- WATER - GRAII�DVIEW HEIGHTS
. Fran Gonseor asked. council verification to the report that water
was scheduled for the Grandview Heights subdivision. Mayor Sim�ns
read the motion of the previous minutes that indicated plans for Gr�nd-
view were not as yet formulated; that water to the Woodlawn Addition �
was the anly action to date of the council.
JUDG� EATON � AUDIT R.EPORT
Judge Eaton spo e. to t e c�ur�cil regardir�g certain portions of the
audit that affected his department, �nd expres�ed his willingne�s to
make any revisions in his office procedure that the council deemed
fit.
Mayor Simons suggested this matter be held in abeyance in anticipation
. of possible revi.sions of the city�s acc��ting psocedure.
CARD ROOM ORDINANCE
ity ttorney Car ton presented a proposed ordinance amending .section
1131 and relating to the operation of card r�ams.
Councilman Anth�ny, chairman of the poliee committee asked this matter
be held in abey�nce pending fux�ther �iscu�sion with the chief of
pol.ice, now on vacation. This suggestion met with the approval of
the mayor.

City Attorney Car ton preserited � proposed �rdinance relating to dags ,
in public pasks.
MOTION: Mad� by Cauncilman Williams, seconded by Cauncilman Hmlyfield
that ordir�ance adding section �$2b ( 2) relating to dogs in public parks
be adopted. -

AN ORDINANCE ADDING SECTION 7$2b (:�) TO PART III,
CHAPTER II, ARTICLE �T OF THE NNNICIPAL CODE OF . THE
CITY OF REDDING AND RELATING TO DOGS IN PUBLIC PARKS
The City Council of the City of Redding does ordain �s follows:
Sectian 1. ^lhere is hereby added a new section to Article V,
Chapter II, Fart III of the Municipal Code of the City of ftedding,
numbered� 7$2b (2� and which shall read as f�llows, .to-wi��:�<

"Section 7g2b (2) : It shall be unlawful for any person to bring
in�� -or to e�mit an do� under �i�� c0ntrel qr ir� his ssess�o� t�
en er any p�ar , play�rou d or pu c recreatio�aal grou�i�d owne y the
City of Redding; provided he�wever, that dogs may be braught into such
premises in vehicles if they are there�fter continuously kept in such
vehicle while on such places hereinabove mentioned." ,

Section 2. All ordinance�, code sections and l.aws, mr parts or
partions thereaf in conflict herewith are hereby repealed.
Section 3. The City Clerk �f the City of Redding shall certify
, t� a,nd cause this mrdinance to be published in accordance with the
law. ` -

PARKING AT HIGH SCHOOL.
yor Simons presente a letter from Harold L. Puffer, assistant
superintendent of Sh�sta Univn High Schoal .dated September 13, 1951,
requesting council consideration of the passing af a city ordinance
that would limit p�rking mn= Eureka and Magnolia Streets adjacent to
the high schoal property to two hours on week days between. $:00 arid
S:OO P.M, This would force students driving c�rs :to� sch�ol tA park
within the school parking area, thus leaving �vailable space on. city
streets for use �f the public. �
This matter was referred to the street committee by Mayor Simons for
acti�r� at the next council meeting.

wi].1 not be able to mail, the report today �s we had hoped to .do:, :.but

During my talk with you on last Tuesday, you indicated that it
would be desirable to start the system survey a�s..soon as possible.
However, we did not have an opportunity to discuss the matter of �our
fe� other than the discussion we had some time ago when I indicated
that the eng�gement would.. be undertaken on a per, dism basis. . At .
that time pou mentioned that �5,000 �of. available .fui�ds� coul.d pre-
bably be set aside immediately for this pur.pose a.nd that further •
funds wcauld probably be made available as �nd°� when needed. It is

PR4POSED SURVEY AND BUDGET
'i'he prop�sed survey for the city4s accounting and business pr�-
cedure was the main subject 0f the special meeting session.
Councilman i�orrison oppesed the proposed survey as he felt the
eity would be benefited by the employment af a pers�n a,t �1,000.06
per month for eight m�nths, who would instruct city employees in
the rudiments Af their positi0n. rie suggested the League 0f
Calif. Cities be cantacted for their recmmmendatio�s.
Councilman Anthony opposed the proposed survey as an accounting
system had been installed in 1943•
C�uncilman Williams oppased the pr0pased survey under pxesent
maxiagement. �
� C�uncilman Holyfi�ld was emphatic in his determination that action
was essential; that the audit rep�rt was a good, h�nest report and
the firm of Lester Herrick and Herrick were to be c�mmended. He
suggested that Lester Herrick and Herrick be asked t� �ubmit a
flat figure f�r-the pre►p�sed susvey, a figure that would not be
exceeded.
A motion was made by Councilman Williams that the budget as sub-
�- mit�ed be accepted, except the stre�ts, shep and warehouse, with
other minor excepti�ns, but this motion was withdrawn.
