City, Attor�ey Cibula�was present: 1 � � � � . � - .. i � : _., COMMUNICATIONS - `" - � ` � United States plywood Re pas.t Agreement Shasta Box A re�quest from the' United States Plywood' Corp; , Sfiasta Plywo�d Division ; _ � regarding the cost of continuing the stand-b� fire protection service rendered the Sliasta Box Compai�:y property was �presented for eouncil consideratian. - The�cormnunication stated�they had purchased the�entire facilities of the � Shasta Box C�mpany, and for insurance purposes and property protecrioii � were desirous this protection of stand-by servi.ce be continued. In�compliance with a request from Mr, Stites, City Manager, a copy of a past��Agreement between Shasta Box Company and the City'of Redding was attached to the letter. � - - City Manager S.tites advised the Council the Agreement attached to the letter was not dated, showed no signatures for either the City of Redding or the Shasta Box Company; and�no sums of money were filled in the space provid'ed in the�Agre.ement. He further stated there had been no - payment ofya monthly or yearly charge by Shasta Box Company for this- stand-by service. ' J ' Information is being compiled through the office of the City Manager, to establish an equitable rate 'to offer�Sh�sta P-lywood Divis�.on, and- will�be`� submitted� to the Council in the form of a report and recomnzendatiori. Variance .Request - Helen Taber A variance request for the construction of an open carport within 10' of the front-p�operty line instead of the reqtizir.ed 15' setback was subm�tted �- by-Helen�Fa�e Tabe'r,�2538 'Waldon Avenue = Lot=8, Lassen Subdivision. PARKS ,& RECREATION COMMISSION City Attorney Cibula advised he would,like to submit a proposed ordinance on , the combining of the Parks and Recreation Commission, that Council could give their suggestions and r:ecommeridations.. Mayor Hol.yfield suggested a joint meeting of the Parks and Recreation Commission before the submittal of the proposed o;rdinance to the Council. - _ , , ,. , . J . ,_ . � . RE PURCHASE GRANDVIEW POWER LINES City Attorney C,ibula stated that Mr,. Ben Mason had be,en advised by Mr. Leigh Smith that all papers on the purchase,of the Grandview`power lines were being prepared in San Francisco and would be submitted to the,City Council before their final submittal to the Public Utilities Commission. RE VACAT.ION PTN. :CANAL.,DR, IVE .& GOLD STREETS Councilmen were. advised that the City. Engineer's office was working on the. necessary legal description that necessary papers.can be prepar.ed by the City Attorney for the.vacation of a p'ortion of Canal Driv:e and Gold Streets, City to retain a 20 ft. easement. PROCLAMATIO.N "S=D.Da,y'' _ Mayox Holyfield prqclaimed Wednesday, D'ecember 15th as ''S-D. Day'', uniting � in a natio,n-w,ide demonstration, that.traffic accidents can be avoided if motorists and pedestrians do their part. STREET CQMMITTEE Councilman_Smith, chairrrYan of-the Street and Parks Committee, stat.ed that it was th,e lack of funds.that preyented many of ithe projects submitted to the committee for r:ecommendation. fr.om being approved, adding.that the cos� to b.uild a r.amp for launching of boats on the Sacramento River would entail from.$500, 00 to $1, 000, 00; cost of construction of sewers approximately $40, 000. 00, and the three parks,improvement pr.ojects wou,ld run approximately �$11, 0.00, 00, He further stated it was his recommendation that council approve a 1/2�` sales tax, in .order that necessary irnprovements could be financed. � _ Mayor.Hol.yfield requested this�subject.be kept on the agenda:for the next regular meeting of December 6.th, stating that the Chamber of Commerce planned to. � submit a recommendation to the City Council pending results of a poll taken by them. _ � _ CLAIM -; Frank Boswell and Earriest Do.zier , � Council were advise�d by. City Manager ,Stite,s, that Mr. ,Merian, contractor• for the Piacer Street paving �ob, had stated that the �insurance._company had releas:es on the B.oswell and Dozier claims filed against the,City of Redding, and c.opies of these rel:eases were to be.filed with the City Attorney. Payment to Mr. Merian will be withheld p�nding outcome of this subj.ect. , . . Peck regarding the subdivision. ' PAVIN.G O,F ALLEY - Purity� Stor.e City Manager Stites advised that he was contacting Purity� Stores. to.see if they would consent to 3 inch asphaltic concrete in the alley paving instead of the 2 inch. R.E PLTBLIC RELATION5 - City of Redding � Councilmen and the City Manager discussed in some detail. methods-of establishing better public relations that the people of Redding b.ecome informed regarding their city, its government and the problems involved. Mayor Holyfield� suggested the possibility of� the recording of council meetings, cross reporting, or a weekly forum by members of the city council, or committee chai�rme�:• � . . . City Manager Stites suggeste'd a "Know Your City Day'� with all city offices holding Open House for the public. A folder placed in the light bill was also proposede B.oyd Kivley, speaking from the floor, suggested a long range planning program for the next twenty years. stating that the people of, 'Redding._would cooperate to the fullest extent with such a plan. - �- � - APP.OINTMENT CITY ENGIIVEER City Manager Stites advised he had agpointed Mr. Rober.t Ja Fletcher as city engineer, app.ointment to become effective January ls�.� Mr. Fletc=her,-is a registered civil engineer in California and one eastern state, and had:worked with the City of San Francisco for six years. Mr. Stites advised the garage had been moved �n the Lundquist property, and the channel cleaned, revetment w.ork�was being done�and should be completed by the end of this.week, however, he had �.ot-heard- from the A, C. I: D: regarding�their commitments. - � - - APPOINT1vIENT OF .GARBAGE SUPERVISOR City Manager Stites advi'sed he�had appointed Mr. Vern'e. Markwick to tl�.e position of _garbage sup�ervisor: 1VIr.: Markwick had worked in the sewer__ disposal depart- ment before this promotion. � - DIS.CU,�SION FROIVI�THE FLUOR � - � -� �� � � - �•� � • - Mr. Carl A. Wil�liams�,� speak�ing from the floor, �str-ongly advocated that the people of Redding be fully e�lightened on� what they are getting for_their moneye7 that_ knowing all the facts, knowing�dollar for dollar where their money is going, all important acts of the council would be backed by the majority. He further added "This is important to-me, important to people".
