City Attorney Carlton notified the council that no written protests had
_ been filed with the city clerk one hour prior-to the council meeting
. as requi:red by the Improv�ment Act of 19119 however, the council could
if they so willed hear protests.
Councilman.�Anthony arrive�.

Attorney Presleigh, substituting for Glenn Newton, presented the case
for Fred Eastlund wha�headed the group of protestants on the Garden-
Olivia plan as presented by City Engineer Hill. Their objections
were for the inclusion- of Locust. Street paving, which .they considered
a city problem, the fact Calaboose Creek was not included in the
plan, and asked consideration of Mr< Eastlund�s proposed substitute
method of' drainage which would be less expens�ve than that proposed
b� the city. Attorney Presleigh asked for a two week continuation
of-''the hearing.:
City�.Attorney Carlton informed the cauncil that oral protests had no
legal�5tanding and in view of the time required for the work, a two.
week, delay would not be adviseable. �

Messrs. - Cla'rk, Saunders, Ma.rshall and Dwyer all spoke in favor of the
complete improvement plan as presented. Mre Frank Williams protested
the plan as the drainage .would not .benefit his propertye

to be assessed therefor and the extent of the area to be assessed, and
two persons having made oral protests at said hearing and said protests

to be done and the places, public streets, and rights of way-in which

INTENTION N0.-. 9 AND ORDERING THE WORK TO BE DONE
WHEREAS the City Council of the City of Redding has heretofore
and on .June �., 1951, passed its Resolution of Intention No. 9 re-
latir�g to the proposed formation of the Garden-0livia Assessment
Dist�rict No . 2, and reference is hereby made to said Resolution of
Int'ent'ion No. 9 for a description of the district and for further
particulars; ' and
WHEREAS the 2nd .day of July, 1951, at $;OO . p.m. of said day,
' in tYie Council Chambers in the City Hall of the City of Redding,
was set as the time and place of. the �hearing on said Resolution of
Intenti`on� No. 9 and where any and all persons having any objections
�o -the_ .proposed wor.k or improvement or the extent of the district
to pay ti�e cost and expense thereof, could appear before the City
Council and show cause why said �proposed improvement should not be
constructed ` in accordance with said Resolution of Intention No. 9;
and � .
ti�iEREAS no protests in writing agairist the proposed work and�or
extent of the district to be . assessed have been made or filed with �
the City of Redcting and/or the City Clerk of the City �of Redding,_ and
WHEREAS oral protests. were made at said hearing by Fred Eastlund �
and Frank Vdilliams, and ,\
-WHEREAS. by reaso� of 'th� premises, no legal or valid protests
. or objections to sa'id proposed work and/or the extent af the district
to be assessed therefor have been filed, and �,
WHEREAS The owners of the property making said oral- protests as �
aforesaid own far less than one-half of the property to be assessec�� �
for the improvements in said proposed district, and
WHEREAS the City Council has conducted the said hearing on said
Resolution of Intention No. g; and
WHEREAS evidence has been introduced and� the couneil hereby finds
that the propertp of.�the above-named property owners, and each of them,
will be benefited by the proposed work� and th� creation of the said
assessment district, and� the council herebp finds that said protests,
and each of them, should be and they are hereby overruled, and
WHEREAS the City Council hereby finds that no changes in the bound-
aries of the proposed assessment district should be made and that no
changes in the work proposed to be done should be ma:de; and
WHEREAS THE City Council has acquired, pursuant to law, juris-
diction to order the. proposed work described in said Resolution of
Intention No. 9 to be done; and
WHEREAS the City Council has received evidence as .to the general
prevailing rate of per diem wages in the locality iri which said public
taork is to be performed for each craft or type of workman needed to
execute the contract; J

Mayor Simons called the rrieeting to order and upon roll call the

Mr. llieste�horst, thru his contractor, asked for council approval
to the construction of a 10 foot additional driveway on property
located at 1305 Nlagnolia Avenue -- .Lot �, Block �, Breslauer Addition.
This matter was held over for investigation of the Street Cer,�rnittee .

The City Clerk sta;ted that the Assessor had delivered the assessment
roll to her office,
PURPOSE OF MEETING
�l'he purpose of this meeting is for the City Council to sit as a Board
of Equalization to hear any and all grievances of property owners re-
garding their tax assessment .
The Board of Equalization meeting which commerices this 3rd day of
J,ul-y-, 1951� at 1Q:00 a.m, wil.l contim�.� in session from day to day
until returns of the assessor are rectified.
ASSESS���NT - GEO. HALL
T�Zre Geo . . Hall, 90 ti�lest Street, protested his property assessment
on a portion of Lot 5 , Block J, Shparer Addition. Assessor Charles
Barry explained to the council, and T�Ir. Hall, his method of levying
assessments.

In developing Shasta Jr. College and Shasta Union High School
District built on� and one half miles of hard surface roads . These
roads have been completed except one section extending above the stadium
from Y to Y. It is expected that the finished seal coat will be put
on this section sometime during the summer.
Inasmuch as these streets are used for general city p�zrposes
as well as for schocl use, particularly as a traffic lane from the
Mary Street area to Eureka Way, it is appropriate the city should
assist the school district in maintaining these str�ets .

trict -£urnish all of the necessary supplies and materials and that
the City provide the equipment. This will be a minor consider�,tion
for the City inasmuch as they already have the equipment. On the
other hand, it would. be a substa�tial saving to the School vistrict
for if the District had to rent the equipment from a private party
it would be much more costly.

Czty Council, or to take whatever action seems to you to be appro-

ACTION SALES
Niayor Simons presented letters by the Redding Chamber of Commerce
asking revision of the City' s auction ordinance to include action
sales. It was recommended by the Chamber of Commerce a review of
a recent amendment to the San Francisco Auction Code by the Board
of Supervisors. This matter was referred to City Attorney Carlton

SHELL OIL LEASE AGREENICIV'I'

field to authorize the mayor to execute lease agreement with the
Shell Oil Company. This calls for a one year lease, with a thirty
