The motion also_r_eq�ired that all of the�reports including the tabu:lation.of:the.ballots. of the�re.cent election should be included and ` _ attached to this recommendation, . .. � _ � The members of the B.oard of Directors were polled and when the results �were- tabulated of the thirteen members of the B.oard present at the � meeting., :eleven voted for the..motion and two in op.position, Attached to and foxming a part of this letter is the report of the Auditorium Committee as submitted to the $oard of Directqrs on November 19th, copies of the three resolutions that were recommended to the Board of Directors by the Auditorium Committee.and upon .which no. aetion..was takEn, a copy of the:ballot whic� w.as�sent to 550 members of the Redding . Chamber of Commerce and the tabulation of the vote com�iled from the 252 ballots which were returned to the Chamber� . � . '� . Speaking from the Floor; Mr, Chas. Bull, 310 Weldon Street, �spe,aking as a "public spirited citizen'' stated he approvec� the construction of the auditorium, approved�the adoption �f ,a sales tax and urged councilmen not to be influenced by pressure groups, Mr. Forrest Beirne, speaking as an individual, stated he favored the auditorium, � however he believed the recommendation of the Chamber of C�mmerce should have had attached a further recommendation approving the ado�tion of a 1�` sales tax for the auditorium and projects to go with it, revenues to be earmarked for specific purposes. ''1/2� sales tax is not enough" he added. Mr. Elmer Junkans, 553 N. Market St. , stated he was of.the �opini�on the adoptian of a sales tax by the City of Redding should be put to.a vote of�the people; he advised he approved the sales tax for civic improvements, but not for the build- ing of an auditorium. Further information was requested �n the proposed 4°jo sales tax by the`State, 1°jo of which w�ould be returned to the cities. Mr, H,. T. B.arnard, 725 Parkvie,w Avenue, stated that the C,ity of Sacramento had rescinded tlie city sales tax by a vote of the people; he termed the audit�orium a luxur� and fav�red a transaction.tax, rather than the sales tax, as more equit- able to the people. _ Mr. John Baker, rnachinist living`out of the city limits, �stated in his �:pinion the auditorium •avas not necess:ary, however felt tlie maj�ority of people would approve a 1/2� sales tax for major civic improvements. � � Mr. Boyd Kivley, 1115 Eureka Way, stated in his opinion the councilmen could� with clear consciences, pas.s a sales tax as they were fully cognizant of th�e di�.rEe needs of the city yet few citizens had made the effort to give constructive suggestions nor attend council meetings. _ ` Mr. Carl Wiliiams, Chairman �of the Audit�rium �ommittee, advised the c�ommittee had worked for eighteen months to present .all the facts to the people, and to the council; he complimented all the people in attendance at the meeting f�r their in- terest, both those favoring the auditorium and those opposed. Mr. Fred C'armona expressed his opinion that the question sh�uld be put to a vote of the people; Mrs. Elizabeth Aleck questioned_whether two elections would be necessary, (should .this method of determining be decided upon), one for a sales tax and one f�r the audit�rium, or could the two issues �e decided at the - one election. C'ouncilman Anth�ny stated it was his belief that the sales tax was "too big'' for five men to decide, that the registered voters of the C,ity 4f Redding shauld vote, on this issuea 1 � � � �,�, MOTI-ON: Made by Coun��cilman Smith, seconded by Gouncilmari Simons that the City Attorney be authorized to draw up ari Ordinance on the adoption of a 1� sales tax f�r the City of Redding, 1/2 to be used for major capital outlay improvem�nts, 1/2 t� be used f�or:.capital improvements. Vating was as follows: � Ayes: C'ouncilmen - Fleharty, Simans, Sin.ith' and Holyfield Noes: Councilmen - Anthony ' Absent; C�uncilmen - None Ma.yor Holyfield advised th.at the.Mayor of Red Bluff had contacted him and re- quested that should the sales tax receive the favarable approval of the council that he be advised, that Red S.luff could take similar action. Mr. Paul Droscher, 2541 AngeTo Avenue, c.ongratulated the couricil, and the auditorium c�mmittee on their work and endeavor on behalf�of this`proposed measure. Tree Removal Request - .Union Oil Coo The Uriion Oil Coe in a communicatiori dated Nov. 23rd requested � council's permis'sion to remove 4 trees,on Shasta 'St. at M�.rket. Three of the trees block the two driveways to' be constructed, the four is so close to the adjacent driveway that it presents a hazardous ` condition to incoming traffic`, Roots of this particular 'tree have cracked and broken the s'idewalk.
