park, .was in_ the process of constructian-, with donated.lumber,. concrete

: City Treas'urer Louise Fancher. advised that t�e majority of property
�wners in Block 9, .Sunset Terrace No. Z had indicated they were no
�. longer inter.ested-in the pr�posed 'i�pro�ements, and for this reason
it was her suggestion the baundaries of this pr'o,�ect be modif'ied to
eliminate Block 9 from th� prop�sed improvements.
City Attorney Cibula s"tated in his opinion this would not be legal, and�

Gentlemen: �
Attached you will find a copy of the City's' letter to Jim Hemsted,
putting him .�on official notice, regarding the termination of his .
Contract for the purchase of garbage from the City of Reddinge
I.am als.o attaching a copy,of Jim Hemsted's letter to the City, re- ,
garding receipt of our letter terminating the Contract within .six
months from the date he re.ceiyed our� riotice. As you will note, Mr.
Hemsted points out in his letter, that he is perfectly willing to can-
cel that portion of the C�ntract with the City as it relates to his
receipt of househ�ld garbage. You.will note, tao, that he does not
feel that he, or .any other'Contractor,: will find.it.feasible, or profitable,
to invest in the necessary .equipment, and pay the necessary labor costs,
to pick up the swill themselves, as the cost wauld in his opinion exceed
the value �of the swill as a hog f�o�d. Mr, Hemsted has.expr'essed his
willingness to attempt to -devise a warkable program that wi11 be
mutually sati.sfactory to both parties concerned.
It wauld.appe'ar that the,City may find itself, of necessity, forced with
the attendant problems..of continuing to collect swill. If it is your
decision, at a later date, to continue t�his practice, it is the considered
opinion .of the City Engineer, and�myself, that we sho.uld either purchase
and/or modify one: of our;.existing;vehicles to be .utilized_exclusively:for
pick up of swill. , . '
