following councilmen were present: Anthony, Simons, Smith and Holyfield.

- � Shasta College - Re Maintenance of Streets , _ _: ,
Mr. Jackson Price, District School Superin.tendent, advised it_ had be:en' a
mutual agreement between the City af Redding and the School District that
- =title to the streets-traver.sing the_ campus of Sha'sta�College_remain unchanged,
however, that the City share in_the maintenance of.the str_eets. He further
stated the understanding was that since the City had the equipment necessary
for maintenance whenever the streets needed repair the school district was
• . _-to furnish the �materials_and the Cit�r was.to provide the.�eqnipment and op-
erators necessary. to do this repair work. Attention was called to the fact
that the streets were in good condition, however did need a seal coat before
the�.wet-weather. begins to avoid the development_of chuck holes. Council
was reques.ted to. grant.the necessary�authorizatio,n for this work to be done.
MOTION: Made by Councilman Smith, seconded by Councilman Anthony that
�the City. Manager..be .authorize.d to proceed with the maintenance of approximate'ly.
1/2 the streets on the S,hasta .College _campus, the Cit�r to.fu�rnish the_men and .
equipment, the School District to furnish the material (approximate cost to
� City. $850, 00), with the understandingl_the �streets:;a:re to remain open to the
' , public except for regulat�ry purposes. The Vote: Unanirrious :Ayes. • .
Mayor Holyfield.request.ed the Gity Attorney be..instruct�ed to prepare an
Agreement between the 5chool Board and the City of Redding on the maintenance
. of streets on the Shasta College campus.
Petition Re Aerobatics .
A petition.signed by approximately 75 persons ,(addres.ses from San Francisco
to 1Vledford, Oregon), regarding the prohibition of low level precision flying
� at the "Aerodeo'! was presented for council consideration. -
This petition was referred to the Airport Committee for their report and
recommendation. ,
Mayor Holyfield stated that the, Moose Ledge should be commended for their
effort to'bring this Aer.odeo to the City,

The .l�merican Association of University W_�men, Redding $ranch, -r.e_quested
council consideration on,of�icially proclaiming Qctober 18th.'to 24th, 1954
as United Nations Week, stating they had recently voted to sponsor a community
wide celebration during this week,
Mayor Holyfield requested the City Attorriey to pxepare this Proclamation,

Officials regarding .the attendance of our building inspector at the 32nd
annual conference to be held in Denver, Colorado, October 5th to 8th was �

City Manager Stites stated that normally it was not the pol.icy of the City
to send department heads outside of the State.

Mayor Holyfield authorized the holding of a Public Hearing October 4th
at 8;30 P. M. for the establishement of grades on Octavia St. and

be maintairied and operated at an equal cost to the City and the State;

It was requested this item be removed from the Agenda as the City Attorney had
advised there were ample provisions in the Municipal Code for the-regulation of
water in the�Sanitary 5ewer System, �
RE CONTRACT LARGE USER.S OF ELECTRICAL ENE,RGY - .
Councilman Fleharty, Chairman of the Electrical Committee., ,,advised�it .was the
recommendation of the Co;�r�riitte:e;.>the adoption of the standard form of contract
for large users of electrical energy when extensive additions to the system are
required for the services. Sample form �f contract was that used by the;Sacramento
Utility District. J �

It was further recommended the additional clause be;inse,rted in the praposed
contract -- "irrespective of any ratg schedule the minimum amount shovvn;on
this contract shall be paid by the contractor �each month during the life of this
contract". �
. GounciTman Simons moved that the City of Redding adopt the contract, as a standard
form for large users of electricity, with modification as specified, however this
motion was withdrawn that Councilmen may have the opportunity to study the
sample form of contract.

between the Redding Sand and Gravel Company for electric service be adopted,
with modification clause ''irrespective o£ any rate sehedule the minimum amount

It was requested that Councilman Anthony be sent a copy of this sampl,e"form of
Contract. '
It was the further recommendation of the Electrical Committee that all Contracts
to be presented to the Council have copies sent to all councilmen at least 24 hours
prior to the meeting. It was requested that the City Attorney be so advised.
PROPOSED POWER LINE PURCHASE
Councilman Fleharty advised there was no final report on the proposed purchase of
the Grandview Power lines, however details were being worked out, and a report
would be 'submitted at the next council meeting.

City _IVIanag�er Stites= advised.the-council that Fleet insurance .for the. City of
Redding,e�pired October lst, 19�54,and hacl been extended forythirty days.
