City Attorney Carlton presented for the second reading a proposed ordinance amend-
ing-Section 3-40—A of.the`M-�nicipal Code relating to the removal of trees from city
property and the-establishm.ent `of a deposit for said removal.
Councilman Holyfield suggested the proposed ordinance be held over for a future
meeting as the amount of the deposit required was controversial.� �

- � V�HEREAS, there is no existing pension system available to the empToyees
of'the� C�ty of=Redding, -and- 1 -� � -
WHEREAS, �the City Council deems it advisable to iriclude the eligible. employees
ot tlie City of Redding in the old age and survivors irisurance systerri estabTished by
Title 3�1-of�the�Federal Social Security. Act, �.s arr'�ended. ' '
- NOW, 1THEREFORE, -BE IT1RESOLVED BY THE :CITY COUNCIL OF-THE

1. That all of the foregoing`-recitals are true and correct; 1 � �

That said election be held on the 3rd day of January 1952, and all employees
who are to be included in said pension system shall be eligible to vote_.thereat, and
the'C"ity Cle�rk of the City,of Redding shall provide ballots for such eleVction and
shall otherwise conduct such election. Such1ballots shall be appropriately p.re-
pared so that the employees shall have`the opportunity to a vote in favor of�or
against the City of Redding becoming a part of said pension program. T.he Bailots-
of each coverage group hereinabove mentioned shall be separately kept .and counted
so that a tabulation of the separate vote of each coverage group may be made.
After such election, the City Clerk shall canvass the votes and return the .results
thereof as to. eaclz coverage group tYiereof, to the city council at its next regular

CONSTRUCTION OF DRIVEWAY - 1134 MARKET STREET
Mayor Simons presented the following letter from 1VIr. A. D. Woods to the
council.
December 18, 1951� `
City Council
Redding, Calif.
D;ear Sir:
The Bassett Buick Co. has requested permission from me to
put in a driveway into their used car lot at 1134 Market St. ,
Redding, Calif. , which I have so granted.
The driveway to be 10 foot wide on Lot #4 of Block 3, Diestel-
horst Addition to the City of Redding, known as 1134 Market St. �
The driveway to be installed in center of 50 foot lot.
It is requested by the city council that they grant this permission
to the Bassett Suick Co.
This property is owned by me, and rented to the above on a
lease basis. Thanks.

out to the council the letter was in error, it was Lot 3, Block 4.
KIW.ANIS YOUTH CENTER
The followirig letters were presented to the council by Mayor Simons:

Gentlemen:
The Redding Recreation Commission recommends that the
City of Redding accept ownership of the Kiwanis Youth Center
located on the west end of Butte Street. The attached letter
officially indicates the Kiwanis Club's desire to give th'eir
improvements (known as the Kiwanis Youth Center) valued
at several thousand dollars to the City of Redding.

At a recent meeting of the Board of Directors of the Redding
� Kiwanis Club, it was voted to offer as a gift to the City of
R:edding, the building known.as the Kiwanis Youth Center which
is located on City property at the west end of Butte Street. The
building to be used by the Recreation Commission.
Our Soard in making this offer, feel that the building could be of
better service to the youth of Redding under the ownership and
supervision of the Recreation Commission than it has been under
Kiwanis ownership.
If you wish to accept our offer, kindly have the necessary transfer

FREE PARKING - CHRISTMAS SEASON
Councilman Anthony suggested to the council the idea of offering free parking
from now until Christrrias. City Attorney Carlton inforrned the council it was
too late to do anything at this time as� the present ordinance did not cover exceptions
nor emergencies; he suggested to the council if such was their idea, the. passing
of an ordinance, or an am�ndment to the existing ordinance to cover such con-
tingencies. �
EASTWOOD PROPERTY - CONDEMNATION SUIT
Roy Eastwood appeared before the council asking approval of the plan for removal
of the shed adjacent to, and the remodeling of the living quarters at property
located at 1944 California Street. It was his contention that making the living
quarters presentable and acceptable to the council, the present residents would
continue living there, thus working no hardship on their forced removal,should
the condemnatiori suit go th�rough. `
This matter was referred to the Buildings Committee to work with the Bui-lding
, Inspector�for`further recommendations at the next regular meeting of January ?th.
SUBDIVI5ION OF PROPERTY - LIBERTY AND SOUTH
Mr. Gearett J. Wecker, 1099 South Street, appeared before the council asking
permission for the subdivision of his lot at this address into two lots. Mayor
Simons informed Mr. Wecker this subject had been referred to the 5treet C'om-
mittee, Councilrnan Williams, Chairman, at the meeting of December 3rd, but
due to the absence of Mr. William, no report was available at this time.
There being no further busin'ess, it was moved by Councilman Holyfield, seconded
by Councilman Morris\on that the meeting be adjourned. The votirig in favor twas
