the minutes of the previous rneeting of October lst and the adjourned meeting of
Octqber 4th.be approved as mailed to each councilman, .

REDDING MODE_L, CLUB
A request from the R.edding Model Club presented by Mr. Kite, Sr. for permission
for use of the ball park until next ball season starts by members of the Redding
Model Club (aer.oplane models) was presented to the council. Messrs.: John
Warren, President, arrd Dr, S.toddard, .Secretary of the club.
May.or Simons requested the club to contact Merritt Nelson, Recreation Director,
LOADING ZONE SPACE. - 1401 PI1VE S.TREET
Mr. Pelak, representing the Redding Automative Sizpply Gompany, requested council
approval for a loading zone on Tehama Street. The company had formerly a load-.
ing space, but this was now rnarked for parking. _ -

a loading zone space on the Tehama Street side of the Redding Automotive Supply �

PARALLEL PAR.KING ON COURT S.TREET
City Attorney Carlton presented for the second reading a proposed ordinance requir-
ing parallel parking on Court 5treet. -
M,OTION: Made by C.ouncilman Williams, seconded by Councilman Anthony:that the
proposed ordinance requiring vehicular traffic to park in.a parallel manner� on Court
Street be adopted.

An Urdinance Adding Section 1309. (�) to Part IV, ._
Chapter III, Article I of the Municipal Code of the
City of Redding and Relating and Requiring Vehicular
Traffic to Park in a Parallel Manner. _
Th.e Gity C.ouncil of the City of Redding does ordain as follows, to-wit: -
Section l:. There is hereby added a new section to Part 1V, .Chapter 111,
Article 1 of the Municipal Code of the City of Redding, which shall be numbered
I309 (a), and which shall read as follows:

''Section 1309 (a). Parallel Parking Established.
The operator of a vehicle shall not stop, stand or park such vehicle in or '
upon any portion of C.ourt Stre�?.t in the section hereinafter described, in any rnanner
other than parallel with the c_urb and with the two right-hand wheels of the vehicle
within one foot of:the curb-:and. with the two right-hand wheels within one foot of .
the regularly established curb line (if there be no curb in exi.stence), and where
right angle lines have been established, said vehicle shall be parked withiri� the
area between such_lines and not across tlie same, to-wit: �- �
I. On both sides of Court Street between the south line of Eureka Way and
' the North line of Schley Avenue;"
Section 2. The Chief of Police of the City of Redding shall mark.said street�s
and maintain_signs thereon in accordance with the Municipal Code of the City of
Redding. . : _ , . :.
Section 3. The City C1erk of the City of Redding shall certify to the adoption
of this ordinance and cause it to be published in accordance with the law.
I HEREBY CERTIFY that the foregoing ordinance was iritroduced and r:ead
at a regular meeting of the City Council of the City of Redding on the lst day�of
October, 1951, and was duly adopted and read on the 15th day of October, 1951,
at a regular meeting of the said City Council by the following vote:

Mr. Elbert Dick; .Superintendent of the Electrical Department, was requested to
telephone companies within the next few days, and was authorized to purchase
western red cedar poles on the open market if available. �
DEFART;MENT .OF PUBLIC WORKS .- LANDSGAPING REQUEST -
A request by the State of C.alifornia, Departrnent of Public Works, for permission
to rernove two trees from property at Shasta and Pine Streets, and approval to
add the pavemant to curb, .as shown on plan submitted to the council, was present-
ed. Openings to be left in pavement for planting of trees were shown on the plan.
MOTION; Made by Councilman Williams, seconded by Councilman Morrison that
requestVof the Department of Public Works, ;State of California, for permission to�-
remove two trees and add pavement to��urb, openings to be left for planting of

We have ,:.elrntree between walk and curb which has raised the edge of walk
up about 2 1/2 to 3 inches, cxeating.a hazard. The City cut off roots- and lowered
this sarne portion of walk about two or three years ago.- Last year the roots�
bro�e oizr water pipe, the meter box is also broken from same cause. Would �
like to have walk fixed, and as the tree leans towards street this condition may
occur again. As far as we are concerned with y.our permission we can cut the
tree out and elixninate any further trouble.

The City Engineer�s Office has had sorne requests for grades for
, curbs and gutters in.the Benton Tract,
- Ther:e are no curbs and gutters installed in_this area except along ;
the highway at this time. '
It appears to rne that it would be appropriate to use_the s.ame type .
of rolled curb and gutters that is being used in the Garden Olivia
District��throughout the Benton Tract except along Highway 99.
If this meets with the Council approval, I would appreciate it if
they will pass the necessary resolution approving the rolled curb
and gutter in the Benton Tract so that we._will not have to hold up
iristallation of the curbs. and gutters by those who desi:re to do sb: �

A letter dated September 18, 195'1 to �ouncilman Carl A. Williams from Harry
E. Hazeltine requesting erection of a boul•evard stop sign at IVIagriolia Avenue and
Butte Street was presented to'the council by Mayor Simons.
This matter was.referred to Councilman Anthony, chairman of the police committee.
PE_TITION - WALDON STREET IMPROVEMENT

The following petition dated October 2nd-and signed by 22 residents'of the Waldon
Street area was read: ' � -
'!Be it hereby resolved, that whereas Waldon St. , Redding, Calif. ,
starting at the southern end where Waldon Street intersects Calif.
Street, to a point north where Ada Street intersects, Waldon Street,
i's rough and in need of repaving, and whereas thi;s:'c,ondition of this
street constitutes a driving hazard and-whereas no r�pairs of said
street has been accomnlished by the City of Redding in recent years,
the undersigned property o.wners and residents do hereby respect-
� fully petition the City Gouncil of the City of Reddirig, Sh:asta County,
California to take immediate steps to remedy this condition. " ` ` '
The council was informed this.work had been well under way before the letter was

Mayor Simons suggested the advisability of putting the uncollected delinquent � -
accounts in the hands of a collection agency. �
Mayor Simoris requested that H, R: Throop be authorized to permit employees to
work over.time, and present to the council at their next meeting a detailed list _
of the current, delinquent accounts.
The Matter of deleting from the active records the surn of $20, 588. 24,•was :held over
until next council meeting.

City Manager Storm be authorized to install .Stop and Go Signals at S.outh and Market
and Butte and Market Streets, and to inform the State to this effect. __

COUNCILM.AN WILLIAMS. - CITY MANAGEMENT
Councilman Williams read the following prepared statiement with the request.that it
be incorporated in the minutes:
''I have now served as a City Councilman since April 1950, and __ _
have come to the conclusion that the people of.our City.demand ; . _ ,
and are entitled to an experienced city manager., „ :_
The present management has certain.qualifications, and. to ask him, or
anyone else to render a service beyond his training is not fair.to. him,or ..
to the peo.ple we represent. .
The man selected.to manage our growing city should be,quali_fied to functi_on
__in all departments. To do this in a city such.as ours, req.uires ,a�.man who� .
� has had years of training, n.ot only,in personal, engineering, but also in J
electrical, water, air ports"and ail other branches of our Government.
Under the circumstances, Mr. Storm has tried and delivered to the _
best of his ability, but I also believe the qualifications he fails to have_
causes me to make a motion that the office of City Manager be declared
vacant.
I would like to add to the motion,that should Mr. Storm desire to remain
with the city as an employee, that all consideration should be given hirn.. ''
