'ihe City Council of the City of Redding does ordain as follows:
Section 1.
"T'here is hereby added a new section to i�rticle I, Chapter III,
Part IV of the Municipal Code of the City of Redding�a which sha1T
be numbered 1356 (g) and which shall read as follows, to-wit:
��3ection 1356 (�:g� : EverY '�operator of a vehicle entering Rail-
� ro�.d �Avenue from Sheridan Avenue, Grant �venue, Linden Avenue,
Eugenia Avenue, Roanoke Avenue, Milo Avenue, _ Laurel Avenue, Henry
Avenue, and Grandview Avenue, and each of them, shall bring .such �.
vehicle to a full stop at the place where such street intersects � �
and enters Railroad Avenue and prior to the entry of such vehicle �
onto said Railroad Avenue." �
Section _2.
The., Chief of Police of the City of Redding shall place and main-
tain signs at the intersection of said streets with Railroad Av.enue,
and such :sign$ shall� be in accordance with Section 1306 of the Muni-
cipal Code of the City of �Redding.
Section 3.
The City Clerk shall certify to the adoption of this ordinance
and cause it to be published �in accordance with the law.

,�ND SFECIFICATIONS OF OAK_ RIDGE. SEWER DISTRICT
WHEREAS, the City Council has heretofore approved plans and speci-
fications for the construction of a. sewer system in the Oak Ridge Sewer
District, and
- WHEREAS, the plans and specifications for the Oak Ridge Sewer
District relating to excavati�,on, trenching and backfill'ing, and parti-
cularly Paragr.aph 5 thereof, provides as follow�, to-wit:

by rolling with a truck or other suitable equipment to give a firm �Sub-
grade approximately $�t below the finish street grade. On this sul�grade
shall be placed 6« compacted depth of crushed .rock properly graded from
coarse to fine with a .maximum size of 121t. T s base rock is to be
thoroughly compacted by rolling, then primed�with an emulsified asphalt
application of 0.5 gallons per square yards and allowed to; penetrate.
When penetration is complete and no puddles of asphalt are appar•ent
the� ditch shall be paved with a hot, plant mixed, asphalt pavin�; to
the���fi.nished grade of the streete The asphaltic pavement shall be not less

AND WHEREAS, it is in the public interest and to the benefit
of said -sewer distr3ct that said plans and specifications be altered
and changed as follows, to-wit:

subgrade approximately 6Pt belew the finish street grade. On this
subgrade shall be placed_6tt compacted depth of crushed roek proper-
ly graded frorn coarse to fine with a maximum size of 1���. This
base rock is to be thoroughly compacted by rolling, then primed with
an emulsified asphalt application of 0.35 gallons per square yard
and allowed to penetrate. When penetration is complete and no
puddles of asphalt are apparent the cent 10� of the street covered
with SC-6 bituminous binder spread at the rate of from 0.15 to 0.2
gallons per square yard of surface and immediately covered with a
layer of rock spread at the rate of 2/� pounds to 2$ pounds per square
yard.
Damage to the paving outside the exeavated area shall be primed
and armor coated as specified above for the compacted rock in the
trench area."
AND WHEREAS, such change in plans and specifications has been
recommended by._Clair Hill, as City Engineer of the City of Redding,
and " such changes will. not result in_any additional cost in construct-
ion and will result 'in an improved condition of the streets affected
after. the installation of the sewer line.

ounci n:Williams.,bro ght_up for. couneil consideration the issuance
of a building permit for the Abbott property and asked the �:buiiding
inspector4s opinion .on why a building permit had been issued on'
property earmarked for street extensions. Mr. Hayball informed the,
council he had no authority to deny permits. .for buildings on private
property when theycomplied with the zoning ordinance. City Attorney
Carlton suggested that negotiations would be more satisfactory than
condemnation proceedings to acquire all the required propertp for
thi� street extension, but should n�gotiations fail, eondemnation
proceedings shall be considered immediately.

Acting Mayor Williams asked that appraisals be secured on all the
property involved, and pl.aced this matter in the hands of the City
Manager�,&the street committee to meet with City Attorney Carlton.
A report of their findings will be made at an adjourned meeting
to be held Thursday, October �.th at $;00 P.M.
RESIGNATION - JUDGE EATOId
JudgeEaton presented is written resignation to the council with
� his seal of office. Jud,�e 'Eaton expressed his appreciation of the
assistance and cooperation received from all, city officials and em-
plo;ye.es during his term of office. This resi�nation was accept�d by
the ,counci�l, and corigratulations were expressed on his advancement to
the superior .court.

petition signed-. by fourteen residents of Liberty, Street protesting
the number of dogs owned by the occupants of 101�7 Liberty Street was
presented to the council.
It was brought out that investigation by the city police department
and the City Health officer had disclosed there was no health hazard
in this parti:cular instance. Councilman Anthony asked for a contin-
uation of this matter that a satisfactory.. dog ordinance could be
formulated.
PARKING - NfAGNOLIA AND EUREKAiWAY
There was consider-,ab e discussion on Mr. Pufferts request (assistant
superintendent of Shasta Union High School) for limited parking on
Nlagnolia Street and Eureka Way, but no action was taken by the council.

Councilman Holyfie�d_ informed the council that lease agreement with
N1acy Company will probably be ready for the action of the council
- at the next regular meeting.

A proposed..ordinance limiting .traffic one way from South to Schley
on Railroad Avenue was discussed, wi.th Councilman Morrison suggesting
control from..Placer to Schley.
Acting� Mayor Williams referred this matter back to the street committee
for their recommendation.

PROPOSED SURVEY `
Acting yor. Williams expressed the need for a survey of the business
� procedure of the city4s various departments, and suggested City
Manager Storm contact. Mr. John Cummings, Russ Buildi��,, San .Francisco,
' `or.�other organizations .e�erienced in city, county and municipal -
management.
Acting Mayor T,�illiams stated t�he subject of a change of management
� was �st�ill under consideration by him, but. �aould be continued until
a �:ater date. Councilman Morrison expressed his, o;pinion that the
present� city employees, given a proper system,. could ably handle
the,_ cityts business, and that the City of Redding, compared to.�
oth�er eities. of its class, had provided more satisfactory service
to the tax payers. , -

_ The City Council of the. City of Redding does ordain as follows,
to-witt �
Section 1.
T'here is hereby added a new section to Part IV, Chapter II,�
Article VIII of the Municipal Code of the City of Redding, which shall
be numb�red 1370 (a) and which shall read as follows, to-wit; " -
��Section 1370 (a) . Resubdivision of I,ots in Olivia. Addition.
Subject to .the provisions of this Article VIII, an owner of an �exist-
ing lot or parcel of property of the following portion of the' elivia
Subdivision to the City of Redding, to-wit: . . ..
Al1 of Lots 1 through 29 of the Olivia Addition to the City of
Redding as sYiown on the Offici.al Map: of the City of Redding and ��
Additions, Shasta County, California; as approved by the Board of%
�'rustees of the City of Redding at their -regular meeting April 7.,1$90;
except that portion of Lots 1 and 2 as shown on that certain map filed
in the off'ice of the �County. Recorder; S�hasta County, Cal�ifornia, � in
Volume 12, L. S. at page 11; except that portion of Lot 3� which� lies
east of the- west line of Garden Avenue as shown on that certain map-
filed in the office of the Coun�y Recorder, Shasta County, California,
in Volume 11, L. S. at page 60; except all of T,ot 4; except all of
Lot 9; except those portions of Lots 10, 11, 12 and 13 as shown on
that certain map filed in the office of the County Recorder, Shasta

may subdivide any such lot or parcel providing that the otlier pro-
visions of this Article and the law are complied with, and providing
that the method of such resubdivision is approved by the City Council
and the Planning Commission of the City of Redding. jhis seetion shall
apply to existing lots or parcels of sai.d Olivia Subdivision and shall
not apply to any parcels or lots of said Olivia Subdivision after the�
have been once resubdivided under the provisions hereof.
The facts upon which this amendment is based are as follows:
The Olivia Addition is composed of lots or par..cels of .�property
in single ow�ierships of approximately -one acre in area. In view of_
tPie existing development of the City of Redding, it is not prac�tical,
feasible, or economical that such entire areas be devoted to single
dwelling homes. It is in keeping with the public welfare that per.-
mission be granted in accordance with the terms of this section to
resubdivide such lo�s or parcels of land in order that such lots or
parc�ls can be divid'�d into smaller tracts in harmony with th� dev�l-
opment of the City of Redding arid in accordance with modern. building
practices."
This ordinance is h�reby declared to be an emergency m�asure .�.
nccessary for the immediate preservation of the public peace, heal�th
and �afety of the City of Redding within the meaning of the law _of .the
State of California and shall therefore go into immediate effect.. A
Statement of the facts canstituting the, necessity and emergency. .•is. as
follows:
There are, at present, plans and preliminary deve�.opment .for.
building in the Olivia �lddition to the City of Redding on lots in
accordance with modern building development. Such building cannot be

legally done under existing law and it is necessary that a law
be passe,d p`ermitting the resubdivision of the tracts of the Olivia
Addition and the parcels of an area in harmony with; current building
practices. lher� is presently a housing shortage in the .City of
�'Redding and it is ese�ntial that the buildia�g. program in the
Olivia Addition be proseeuted to completion as soon as possible.
That in order to accomplish the purpose. of alleviating the housing
shortage, it is n�eessary that the provisions of this ordinance be
immediately effective.
Section 2. The qi:ty Clerk shall certify to the adoption of this
ordinance and cause it to be published in accordance with the law.
I �HEREBY CERTIFY that the foregoing ordinance was read and
adopted. as an emergy measure at an adjourn�d meetin� of the City
Council of the City of Redding on the 4th day of October, 1951,

EXTENSION OF SOUTH EAST STREET
The neeessity for immediate action to acquire the property necessary
for the proposed extension of South East Street was discussed by the
council. An appraisal value o� �2400.00 and �2700.00 had been
placed on the Abbott propertye �
MOTION: Made by Councilman Holyfi�ld, seconded by Couneilman Anthony
that negotiations be enter�d into with Mrs. H�len Gen�res for the
sale of her property for �3,000°00 - property needed for the proposed
extension of South East Street.
