Statement by Mayor Holyfield
"The Sales Tax Ordinance which was enacted at the last Council
l. meeting was done in strict accordance with the legislative prm-
cedure set down by our State constitution, It was a measure the
Gity Council felt essential to finance the critical and immediate
needs f our city,
By this action, we feel as your elective representatives we have
fulfilled our responsibility by informing you of the vital needs of
the City and our recommended way of raising the necessary
finances.
Since its enactment however, considerable objection has arisen
due to misunderstanding. and misinformation to the extent there
appears to be a popular dem3nd that this issue be placed on a
ballot for a general voea While such a popular vote is not the
usual prcedure relative to revenue raising measures, we are
agreeable that the effective date of this ordinance be changed and
'- te m:tter'be placed on a ballot for a vote by the people, '
City Attorneyis Statement
