The Reverend Wesley H. G.o�sh�rn, Chaplain to the City Council, gave the inv�cation.
The meeting was called to order by Mayor Fleharty and upon r�oll call the following
cauncilmen were present. Anth�ny, Holyfield, Sim�ns, Smith and Fleharty. The
City Manag.er and C.ity Attorney were also present,

Mro Jack Downard, 936 Gald Stre.et, asked if it wauld be_.poss.ible to. either pave
the alley as originally designed (alley rear of Block 1I8, Garden Olivia), ar h�ld
up the returning of funds now on deposit with the City Tr'eas"urer as authorized by
the City Council at their last council meeting, until such time as it would be pass-
ible t-o contact residents of this area for their opinian, ,
May�r Fleharty advised Mr, Downard that the alley could not be accepted by the
City for maintenance if built as originally designed. This matter'was deferred
until the next council meeting, however City Attorney Cibula advised that if any
one demanded their m�ney on-deposit, they would be entitled to the refund.

It was further stat�d that title to the approximately 2 and l/2 l�ots adjacent
to-,where the county �ffices are located on Placer and West Streets, now
owned by the School District, .co:uld be transferred as a part of the con-

Mayor Fleharty requested c�opies of these lette`rs be forwarded to the proper
committee, however, added that until the land survey of the Benton Airfield

for public business, and as a result there is always some confusian .,
as to whether holidays which are State h�lidays and recognized by the
C�unty are also holidays within the �ity. , '
I believe that a Resolution should be ad�pted which can be inc�rp�orated
into an Ordinance at a later date if C�ouncil s:m desires declarin� the
holidays in the.City of Redding. The Resoluti�n or Qr:dinance ma.y.
simply designate that all holidays in the State � f C,alifornia set f�orth ,
as State Holidays in Section 6700 �f the Governinent Sode shall be holidays

Mr. A. �. Jahnson, Vice �resident of Southwest Airways Company, advised
that lease covering �se of the Munieipai Airp,art� expires Decem�er 3'.lst, 1955
and Agreement for the aperation �of underground gasoline starage tank expired �
September 3Oth, 1955. A five year renewal lease under tlie same terms and
conditi�ons for both operations were requested. ,
The City Manager was authorized to prepare breakdown figures �n the revenue

Mayor Fleharty opened the discussion on the pr�posed new zoning ordinance with
copies of the proposed new z�oning ordinance and proposed new zoning map being
submitted to each �of the councilmena
Mr, Edwin F. Bassett, speaking from the floor, pr�otested the present rec�mmended.
zoning of R-4 on two lots in back of the Manhattan Motel, c�rner �of Loma and Del
Mar Stre'ets,. stating his reasons these be zoned R-2. Council was advised that
the Planning.Commission had a split vote on this issue, 3 c�mmissi�ners voting
� yes, 3 comrnissioners voting no. Mro Bassett awns lots adjacent to this praperty
in qizestion, said l�ots being zoned R-2o Mr. Hook, owner of the Manhattan Motel,
purchased lots in question prior to annexati�n to the City, for purpases �f enlarg-
"' ing his business property at sDme later date.
Councilman Simns questioned the present praposed zoning on Court Street, Mr.
W. N. Zachary, mem�aer of the �lanning Commission, appeared at the meeting
' to answer questions,
Mayor Fleharty suggested council make field trips of the locations in question in
�rder to be able t� gi.ve their unbiased decision on all controversial matters.
MOTION: Made by Councilman Anth�ny, seconded by Councilman Smith that
Public Hearing date �n the new proposed zoning ordinance be set for January 19th,
1g56, at 8;00 o'clock P,M, , and prop�sed new zoning,map be published in the
Recor,d-Searchlight. The Vote; Unanimaus A�.y�es.
