M. Kennicott requested information from the council upon the prospects of water service to the Kutras Tract, or the possibility of the city establishing temporary service to homes. Two homes are in the final stages of construction, according to Mr. Kennicott, witli more to be built dependirig entirely upon water service. City Manager Storm told of the scarcity of pipe, with the next allocation for the city in February, and stressed to the council and Mr. Kennic.ott that while requests for allocations were made, they were as often.rejected. He mentioned also it would not be possible to install temporary service to the homes as all the pipe available kad beeri used for s.ervice to the business firms in this area. Mr. T, R. Woods asked for clarification of the city's policy ori the running of water lines to subdivi.sions and spoke in favor of the subdivider standing this ex- perise as subdivisions were� speculative and therefore the expense was the sub- clivider's risk. . � . . , . , . _ City Engineer Hill was asked for his views on the pipe situation. and spoke of the neeessity of NPA approval on the purchase of all pipe, and that he knew of one in'stance in which pipe had beeri available, but the price was higher than he felt justified. Council�man Williams asked for the specifications of all needed pipe and at a further meeting of the council would--inform them if this pipe were ava.ilable. SE:V4rER: .GONNEGTION - BOARDMAN ADDITION , � Mr. Newe1T E. Leach of 1864 5heridan and West Avenues and Mrs. Mathews of , -, the same address., asked for council consideration of their sewer problem on Lot 16, Block 20, Boardman Addition. This matter had been under discussion with the city erigineer, the building inspector and the health officer. City Engineer. Hill said this problem actually involved a long, private house connect- ion,._and that.the City of Redding installs only trunk line sewers and therefore the arrarigernents should be made by Mr. Leach and Mrs. Mathews with the property owners involved. � Mayor 5imons referred this matter to the street comrnittee for their consideration. Carlton, City Attorney REMOVAL OF TREES - � C'ity Attorney Carlton presented a proposed ordinance as suggested by C:ouncilman Williams that would establish.a deposit procedure for the removal and replanting of trees within the City of Redding. This subject was held in abeyance for the further study of a plan as worked out by the City of Palo Alto. This was referred to the Street Committee. STOP SIGN = B:UTTE:AT MAGN.OLIA City Attorney Carlton pres.ented a proposed ordinance adding 5ection 1356H to the Municipal Code that would permit the erection of a boulevard stop sign on'the corner of Butte at Magnolia Street. Councilman Anthony offered this proposed ordinance for the first reading. , SUBSTITUTION OF MATERIALS - METAL VE1tT PIPE City; Attorney Carlton presented a proposed ordinarice that would. amend.S.ection � 1195 of the Municipal C'ode that would permit,the substitution of John Mansville T'ransite pipe for the presently required metal vent pipe. _ Councilman Williams offered this proposed ordinance for the first reading. Noes: Councilrnen - None Absent: Councilmen - Morrison CON.STRUCTION OF HANGARS - BENTON AIR.PORT Mayor Simons introduced the subject of the construction of hangars at the Benton Airport_and e�ressed his opinion that the building of a shed on the existing hangars would not be feasible. City Engineer Hill estimated the cost of hangars. to be , $2, OOQ. 00 with doors, $1, 600. 00 without doors. This cost estimate was made approxirnately one year ago. This subje'ct was referred to the Airport and Building Comxr�ittees for furthe�r study and their recommendatioris. P;ENSION PLAN - CITY EMPLOYEES C'ouncilman Holyfield informed the council he had several plans for the proposed pension plan for city employees for discussion with the Finance Committee and asked for continuation for further study. REQIJEST - NEAD LUMBER COMPANY Mayor Simons presented a request received at his home by telephone just before � the council meeting from the Nead Lumber Gompany for delivery of water to his rnill pond during the winter months. In summer water was obtainable from the irrigation ditch, but in winter water froxn this source is not obtainable. City Manager Storm recommended that a well be dug by the Nead Lumber Compaa�y ; as this request. came frorn the business located outside of the city limits and a similar request frorn another lumber company had not worked out. too satisfactorily. T�his s.ubject was referred to the Water Committee for investigation and further facts.
