The m�eting was called t�o order by Mayor Holyfield.and upon roll call the
following councilmen were present: Anthony, Fleharty, Simons, Smith and
Holyfield. City Attorney Cibula was also present.
MINUTES - PREVIOU:S MEE.TING
Councilman Smith requested th� fflllowing correction in the Minutes of the previous
meeting of December 6th: . "-----that the City Attorney be_authorized to draw up
an O,rdinance on the adoption of a l� sales and use tax for the City of Redding ----tQ
MOTION: Made by Councilman Smith,. seconded by Councilman Fleharty that �
the minutes of the previous meeting �of December 6th be approved as corrected,

The Redding Ghamber of Corrim�rce in a communieation t�o the
Electrical Department of the City of Redding, sincerely tendered
their thanks for the courtesies and assistance in placing and de-

A claim.for damages in the amaunt of $9, 600, 00 was submitted in the
. names of Kevin McCrary, a rninor, and John R. and Gloria McCrarye
Claim states that injuries occurred-Sept. 13, 1954 at the Lake Redding
• Park.
This Claim��vas referred to the City Attorney £or report next council
meeting.
Request for Street Improvement Manzanita School
Mr'. Siebert Stephens, Superintendent of the Redding.Elementary Scho�ols,
requested c�onsideration on the irnprovement �f the street from Manzanita
� School to Placer Street �to make it safer for scliool buses and parents
transporting their .childr'en to and from the schofll.�
This subject was r�eferred to C�ouncilman Smith, chairman of the Street
Committee.

Request for removal of, entire Sewer Line - Lots 3, 4, . 5 & 6 Honn's
Mrs. Helen Faye Taber, 253.8� Wa.Tdon Street, requested council take
• immediate action to� remove the entire sewer line on Lots 3; 4,� 5 and 6
Honn's Addition in accordance with her Agreement with the C,ity of_
Reddirig. She further adds "I will nat be responsible f�r any damages
� caused by this sewer line situated mn my property and any loss or
damage that I may suffer because of the.city not removing sewer line

the City of Redding. has no knowledge;of.any Agreement with her for _

City Manager Stites advised that a joint meeting had been held with Mr.
Otten, and the. Gity was in complete accord with this program, provided

Mayor Holyfield requested that the City Manager c�ontact :Dr, Otten
that upon agreement of all property owners to pay all the c�osts on the
above mentioned program, the City would be in agreement. .
Variance Request - LeRoy Davis �Automotive Shop
MOTION: Made by.Gouncilman Anthony, seconded by Councilman Simons
that the recommendatinns of the Planning Commission be accepted,. and
variance request of LeRoy Davis, Lot 6, Block. 1, Boardman�Addition,
Zoned R-2 to construct an automotive sho�:�:building be approved,

. Request f�r Assessment Changes 1954-55 Tax Roll
In compliance with a request�from the City Assessor, the Tax Collect�r
submitted a list of assessments to be changed �on the 1954-55 tax roll,
This cornmunication was. referred t� the City Attorney for p•reparation ��
of the necessary Resolution,
Re Off-Street Parking - Recornmendation Parking Commission -
The Redding Parking Commission recomm.ended to the City Council
that in consideration of the fact that the entire cost of aequiring and
� improvir�g off-street parking lots had been paid from the Off-Street
�� Parking Fund,, that the entire reyenue from. these lots be turned over
to the Off-Street Parking Fund.
This communication was referred to the Finance Committee, Councilman
Simons, Chairmanm '
Recommendations of the City -Manager .
a. Re� Parking of cars adjacent to Dr. Otten's office 837 Cypress St.
City Manager Stites advised the �Gouncil that a complaint had been re-
ceived from Dr, Otten that cars parked all day in front of his office
at $37 Cypress St.._thus preventing his patients access to the curb.

Attention was called by the City Mana:�er t�o Section 1320 �f the
1Vlunicipal Code which purp�rts to prohibit parking in front of any
house, store �r othe`r buildin� with�out �o`btaining the consent of the
�owner or �occupant �of the building, It was his recommendation that '
this Section of the Code be repealed, and the problem adjacent to
Dr. Otten's �ffice be better solved by the creation of a two hour' �
parking zone, .
May�'r Holyfield authorized the�City Att�orney to draw up the necessar,y
pr�ocedures to eliminate this Section from the G�de, (Secfcion 1320),
and instructed the City Manager to c�ntact the principal of the Cypress
Street Schoal requesting that all�day parking be limited near the school.
b. Estimate #4 W - Bo�ster Pump Installation ' � -
Estirnate, #4 W for the installation of a booster pump f�or the Redding
Heights area was recomm�nded f�o'r approval by the City Man•ager.
MOTION: Made by Councilman Fleharty, seconded by Councilman

Estirn�ate #4 W for the instalTation of a booster pump for the Redding

City Manager Stites recommended that award for 9, 000 ft, of water
pipe be made to the Pacific States Cast Iron Pipe Company_ who�were
the low bidders for ca`st iron pipe - amaunt of biii $31, 865, 11, sales
tax included,
City Attorney Cibula advised the council that a registered letter
from Wright; Wrigh`t, Green and Wright, attorneys from Los Angeles,
had been received by him,` protesting that Bid sent'by the Southern
� ;Pipe & Casing Company had been returned unopened for the reason
that when the mai�t:was picked 'up on Monday, December. 6 the bid
was not among the mail�gatheredm �
It was requested that Bid of the Southern Fipe and Casing Company
be considered, or that all bids be rejected and new bids call, as
it was their contention the City had beeri remiss iri not exarnining the
City's box at the P�st Office at or after� 5:00 P.�M. on December 6th,
Mayor Holyfield inquired if mail was picked up that day in accordance
'- with the usual custom and practice, and was advised in the affirmativea

Anthony that the recommendations of the' City Manager be approved,
and Bid of the Pacific States. Cast Iron Pipe Company in the amflunt of

City Manager Stites recommended that the Bid for the purchase of
1 four-daor Sedan and Z Pick-Ups be_awarded to the low bidder, Lou
Gerard,� bidding on Ford equipment,.
MOTION:; Made by Councilman Smith, secc�nded by Councilman Simons
that the recornmendations of the City Manager' be approved, and bid
awarded to Lou Gerard on the purchase of 1 Sedan and 2 Pick-ups ,

Cauncilman Fleharty recommended that Bids received on equipment would not .

City Manager to follow this procedure - any comm�odity purchased on the local

City Attorney Cibula submitted Sales Tax Ordinance ,No. _470 and Use Tax

Councilman Smith offered. Sales Tax Ordinance No. 470 and Use Tax Or-'dinance �
N�. 471 for the first reading, � �
Mr. Daniel S, Carlton, attorney, appearing on belialf of a committee of business
men of the community, requested that�council refer the S�.les' and°Use tax ordin-
ance.s for referendum. vote in compliance with California Election C'ode, 5ection
1719, stating the adoption o� the sales `and use tax was.not a routine legislative
matter and that it would be a drastic change in the revenue system.and highly
adverse to business men and the community as a v,�hole. He added this'would
inevitably be submitted to the. vote of the people, either voluntary referendum
or initiative..
He stated a poll had been taken of 341 busines's firms of the City of Redding, em-
� ploying over 2, 000 people: 301 fi'r'ms had opposed the sales tax, 22 firms did
not express`themselves as opposed, but belieyed this should�be put to a vote of
the peo.ple. 22 fir.ms approved the`c�auncil actione A diagram map d-rawn by the
engineering firm of Adams and Reiser from these figures was sliown. This
map, Mr, Carlton stated, was "graph'ic, true and dramatic. "

V�luntary petiti�ons had been placed in several business firms, he added,
and l, 281 persons had signed, expressing themselves as ,opposed to the sales
tax.
Mr. Carlton requested that a cammittee of inerchant men, appointed by them-
selves, study the fiiiancial si-tuation af the City and present to the c�ouncil their
alternative proposal for the raising of money.
Mayor Holyfield graciousl.y accepted the offer of assistance from the group to
be appainted, and deferred the 2nd reading of the Sales .and Use Tax Ordinances
for thirty days. _
He further requested a report frorn the committee of inerchantmen be.pre�ented
to the council at their�meeting January 17th. ,
Councilman Simons, Chairman of the Finance Committee, expressed the difficulty
of his committee and all councilmen in balancing the budget year after year.
Councilman Anthony stated, he, personally, opposed any council action�on the
adoption of the Sales and Use tax ordinances, and offer,ed as an alternative in
increasing r,evenue a 5% increase in electric rates and the ab�olishment of the

Sanitary Department, selling of the equipment,and putting this, department out
to c�ntractors. He further expressed his cooperation to the committee appointed.

Boyd Kivle�r suggested the cmmmittee analyze the city as a whole, with �particular
attention to the two airports.
Fred Carmona stated he had no particular convictions on the subject, but did
think the people had a right to vote on this controversial matter.

Mayor Holy.field thanked Mr, Garlton, and the citizens in attendance, for their
interest and assistance.
