Mayor Fleharty adjaurned the meeting uritil Monday, �October 24th, out.of respect
to Councilman Anthony whose m�ther had passed awayo He stated that Bids
would be opened and Public Hearings held. at.this adjourned meeting.
It was moved by C�uncilman Simons, seconded by Councilman Smith that the meet-

Relacation af Natianal Guard Armory �"�
A plan for the p'rop�sed relacation of the Nati�nal Guard Armory was submitted
by Mr. H. E.. McIntire, se.cretary for the Planning C�mmissi�n, wha stated
in his communication da�ed Oct. 24th that plan had been unanimflusly appraved by .
the Commissionmen at their meeting Octflber lOth.
Lieutenant Boehle, speaking from the floor, advised that a Grant Deed.was
desirable, with a title report showing praperty to be free and clear, or a
99 year lease, in case a grant deed could not be obtained. .
Mayor Fleharty deferred this matter, pending further investigation of the
C,oun"cil.

Mr. Col!by G.. Smith, under date. af October 24th, requested council consideratimn
that he � �be granted permissian to use h�use trailer at Eureka Way and Califflrnia

pleted.

request of Colby G. Smith f�r use of a house trailer as a used car lot �ffice �on �,

` s� RE PUBLIC INFORMATION,.CENTER - Shasta-Cascade Wonderland
A communication dated Octaber 21 st, signed by John Reginato, General Manager
�f.the Shasta Cascade Wonderland Association, advised they were interested in
acquiring a building t� .serve as a public information center for tourists and
vac�tianeers at a prop�sed location s�uthwest corner af 5auth Redding Park. This
structure would be sa designed, the letter stated, that it could be relflcated with a
minimum expense.

MOTION: Made by Councilman Anthony, sec�nded by Councilman Holyfield •that
the request of the Shasta Gascade� Wonderland Association be granted, and they be
given authorizati�on to c�onstruct a removable building on the southwest cflrner South
Redding Park, subject to the approval of the Parks-Recreati�n Gommission. The
V�ote: Unanimflus Ayes. �
May�r .Fl;eharty requested that details of the Agreement be worked �ut with the
City Attorney,, Mr. Reginato and the Parks-Recreation Commissian.

Mr. and Mrs, Stuart Ma Oliver, 1105 West Street, requested water connection
service to-their lot 2758 Russell Street, and advised they were in agreement with
any of=the necessary connection charges. (Property located outside of the city
limits), ,
Mayor Fleharty requested that the City Clerk advise Mr, and Mrs. Oliver that
acting. upon council policy their request was denied_with,regrets, as no c�onnections
were being made t� c�onsumer.s outside the city lirnits due to the drastic shortage
�f water facilitie s within the city.

improvement by the.Cm� af that portion of the county road 37-D which li'es within
the Gity limits. He states it is the intention of the County to improve road:37-D
which serves as a connecting.link between Highway 44, at B.rown's c�rner and
Highway 299, at $ulphur Creek Hill, However 2, 000 lineal feet af this road lies
within the City limits,,, and it was requested the City participate in the cost of this
p�rtion of the w�rk and provide the necessary rights-of=way, Estimated cost to

council in order to protest the use of Athens or any �ther street in the Riverside
Subdivision (Kutras Tract north of`SoutH) by any truck which exceed 8000 pounds .

Mr, C. L. Br�own submitted t�o council Petiti�ns signed by apprmximately 80 home-
owners of this area, protesting the use of Riverside Subdivision by trucks in �excess
of eight ton, .

Mr. John Spann, repres,enting Hawkey Transportation C:ompany; , appeared in
opposition t� this .petition, stating the original sale �f the site of the Hawkey
T.ransportation Com�any had b.een made by Mr. Kutr.as.before tkere .was any
subdivision; that many thousands of dollars had been made to improve the prop-
erty and payroll alone was in excess of $400, 000. 00 per' yearo He further added
that the Trisdale and� Winans property had been purchased from the City of Redding
in 1951 for $1.7, 000. 00 and their property was zoned c�mmercial, ''You can�t
rule trucks off public streets unless you make it uniform:" he then stated,, �

Mr. Hawkey stated he was interested in the continued use of the streets by trucks
for two reasons, his own business and access to the Redding Sand and Gravel Co..
Mr, Lawrence Heck and Mr, Jim Mor_gan sp�ke from the floor as residents of
this area�, upholding the petiti�n as submitted.
Mayor Fleharty referred this subject to the Street C�rnmittee, Councilman Smith,
chairman, with the request a conference be called with.truck owners, .residents
and.all contract�ors of this area in attendanee, that the matter be resolved
amicably. -

PUBLIC HEARING - Formation af Assessment District ��'I`
The hour of 8c30 having, arrived, Mayor Fleharty opene�. the'public. hearing �on
the formation of an Assessment District under Pr�ject #55=25, 'to d� prop�osed,�
improvernents alley to the rear of-Block 118, Garden Subdivision. :
There being no protests, tlze Hearing was declared closed and the City Attorney
was authorized to prepare the necessary Resolution ordering the work t� be done,
PUB LIC HEARING - Establishment of Grade Sonoma.Street � ��
The. Public Hearing on the establishment.of grade Sonoma Street between the
center line of Grestview Avenue and a p�oint 155 ft. west of center line �of Skyline
Drive was opened by Mayar Fleharty, , ,
Mr. Joseph Cerny, 2164 5�nama Street, stated he was interested in the c�onstruc;tion
�f sidewalks on the west side, and was advised the grade w�uld have to be est-
ablished before this:project could be c�nsidered.
Mr. John Spann, attorney for pon Hawkey, 2264 S�onoma Street, stated that gr.ade
had beeri.established sorrie yeara ag� when Greenwo�d Heights had.been subd�i�viaed
and in his opinion c�nsideration sh�uld be given t� the established lines set by
previ�us engineers, rather than causing additi�onal difficulties and expense; that
adverse grades to accomadate the terrain added to the attractiveness �f streets.
Mr. Theadore�McDonald, 2205 Alameda Avenue, urged property awnerrs :.to get
together on grades, that his street was practically level. (It was stated that
property �of J. '�'. McDanald, 2259 Sor�oma Street, was affected by the proposed
grade establishment. )
