storm drain.in the alley in Garden Street between Lincoln and Go1d
Streets.
This water will have to be taken care of when South East S.treet is
construeted clear through. It is my recommendation that an easement
be acquired from Silver and then carried down through the alley be-
tween Lincoln and Gold Streets and into the catch basin at this point.
At the same time this is done we also plan to construct a perforated
underdr�.in across the west end of Lincoln Street to intercept water
which comes out in a spring in i:t�� street that is now being constructed.
As a temporary measure we are looking into the possibility of diverting
this water into the samitary sewer. This can only be a temporary
met�.::'are because in the winter there is considerable flow in this ditch
and 'it wou.ld not be. desirable to have this excess flow going through.the
s.ewera�,�~;tr:eatmeiit�piant.
If this,�is satisfactory with the council I wou�d like to have authorization
to have ternporary relief installed. We are looking into the right of
way situation, howe.ver, I believe it rnust be acquired thr.ough Mrs.
Wilhelmina Nock MeMahan.
