The meeting was called to order by Mayor Williams and upon roll call the following councilmen were present: Anthony, Smith and Williams. Absent: Councilmen: Holyfield and 5imons. . . WORKING OF PRIS_ON.ERS Representatives of the �Central�Labor Council appeared before the council protesting the pr,opo;sed plan of the City to use prison labor on city projects. Mr. Andrew Miller, busine:ss representative of the Painters Union and the Plasters and C�ement F;inishers •Union, Mr. R. C. Chester, representative of the Construction Workers and General�Labor:ers. Union protested the plan. � Mr. J. Huebsch of. the Plumbers and Steamfitters Union informed the council p-ris.on labor on city projects might .jeopardize the earnings of inen with farnilies who have been out of work all winter due to the weather conditions and who: depend on this type of labor for their�livelihood. � Chairman Anthony of the Police Comrnittee explaine:d the c.ity's attitude: . The plan was to keep repeaters out of the jail. The prisoners would be doing work that would other- � wise not be done, and would not be used for work now being done by regular employees. r - , Mayor Williams informed the representatives of labor that it was the city's plan to use the prisoners for the cleaning of Calaboose Creek = work .that had never been done, and.never would� be done unless prison labor were utilized. Mr. Linceeum; Chief of Poliee; informed the repr_esentatives he felt it was a-rnis- . understanding, -:the plan was mainly intended to rid the town of repeaters the city has been .supp.orting for years. , Sheriff Johri:Salma informed the council.and the labor represe:iitatives the county . had_ adopted�.the plan of using p�r.ison labor on county projects two years ago, the ' � county farm, the eounty hospital, gardening at the Court House and various community buildings ; that the. plan had� b:een good for the prisoners� and good for �the comxnunity. .
