In view oi the fact that I installeci a sewer system in Greenwood Heights Subdivision, which was laid out, planned and supervised by the City Engineer of . Redding; . U�hen I installed the system in Greenwood Heights at a cost of �6�00,00 to me, it was necessary for rne to run my 1ine , over 1500 feet to join on to the line at Court Street. I run one block down Sonoma St. anci all property owners were invited by the city of Redding to cannect on to my line at no cost �o them and I paid the bill. It would seem to �ie that if you wish. to run a line at the back of any pro.perty now owned by m�, inasmucn as I have already paid for a sewer line in front of the lots, that you should not assess me for sorrething which is of no benefit to rne whatsoever. It was our intention, at the time the property was purchased, to install a culvert of sufficient capacity to handle the �flow of the 5 foot. dia�neter syphon which passes under th�. A.0 oI.D o Canal at the extreme westerly end of our property. This plan, however, did not meet the approval. of the City Engineer. It was the opinion of the City Engineer that the siphon under the :canal was inadequat� to handle the flash flood runoffs which occur_�from time to time and that it will be necessary for _the city to increase the size of this syphon at an early .date. � We do not question the opinion of the City Engineer, but we do believe that it is unjust to ask the property owner. to qssume all the expenses of the larger culverte We believe that it would be fair and just for the cit.y .to assume a portion of the cost proportionate to the increased -size of the culvert, as recommended by the City Engineer.
