SUBJECT: 4.11(b)--Award Bid Negotiation No. 5616 Enterprise Anderson Groundwater
Sustainabilit A ency Monitorin Wells
Recommendation
Authorize and approve the following actions relative to Bid Negotiation No. 5616, Enterprise
Anderson Groundwater Sustainability Agency Monitoring Wells:
(1) Award to Penecore Drilling, Inc. in the amount of$390,792;
(2) Approve an additional $45,000 to cover the cost of administration and inspection fees;
(3) Approve $360,000 for project development costs;
(4) Approve $39,000 to provide construction contingency funding;
(5) Authorize the City Manager, or designee, to approve additional increases in either the
construction management or construction contingency amounts up to a total of$50,000;
and
(6) Find that the Project is categorically exempt from review under the California
Environmental Quality Act, pursuant to Section 15304 — Minor Alterations to land and
Section 15306- Information collection.
Fiscal Impact
A California Department of Water Resources (DWR) grant was obtained by the City of Redding
(City) on behalf of the Enterprise-Anderson Groundwater Sustainability Agency (EAGSA),
therefore there is no direct cost associated with the construction of this EAGSA Monitoring
Wells Project (Project). The grant budget is sufficient for this project. Estimated eosts are
summarized in the following table.

Project cost components are based on estimates, and adjustments may be necessary to reallocate
funds and ensure the proj ect remains within the approved budget.
Alternative Action
The City Council may choose not to award the project, in which case, these monitoring we11s that
are being paid for by DWR would not be constructed. This will impact data collection efforts for
the EAGSA and may limit its ability to obtain future grant funding.
Background/Analysis
In 2014, California enacted the Sustainable Groundwater Management Act (SGMA), which
requires that groundwater basins in California be managed by local agencies within these basins
through the formation of Groundwater Sustainability Agencies. The overlying members of the
Enterprise and Anderson Sub-basins of the Redding Area Groundwater Basin (the City of
Anderson, Anderson-Cottonwood Irrigation District, Bella Vista Water District, Clear Creek
Community Services District, the City of Redding, and the County of Shasta) formed the
EAGSA and designated the City of Redding as the fiscal agent.
The City, on behalf of the EAGSA, executed a funding agreement with DWR in November 2018
for its original award of SGMA grant funding for the preparation of the Groundwater
Sustainability Plans (GSPs) and construction of a multi-completion monitoring well, public
outreach, data collection and groundwater modeling efforts. In January 2022, the EAGSA
submitted GSPs to the California State Water Resources Control Board - the GSP's were
approved in January 2024. In February 2024, the City executed another funding agreement on
behalf of the EAGSA with DWR for an SGMA implementation grant in the amount of
$2,383,700 to provide local and regional outreach and coordination, design and install
monitoring wells, and improve the EAGSA groundwater model, including grant administration.
After the latest DWR grant award, the City issued a request for proposals for consulting and
professional services. In August 2024, the City selected Jacobs Engineering Group, Inc. to
provide environmental and design services to prepare the EAGSA annual reports to DWR;
estimate water capacities and yields for the groundwater sub-basins; provide public outreach and
local and regional coordination; update the EAGSA model; determine monitoring well locations;
prepare the plans and specifications; provide engineering services during construction; and
monitor this project.
This project includes construction of ten shallow monitoring wells to below groundwater at
various locations within the EAGSA, as we11 as shallow and deep monitoring we11 clusters. It
also includes river/stream stage monitoring devices at Reading Island and North Fork
Cottonwood Creek, and a stage monitoring device for the Sacramento River at an existing well,
off of Deschutes Road. Jacobs Engineering developed the technical specifications, the City's
Public Works Department released the bid documents, and is responsible far award of the project
as the �scal agent for the EAGSA.

Staff advertised the project for construction bids through the formal bid process in June and July
of 2025 but did not receive any bids. In accordance with Public Contract Code Section 22038(c),
if no bids are received through the formal or informal procedure, then the project may be
performed by the employees of the public agency by force account, or negotiated contract
without further complying with that article of the public contract code.
After not receiving any bids, staff reached out to three drilling contractors for cost proposals to
complete the work, including Geocentric Drilling, Penecore Drilling, Inc., and Gregg Drilling,
LLC. Penecore Drilling, Inc. provided the lowest cost proposal at $390,792, Geocentric Drilling,
Inc. had a slightly higher cost of $392,272, and Gregg Drilling, LLC's cost was significantly
higher at $517,895. The Engineer's estimate was $355,000. Staff recommends award to
Penecore Drilling, Inc. because it provided the lowest cost and has a drill rig and staff available
to complete the work within the schedule and grant requirements.
The total project development costs are estimated to be $360,000. Project development costs
include engineering and environmental for the project and are relatively high compared to the
construction costs because of the extensive effort required for evaluating the GSP model and
various sites to determine the we11 locations, environmental assessments and studies,
coordination with other EAGSA agencies and DWR, and grant management for the project.
Environmental Review
Staff has reviewed the project and determined that it is categorically exempt from review under
the California Environmental Quality Act, pursuant to pursuant to Section 15304 - Minor
Alterations to land and Section 15306 - Information collection. Class 4 exemptions consist of
minor public or private alterations in the condition of land, water, and/or vegetation which do not
involve the removal of healthy mature scenic trees. Class 6 exemptions consist of basic data
collection, research, experimental management, and resource evaluation activities which do not
result in serous or major disturbance to an environmental resource. The project will not involve
the removal of healthy mature scenic trees. The wells and river stage monitoring points wi11 be
incorporated into the larger basin groundwater elevation monitoring program to assess
groundwater conditions. The action areas have been reviewed for sensitive resources and the
project will not have a significant effect on biological or cultural resources such as threatened or
endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal
cultural resources. The project has no potential to have a significant effect on the environment.
