MOTION: de by Councilman Williams, s�conded by Councilman Morrison
that minutes of the previou� m�eting of August 6th be approved as
mailed to each councilman.

GREAT CENTRAL VAI,LEY CELEBRATION
t'On, August lst the impounded waters of the mighty Lake Shasta `were
released to b�gin their long journey to relieve the parched vallc�ys ,;
of the south," was th� opening of City Manager Storm4s address �to '',
the council on th� Central Valley celc�bratiori. "On this date`Admiral
Colby G. Smith and �Commodore Henry Clineschmidt, ..represeriting. the
�tedding"Navy'�, embarked upon a `perilous jou.rney from Shasta Dam--to
Bakersfi�ld. - No mission �was more perilous as th�y encount�r�;d �and
overcame natur�fs hazards, avoiding snags, hanging up ,on bars and
finally arriving at their destination, covered .with glory"o With
this introduction, City Manager Storm called upon the intrepid
sailors to render an account of their voyag�.
Admiral Colby Smith and Commodore Clineschmidt thanked. the counci�l
and Mr. Storm for the opportunity given them to participate in this
great event. The Mayor of Bakersfield, Frank Sullivan, presented a
. souv�nir bale of cotton for Mayor Simons to the two, to commemorat� �
the 10,000 bale produced in that area. An invitation was �xtended
to I�fayor Simons to participate in a repetition of this voyage as far
as Knights Landing the latt�r part of October.
Se SIDE TEHWI�IA ST. .- STREET IMPROgEMENTS ` `
Walter H. Finn requested council consideration on the repairing of
the street -on th� south side of T�hama, between East and Pine. Coun il-
man Williams stated it was his belief that the completion of the Gar�en-
Olivia sidewalk, curb, gutter and street work proj�ct would stirnulate
interest in like activity in other parts of the City.
BUILDING CONSTRUCTION ORDINANCE
City .Attorney arlton; presented an. ordinanc� �adding section 117? to
Part SV, Chapter II, Article I of th� Municipal Cod� and relating to
building construction. �
This was offered for the second reading by Councilman �Tilliams.
MOTION: Mad� by Gouncilman Williams, s�conded by Councilman Morrison
that ordinance adding Section 1177 to 1'art IV, Chapter II, Article,Z.
and r�lating to bui-lding construction b� adopted. -

�An Ordinanc� Adding S.cction 117? to Part IV, Chapt�r
II, Article I. of th� Municipal Code of the City of
Redding and Relating to Building Construction

The City Council of the City of Redding does ordain as follows,
to wit: '
Section 1. There i5 hereby added a new s�ction to the Municipal
Code of theCity of R�dding number�d 1177 and which shall read as
follows, to wit:
t�Section 117?e
(a) Aluminum she�ts, flat or �corrugat�d, shall not b� permitted
or used-for roofing or siding on a,ny building within the boundaries
of Fire Zone 1 of the City of �edding. The provisions of this sub-
division shall apply both to o�iginal construction and to replac�ment
on existing structur�s. ,
(b) Aluminum sheets, flat or corrugated, shall not be permitted
for roofing or siding on any building within the boundaries of Fire
Zone 2 of the City of Redding; provid�d, how�ver, that such aluminum
sh�ets may be install�d over solid wood sh��tinge The provisions 'of
this subdivision shall apply both to original construction and to
replac�ment on existing structures. .
(c) Neither aluminum tubing or conduit shall be permi�tted or ,
' used at-any place within th� City of Redding as .a raceway for eleet-
rical wiring or, for conducting flammabl� . liquids or gases.
(d) Al1 ordinances, cod� s�ctions, and laws, or parts or
portions thereof, in conflict herewith ar� hereby r�pealed: �t '
Section 2. The City Clerk shall. ccrtify to this Ordinance and
cause it to b� published in aceordanc� with th� law.
I HEREBY CERTTFY that the foregoing ordinanc� was introduced and
read at a r�gular meeting of the City Council of .the City of Redding
on the 6th day of August, 1951, and was duly adopted� and r�ad on the ,
20th day of August, 19�1, at a regular m�eting of the said City

City Attorney Carlton presented an ordinanc� adding Section 129$
to Articl� V, Chapter II, Part . IV relating to th� adoption of a
uniform �lectrical code and . repealing certain ordinances relating
to �lectrical installations. . . .
Conncilman Holyfield offered this proposed ordinance for the first .

- City Attorney Carlton present�d a propos�d Resolution fixing the
compensation rat�s for the insp�ction of the Garden-Olivia proj�ct
by City Engineer Hill.
This matter was r�ferred to the Street Committee for their review and
recommendation.

Mayor Simons presented the following letter to the Council:

' and'th�; verification of these prints r�veal only a re-
. cord of minor off�ns�s.
Mr. Kr�igh and Nlr. Grove hav�e d�posited th� sum of
�200.00 with the City Clerk for the operation of these
tables. I recomm�nd that a licens� b� issu�d for the
operation of thes� tables. .

that card table licenses be approved for issuar�ce .to Herbert A. Kreigh
and Claud� M. Grove� for the op�ration of two card tables at the Roose-
velt Club, upon payment of the necessary additional �200.00 fce to
comply with ordinance requesting fees of �200 .00 per 'card table be
paid in advance of application.

AQUACADE CELEBRATIaN REQUEST
Mayor imons presented-:a request from Robert Spaid requesting council
approval of the hanging of a banner advertising the Aquacade C�lebration
across Cypress Street.
MOTION; Made by Councilman Williams, seconded by Councilman Anthony
that request of Robert Spaid for banner adv�rtising an aquacadc cel�-
bration to be hung across, Cypress Street be denied, as it involved
private enterprise. , �

OT ON; de by ouncilman Anthony, s�conded by Councilman Holyfield
to approve the purchase of a new police car for r�plac�ment of a police
car driven 50,000 miles.

STOF SIGNS - RAILROAD AVENiJE
City Attorney Carlton was requested to prepare the necessary ordinarice
for th� installation of stop signs on streets entering Railroad-.Avenue
in the Boardman and Grandview Additions.
ELECTRICAL DEPARTNiENT - SERVICE
Elbert Dick, superintend�nt of the electrical department; informed the
council that the approximate cost per year to the department for
service installation was �� 000.00 per year. With priorities on
mat�rials (st�el and copperj , the ci:ty�s quota :had been cut about �
56o per year or 14� per quarter. Therefor�, at this tim� in vi�w
of searci-ty of material, it was deemed advisable to discontinue
part of the servic� rendered. It was Mr. Dick�s suggestion the
department continue to �stablish service from th� cityts lines to
the point of attachment on tl�e house.
Councilman Williams moved that s�rvice installation in the home by
th� electrical d�partm�*nt b� discontinued on applications received
aft�r the next thirty days, but this motion was withdrawn.
Attorney Aleck presented the following for council consideration:

ing li.censed electrical contractors of Shasta County and particularly
in and around the City of Redding;
NOW, THEREFORE, the Association respectfully submits and: re-
presents that:
lo The members of th� Association are fully qualified and able
by reason of facilities, finances and e�erience to perform the
functions hereinafter set forth.

2. The Electrical Department of the City of Redding, has here-
tofor� and now is performing the following functions:
a� Installation af temporary s�rvice - pol�;
b) Installation �of service entrance of ineter loop; and _
c) Installation of range and hot wat�r h�ater �
3 . Th� Association, through its members, is ready, willing and
able to
a) Take over and perform the aforesaid functions for th� re-
cipients and users upon the basis of individual arran�ements with
such recipients and users; and
b) Take ov�r froni and pay the Gity of Reddi.ng for all� materia�l-s
that the City now has on hand or ord�r, pertaining to the aforesaid
functions.

regard should be reflected in savings to th� consumer by reduction
of rates.

CANCELI�TION OF TAX PENALTY - HARRY AND NELLIE JONES
Mayor Simons pr�sented a ietter dated August 20, 1951 from Chas.
E_..• Barry, City Assessor, requ�sting waiver of penalties on Tax
ASs�ssm�nt No. 1112 on T��l. 50 f eet of Lot 1, Block 3, V+tildwood Park,
in the .amount of �2.36, as notification of ass�ssment had been mail-
ed to the wrong address.

WHEftEAS, penalties were assesscd against said property in the

WHEREAS, it appc�ars that such penalties should be relieved by
reason_ of the fact that the owners were not given due noticc of the

DOGS
Mayor Simons asked for counci�l and floor discussion on the problem
of dogs and suggestions as to th� proposed amendment to the. present
ordinance. Mayor Si�ons brought out the point it was not the mongrel
dogs running the streets that were the point of contention, but the �
numb�r of dogs in a household within the city 1�imits, and- the estab-
lishm�nt of dog kennels in. residential zones. �

City: Attorney Carlton was r�quest�d to draw up an brdinance for �� �
council consideration. � . �

Councilman Williams informed the council that negotiation.s with Frank
Sergi had met with no success on property located on Lot l and 2,
Block L, Sch��rer Addition. .
City Attorney Carlton was. requested on prepare a R�solution of Con-
demnation on this property. � __,____
GUEST HOUSES . � .,_
Councilmen Holyfield reported on th� guest hous.e rc�quest of Mrs. Ada
Fischer. The consensus of opinion was that thi5 guest house request
involved a rental unit rather than a guest room for the son, and had
so reported to Mrs. Fischera �
SOLICITORtS LICENSE �
Councilrsian Ho yfield reported on the progress of the Finance Committee
in their study of the licensing of solitors now �under discussion for
proposed changes in the present ordinance. , .
The Retail h�erchants Group do not meet during the months of July and
August., Mr. Paul Harris, chairman of this .group, informed Couricil- .
man Holyf'ield he felt the present ordinance was sufficient as it �riow
stands, as the purpos� of the ordinance was the elimination of fly-�
by-nigY�t solic-itors.
P�Tayor Simons requested further suggestions and recommendations from
the group, with report from the committee at a later date.
TAX RATE ' '.
City 1�'ianager Storm informed th� council that Mr. Quinn of the firm of
Lester Herrick and Herrick had advised the audit would be completed
in two weeks. Councilman Williams said the establishment of .the tax
rate before facts of the bud��t were known would force him to vote
no on the issue. This matter was held over for a later dat�.
