The meeting was called ta order by Mayor Fleharty and upan. roll call the follow-
ing councilmen were present; Anthony, Sim�ns, Smith and r leharty. Absent:
C�ouncilman Holyfield. City Att�rney Cibula and City Manager Cowden were

MOTION: Made by Councilman Simons, seconded by Councilman Smith that the
minutes of the previous meeting of September 19th and the adjourned meeting of
September 26th be approved as mailed to each �of the councilmen. The Vote:

J(�,p � PROTEST RE B�LO�KING.OF W.ATER CHANNEL
� Mr, D. A. German, 3329 Court 5treet, stated he wanted to file a .complaint against
Mrs. Margaret,Bibben.s, �wner of Lot 13, Bl�ck 1, Grandview �Heights Subdivision,
for the piling of debris, gravel, etc. , on the back of her property and by so doing
blocking the right of way of water so that it flooded int�o his garage. He further
stated that the rubbish so piled belonged to Roy Eastwood. Mr. German owns
L�t 12, Block 1, Grandview�Heights Subdivision. � � •
Mr. Walter E. V1�ebb, 3425 �Caurt Street, owner of L�t 14, Block 1, Grandview
Heights Subdivision, protested the bl�cking of the natural water channel by the
�wner of L�t 13, Block 1, .further stating that the �ro�erty in question was be-
ing used as st�rage instead of residential pr�operty:
This matter was referred t� the City Engineer, City Manager and the City Att�rney
fflr the possible filing of a• criminal c�omplaint under �ordinance making it unlawful
ta obstruct natural water channels.

°�'/ Mr. Sam Malsbury, private c�ntr.actor, requested permission for the removal
�f tree in front of the 1-`�eters�n praperty, 1532 Pine Street, in �rder that house
c�uld be moved and a parking lat constructed f�r the Anglo-Calife Bank on the
prflperty, .
MOTION: Made by Councilman Smith, seconded by Councilman Anthony that the
request of Mra Sam Malsbury f,or the removal �f tree at 1532 Pine Street be granted, •

Mr. Bill Mo rris�n, Director of 5anitation, Shasta County Health De�artment,
advised that on or befare October lOth Shasta County was considering establishing
a rabies endemic area, with the subsequent quarantine ta be impos'ed on all d�gs.

MOTION: Made by C�uncilman Smith, seconded by C�uncilman Anthony that
the City �of Redding enter into an Agreem�nt with Clair A. Hill and Ass�ciates
for a Master Sewer and Sewage Treatment Plan, and the May�or be authorized
� to sign said Agreement on behalf..�f the City.

Terms of a propased Agreement for the proposed sewer system t� be constructed

the City Manager, City Engineer, City Attorney, C�uncilmen and Mr, Hill.

City Manager Cowden advised that Mr4 George OtBrien, District Manager of
" the Redding branch office, Pacific Gas and Electric Company, had inf�rmed him
that the c�m�romise figure on the sale of the W�oodlawn power lines had been
accepted, and their legal department were now drafting the necessary legal
papers for submittals `

J (� � RE .GARBAGE COLLECTION SERVICE.
Council were advised that segregation.of garbage had ended Wednesday, Sept.
28th, and the City was now fln two pickups per week,
� �� RE NORTHGATE MAlVOR SUBDIVISION - Parkway .
An expressi�on of apini�ri was requested fr�om the cauncilmen, whether in their
apinion the City sh�uld maintain as a park the praposed street and parkway in the
Northgate Manor Subdivision,
Councilmen Smith and Simans were of the �opinion the City should agree`to this.
Councilmari Anth�ony stated that, in his. opinion, the city shfluld enc�ourage build-
ing contractflr.s to build within the.city and it, shauld be �n a.give..and take basis.
Mayor Fleharty spoke of the difficulties the city was now experiencing in the
proper maintenance of the South City Park, stating that we were not beginning
to maintain the parks that we naw have.
The Planning C,ommission'meeting on the lOth of October, had requested re-
commendation.fram the council on.this subject.
� �� Re Request,f�r Quit Claim. Deed - Mrs. McMah�n
Mr. McKinnon, City Engineer, advised council that the City does have a manhole
for sewers on Mrs. McMahon's property on Lincoln and East Streets, and it
would therefore be necessary t�o secure easements from her.

City Mariager Cowden submitted c'ost'estimate and final' petition for the construction
of curbs, gutters, sidewalks, drainage facilities and street surfacing for �he east , ,
� side of Willis Street between Placer and G�ld Streets. �
MOTION: Made by Councilman Simans; seconded by C�uricilm'an Smith tliat the
final petition f�r the Willis Street project be approved as submitted, and �he City
participate in the estimated amount of $?30, 94 as. specified. �

City Att�rney Cibula presented a tentative, contractural Agreement between the
City �of Redding and the Redding Chamber of Commerce, pertaining to the per-
far.mance af certain services by them.
City Manager Cowden was,req.ues�ted ta mail c�opies �f this Agreement to all. .

C�uncilman Anthnny brought bef�re the council the prflblem af the propflsed free-
way in regards its bypassing the City of Redding, stating that m3ny,business men
had cantact him requesting united effort on the part of all that�we keep traffic
within the c�onfines �f the city.
City Manager C�owden advise.d that the State was now�formulating its building
program f�r r�ad con�struction five to six years in the futur.e, and survey was in
the pracess of com�letion and plans were predicated on origin and.destination
af vehicles count, just:cflmpleted. He further stated he wauld advise Mr. Trask
, that council were very intere.sted in.their constructi�on p.r�ogram as aff,ecting Redd-
ing, and request that after survey has been completed, c�uncil w�uld like ta
confer with him as a gr�up.

Councilman Srnith advised cfluncil of the need far better lighting on Pine Street
fram Sacrament� Street t�o Highway 44, arid on Court St.
It was requested an estimate �f cost b,e submitted �n the per bl�ock basis, that
work might be d�n�e progressi�ely, as funds wer.e available, A balance of the
fund rnow available in Parking Meters was further requested.

��� TRAFFIC HAZARD - End �f Bridge Highway 99 North
Couricilman Smith called- attenti�n to the pr�posed construction of some;;,6,00
�ne-w hornes�n�orth side of the Sacramento Rive'r, east of the bri'dge, and to the
extremely dangerous traffic hazard even now existing at the approach ta the
bridge,
It was stat'ed that preliminary work'had been done and. tentative map had been
submitted to the State by City Engineer M�Kinnon �n the Northg�.te Manor
Subdivisi�on with regard to the proposed ingress and egress �of the Subdivision
to Highway 99. � s
In a c�mmunication from the State to Mr. McKinn�n they. advised that preliminary
studies were being .made on a possible correcti�n to the traffic problem created
by the intersecti�on to the City Park and the drive-in theatre, �
RE PARKING.COMMISSION R.ECOMMENDATIONS �
In a corrimunication dated Octaber 3r'-d from the chairman of the.Parking Com-
mission, it was recommended that:

Redding Laundries, southwest c�rner Railroad Avenue and Placer
Street in order to eliminate double parking and improve traffic
cflntrol. • �

ta the City's parking lats an Pine and East Streets.

�/� purchase, or rental, of a gas buggy for use at the.Redding Municipal Airport,
- or �lan that gas tanks be moved to a m�re practical lacation.
The City Manager was requested to proceed to get the pr�per markings �n the
!�� length of the runway at the Benton Airport f�or the convenience and safety of users
�f this field. �
