The meeting was calle,d to order by Mayor Simons and upon roll call the following councilmen were present; Anthony, Holyfield, Morrison, Williams and Simons. City Attorney Carlton was also present. MINUTES - PREVIOUS MEETING MOTION: M3de by Councilman Holyfield, seconded by Councilman Morrison that the minutes of the previous .meeting of January 7th be approved as mailed to each councilman. Voting was as follows: Ayes: Councilmen - Anthony, Holyfield, Morrison, Wzlliarns and Simons Noes: Councilmen - None Absent: Councilmen - None VETER.ANS OF FOREIGN WARS A representative of the Veterans of Foreign Wars asked council consideration for the declaration' of "Veterans of Foreign Wars Week" (national).to be held January 24th to 3lst inclusive, and permission for the use of a loud speaker to be used one of these days for a membership drive campaign. MOTION: Made by Councilman Morrison, seconded.by Councilman Anthony that permission be granted for the declaration of "Veterans of Foreigri Wars Week" and use of the loud speaker be �permitted provided it is used in accordance with the city�ordinance. � Voting was as follows: Ayes: Councilmen.-- Anthony, Holyfield, Morrison, Williams and Sim�ns Noes: Councilmen - None Absent: Councilmen - None - O,RDINANCE - DEPOSIT ON TREE REMOV$AL City Att6rney Carlton offered for the second reading .a proposed ordinance amending Section 340-A relating to the removal of trees and the establishment of a $25. 00 deposit on said removal. Councilman Holyfield questioned the size of the deposit and suggested the substitution of $10. 00 as ample to cover the transaction. This met with unanimous approval. Councilm�.n Holyfield offered for the first reading this proposed ordinarice with a Deposit of $10. 00 . BIDS - Water Pipe Mayor Simons opened the bids on water pipe that had .been received by the City Clerk priox to 8:00 P'. M. `7anuary 21, 1952: Richm�ond Pipe and Sup�ly Company, 2631 San Pablo Ave. , San Pablo, Calif. thanked the council for the opportunity to bid, but declined as they were unable to submit a bid. Armco Drainage .arid Metal Products, Inc. , 7th and Parker Streets, Berkeley 6, 480 ft. 6" Pipe 1. 08 $6, 998. 40 1, 360 ft. 8" Pipe 1. 40 1, 904. 00 $8, 902. 40 C.ouncilman Williams�moved the bid be rejected on the grounds that only one bid had been received, but this motion was lost due to the lack of a�second. City Manager Storm advised the council that the pipe allocation for the quarter would be lost if the bid was rejected and the order delayed. Burgess, Safety Engineer for the Department of Industrial Relations, 5tate of California that the tank for. which the Winans Brothers have made application for a permit to install at their property.on Cypress-Street_may not be of sufficient.thickness or, strength to safely handle propane gas which is sometimes used in place of Butane . in the winter months. _ It therefore seems advisable to hold up the issuance of this permit until elear- , , ance is granted by the State Engineers. It asked the City of Redding to contribute the needed electric power until the "Dream House'� was awarded the winner January 31, 1952. Councilman Morrisori, offered, as his contribution to the March of Dimes, this service to the "Dreaxn House". � -. _ CrJURT S.TREET REF'AVIIVG PROJECT - COMPLETION REPORT A Fina1 Report on Court Street Repaving with Recapitulation of Repaving Cost was submitted to each councilman by City Engineer Hill. MOTION: Made by Councilman Williams, seconded by Coazncilm�.n Holyfield that the mayor be authorized to sign the Notice of Completion on the Court Street repaving project when the Street Committee and the City Engineer had approved the job. He reported that Mr. Eastwood �had improved the appearance of the property, and the physical condition would be such that it would meet the code, if and when Mr. Eastwood completed the various im- p'ro.vements now in progress. He informPd the counci.l that a concrete retain'ing wall had been put across the entire frontage on California Street. Mayor Simons presented for council consideration the following letter from Mr. F. W. The attached proposal of improvements, I believe are self explati'atory. These proposed improvements are permissible under Section 104 (e), of Unifoyrm Building Code, which permits non structural repairs to an existing building, and is not in violati.on of.fire_and- occupan�y-zor�ing because it-vv-as an-e�is�ing - structure prior to passage of fire and zoning ordinances. I wish to bririg to you,� attention that the removal of the south 60 feet of the - building did do away with the hazard, and the agreemerit to remove the higli ground to the level of Lincoln Street, together with removal of machinery and debris will make considerable improvement. � _. CITIES 1VIEETING � Mayor Simons presented a letter of invitation to all members of the Sacramento Valley- Division of the League-of California Cities to attend their Dinner Ivieeting in Gridley Saturday, February 2nd, 1952. TREE TRIMMING AND ADEQUATE STREET LIGHTI3.VG Councilman Williams requested information from Mr. Elbert Dick on the situation of trees growing too high and busy and their interference with adequate street lighting. He asked under whose jurisdiction it would be that this condition b:e rern�died. ��.,�,� .�..c.,;j,��} Mr. Dick informed councilman �3llTilliarns and the council that in most instances the property owner objected to the trimming of the trees, and this particularly applied to the trees on property located on the north.portion of Market Street. G,eneres for her property at 5outheast Street that the city had proposed purchasing _ for street eonstructiori on the continuation of Southeast Street, and informed the council that Mrs. Generes to date had-not accepted the offer.
