PROTEST ---PARKING METER-
Mr. C. 1'. LeBrun of 1439 Butte Street requested an expression fr:om the city
� attorney on the legality of the deposit of parking meter monies with the-treasurer
of the City of Redding when no.receipt had been issued therefor.
City Attorney Cibula informed Mr. LeBrun the ordinance on parking meters is a
regulated ordinance and follows forrn used by cities over the entire United States
and had been held constitutional growing from the police departmentts right to
enforce traffic regulations in congested areas for the protection of the populace.

Streets;, and establish a two hour zone on meters on Placer Street, West of California
Street to the railroad track.

FIRST METHODIST CHURCH SEWER LINE
' ,City Engineer Hill informed the council that due to the strike, it was not possible
to obtain 80 feet of pipe necessary for the completion of the sewer line to the First
Methodist Church.

the $enton-Athens water pipe line be accepted, as recdmmended by City Engineer
Hill

AUDIT - F.ISCAL YEAR 1.951-52
MOTION: Made by Councilman Simons, seconded by Councilman Holyfield that the
City Clerk be authorized to advertise for bids on the audit for the year 1951-52
on the city's books.

POLICY ON UTILITY DEPOSITS - DOMESTIC
Councilman Simons moved that no deposit be required on domestic utility accounts
unless this practice would be contrary to the ordinance, but this motion was withdrawn
and the subject held over for further study with discussion at the next council meeting.
Mayor Williams informed the conncil that the new .policy on collections of utility
accounts will become effective thirty days after the passing of the ordinance - but the
mc�.tter of the policy of the department will become effective July lst. .
SEWERS = GARDEN-OLIVIA TRACT �
Mr. Don Wroten requested information regarding the connection to sewers to those
residence now with septic tanks, and was informed by City Engineer Hill that home
owners were being sent notices for connection of sewers.
t�'ie further requested information on the type of paving to.be used in the Garden-Olivia
Snbdivision and City Engineer Hill described the armour coat paving in detail.
There being no further business, it was moved by Councilman Anthony, seconded by
Councilman Holyfield that the meeting be adjourned.
