The meeting was called to order by Mayor Holyfiel'd ancl upon roll call the following
councilmen were present: Antho�.y, Simons, Smith and Holyfield. Absent: Council-
man Fleharty. City Manager Stites was absent, due t� illness, City Attorney
Cibula was present. - �

minutes of the previous meeting �f January 3rd, as written and mailed to each of
the counciimen, be approved. The V�te: Unanim�ous Ayes. `
REQUEST FOR SEWER.S - Grandview Subdivision "
Mr. Luke Mutchie, 3444 West Street, spokesman for a representative group of
six to eight rrieri of the Grandview area, requeste�do�uncil infarmation an the pro- �� 7
cedure necessary for obtaining sewers for the Grandview subdivisi�on. �
Mayor H�lyfield requested the Engineering Department study the problem, and give
their rec�rnmendati�on. City Engineer Fletcher advised Mr. Mutchie he would ,
discuss the prablem with him after �he c�uncil meeting.

Recommendatian of the City Manager
City Manager Stites submitted for council consideratian; his reconimendation
that project application for $3600. 00 of Major Streets g.asaline tax money
,Z�C� be approved, and mayar authorized to sign said application.
This improvement program would be for the installation of,full traffic
control systems at the intersection of California and Court Streets" with
. State Highway Route 20 (U. S. #299 = Eureka Way), work to be financed
` 50°jo State Highway Funds and 50°jo `from gas tax 'allocations to cities for
major city streets.
MOTION: Made by Councilman Simons, seconded by G�uncilman Smith
that the proje'ct applicatio� for $3600. 00 major streets gasoline tax
money be approve'd, and the Mayor be ,authorized to sign said application.
The Vote: Unanimous Ayes.
Request for E.ste of Grade - Almond St,
City Engineer Robert Flet,cher presented for council considerati�n his
��y recommeridati�on of the establishment of grade on Alm�nd Street fr�m
` Butte to Shasta. ' '
' Mayor Holyfield requested that legal notices be prepared, setting the

Public Hearing date of February 7th for the establishment �f grade on
Alin�ond St. betw.een Butte and Shasta Streets.

the City Clerk on a Portion �f Lot 14 -. Shown as Assessment #14, 1 on the
Garden Olivia Street Improvement, and Assessment #309e 0 on the Garden Olivia
Sewer Improvement, approved and recommended by Ho I, Stites, Street
Superintendent. •

The following Me•morandum. to City Clerk and City Manager, dated,January
17th, signed by the City,Attorney, was pr.esented: . ' �
"Reference the.attached�.Contract.for purchase of Grand =View �
Electrical Systern from PG&E, .please note that under-the Resolution �
Authorizing Executian, .the City�!.s.liability is�limited�to the sum of
$11, 539, 00 plus a State Sales Tax �f $346. 17. Mr.. .-5tites has a -
��� letter fram M,r. Ben Mason af P�G&E advi�sing that there have been �
no additions or.betterments since.October, 1954, and�hence we � �
should pay no more than the above sum. , IVI.r.. Ben Ma:son has also �
informed Mr. Stites that the PG&E wfluld�n�t and will not add any
betterments�..or:additions to ,the Grand View System with�ut first
securing the approval of the City. There is, �of course, a possibility
: that. s;amething might occur while the contr:act is�being processed through
the Public Utilities Commission which would make it .advisable to approve
the installation �f an addition or betterment. . .
- I w�ould, therefore, suggest tha� when the executed contracts are re-
turned to PG&E for processing through the Public Utilities Commission
� on appr�val, , there should be a eavering letter calling attention to the
fact that the contraet is executed with the understandirbg that subparagraph
2 (b) of the contract becomes applicable only if before final conveyance to
the City, the City has actually approved in writing any additions or bette�-
ments, ,and that as of.date of:transmittal none have been so appr�ved. "

: City Attorney Cibula presented a draft of an Ordinance creating a new "Recreation
j and Parks Commission"p;

hands of Merritt Nelson, for distribution to the Recreation Commission at their
meeting to be held Tuesday, Jan. 18th;

Mr. H. E, McIntire, building inspector, advised council of the limitations of
the building code regardirig :e�nstruction of wood frame buildings 'of �. small � 7�
nature, �and r'ecommended the passing of an amendment to apply`to �'ir�e Zones
1 �and 2 to permit construetion of small wooden frame buildings`, with limited
flo�or space, on sk;_ds of portable nature, �" ` `" �"
This subject was referred to the City At�orney, City Manager, �ir`e C-hief and
the Building Inspector for their recommendation. . ' ` `

Council wer`e advised that the� State Fish arid Game Farm had c�nstructed a new
building on Cypress Street'off Atliens Avenue;`and the State Dep�.rtment of Ar`chi-
tecture contested the City's water and sewer connecti�n fee amaunting to .;L•-S�S�
� approximately $700. 00, contending that the charge was a form �f assessment
� and in violatian of the 'State cnde exempting buildings- used f�r State matters or
. purpases. Further, couricil was told, a. s.mall connection was already on the
property and the question was whether this was��a new connection or the expansian
of existing connection. � ' "� �
Councilman Simons stated in his opirii�n thi�s was' a new c�flnnection, h�owever '
litigatifln to collect the fee might be castly. ' � � ' • ` ` '
Councilman Smith said that Redding was a small tawn, arid in�his apinion the State
was in a better positi�n to pay far services than th'e City was to render it.
MOTION: Made by Councilman Sixnons, seconded b�y C�ouncilman Anthony that the
connection fee far water and sewer services for the State Fish and Game Farm
�n Cypress Street be waived.

Councilman Simons advised that the recommendationvof the Finance C�ommittee
