SUBJECT: 4.11(c)--Award Bid Schedule No. 5611 On-Call Sidewalk Repair Project 2025
Recommendation
Authorize the following actions relative to Bid Sched�ule No. 5611, On-Call Sidewalk Repair
Project 2025:
(1) Award to Concentric Concrete, Inc. in the amount of$240,895;
(2) Approve an additional $38,000 to cover the cost of administration and inspection fees;
(3) Approve $40,000 to provide construction contingency funding;
(4) Approve $10,000 for project development;
(5) If mut�ually agreeable, with all prices, terms, and conditions remaining the same, the
contract may be renewed for two additional one-year periods with the same contract
amount and contingency per year. Authorize the City Manager, or designee, to execute
contract amendments to renew the contract for up to two years; and
(6) Find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines,per Section 15301(c & d)—Existing Facilities.
Fiscal Impact
Sufficient City of Redding (City) Streets Division Maintenance Funds have been budgeted for
Fiscal Year 2025-26 to fund the On-Call Sidewalk Repair Project(Project).

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.

Alter�native Actzon
The City Council (Council) may choose not to award the bid for the project and direct the Streets
Division maintenance crews to continue replacing broken and lifted sidewalks and curb and
gutter when workload allows.
Background/Analysis
The City has broken and lifted sections of sidewalk, curb, and gutter in various locations in the
cominunity, particularly in older areas and adjacent to mature trees due to growth of the tree root
system. The Streets Division crews repair highly prioritized sections as time allows but cannot
manage the workload with current staffing. Other defect locations brought to the City's attention
are consolidated into Public Works Department capital projects and put out to public bid every
two or three years as time and budget allows.
This proposed on-call project will assist the Streets Division by providing a more efficient and
time saving method with their continuing efforts to replace broken and lifted infrastructure
sections and install root barriers to help prevent future sidewalk damage. The proposed term of
the contract is for one-year with an option to renew for two additional one-year periods, if
mutually agreeable.
Attached is the tabulation of bids received and opened on July 31, 2025. The low bid in the
amount of$240,895 was received from Concentric Concrete, Inc., of Fairfield, California. The
engineer's estimate was $225,000. Total project development costs for this project are estimated
to be $10,000. Project development costs include engineering and environmental tasks.
EnviNonmental Review
Staff has determined that the project qualifies as categorically exempt from environmental
review under the California Environmental Quality Act Guidelines, per Section 15301 (c & d)
Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor
alteration of existing public structures and facilities, including the restoration or rehabilitation of
deteriorated and damaged facilities. The existing sidewalks will be rehabilitated or restored to
their original elevations to meet public safety standards and tree we11s may be added to prevent
future damage. The project wi11 not result in expansion of use, as the project does not include the
construction of new facilities. The subject project areas do not have sigr�ificant values for
wildlife habitat or other environmental resources and the project has no potential to have a
significant effect on the environment.
