The meeting was called to order by Mayor Holyfield and upon roll call the following
coun�:ilxnen were present: Smith, Anthony, Simons, Fleharty and Holyfield.
City Attorney Cibula was also present.
MINUTES - PREVIOUS MEETING
MOTIOIV: Made by Councilman Simons, seconded by C:ouncilman 1-�-r_thony, that
the minutes of the previous meeting of May 3rd be approved as mailed to each of
the Councilmen. It was unanimous.
PICKUP OF RUBBISH
Mr. M. G. Fitzgerald, 1545 Court St. ; speaking from the floor, asked when the
City stopped picking up rubbish in the alley. Mr. Fitzgerald was asked if the rub- �
bi�h were in a re�eptacle. The rubbish.was not in a containe-r, so it was' explained
to Mr, Fitzgerald about placing rubbish in a re�eptacle or yard trimxnings in buridles.
The City Manager will mail a copy of the ordinanve to Mr. �'itzgerald.

In the letter to the �ity Manager attached to the report, it was stated that as of
the census day; there were 4, 027 o:•cupied dw.elling units.
Division of Highways statement of gas tax revenue. A letter from the
Division of H:.ghwaysJadvised that the .April 1954 quarterly payment of gas
tax allocations for experiditure on major city streets in the sum of$22, 323. 49
has been forwarded to the City T-reasurer.
Department of Public Works estimated gas tax revenue based on the special
census report of new popula�ion for the fiscal year ending June 30, 1955 is

Report on Parking Meters - 1� letter from Traffic Appliance C:orp. reports
that parking rneters wereJfound to be. in A--1 condition and that Mr. Cummings
is a very capable and conscientious meter technician. Mayor Holyfield
stated Ivlr. �ummings• should be commended.
Boy Scouts U,s,e of Land Adja�ent to MunicipalAirport - This, matter'was re-
ferred to the City Mariager,.to outline area tliey want, a sketch could be made
as this area has not been surbeyed. The lease �should be drawn that if a
municipal need arose the lease could be cancelled or changed.
HEARING 8:15 P. M. - Lorna Street _
There were no protests on the establishment of an official grade on Loma street
betweeri Del Mar Avenue and Benton .D.rive.,( N.o. 2B.75-2 )

grade be established for Loma Street between Del Mar Avenue and Benton Drive.

Little.League-B`a�seball;-,.: The, Kiwanis Club of ;Redding requested a con-
tirivance of the lea'se on tlie grounds being used for the Little League
Baseball a�tivities.
MOTION: Made by CounciTman Smith, seconded by Councilman Anthony
that the lease.be granted for one year on the same basis as last year.
It was unanimous.
Request for Removal of Trees - J. J. Kra-ritz asked permission to remove �
unsightly and u,seless trees in front of h�is lot at 1737 Placer Street. The
. ,
trees are old and unsafe and he wishes to use the lot for a parking lot.
This was referred to the .street comxnittee.
Treasurer's R:epor..t: � ;Showing Receipts and Disbursments for the vari-
ous funds for the month_of Ap-ril, 1954 was submitted to the �Council.
Deed - Frances W. Kutras to the City of Redding, Right of Way for
Street Purposes. City Attorney Cibula explained the system to be used
with deeds whereupon the Resolution of.Acceptance is on the back of
the deed. On some deeds however, there will st"ill have to be a separate
�Resolution of,Acceptance. �

With reference to the p�oposed rezoning of property on Southeast
Street, Redding, I wish to state I am opposed to changing,the Commercial
Zone status as iti now applies to my property located on the ��orner of
Southeast Street ;and Lincoln Street. I have held this propexty for a_ number of
years as Commer;ial property, the future buildings to be erected up�on it �
will have attractive fronts, and will likely house small businesses�.� The
shape of the lot is not suitable for residential purposes, neithe-r would a
residence facing Southeast Street be advisabl;e�;a:s:;there a-re existing commer-

Mx. Ted Crumpa�.ker speaking fr'om .+.he floor appeared on Lhe behalf ofMrs ,
MeMahon. The-re. was conside-rable discussion as to why a Commercial Zone
was being changed to Se�on� Residential when the .property to the south is :om-
merr_,ial. Councilman Sim�ns state:d�that when pr�operty was purchased.as �om-
mercial, the owner had every right to assume it would remain comme`reial. Mr.
Crumpacker said that the protests that came before the Planning Commission
were from the Garden T�a�t. Councilman Smith..explained that at fi-rst the re-
quest was for a �hange to F'irst 'Re.sident;al and what they a-re trying to a�com=
plish is to create a boundry. The merit of controlling by fire zone was discussed,
if it were in Fire Zone No. 1 would do away with tin buildings and protect residences.
Councilman Anthony asked about Fire Zone No. 2 - that would allow stucco with
a one hour wall. There was a suggestion that building could be handled by variance
but the City Atto-rney pointed out that on a varian•�:e ther.e could be pro�ests from ad-
joining owners. Coun:.ilman Anthony recomtnended that Councilman 5mith be in-
structed to getythe r.ecommendations of the Planning Commission on this one item
' on Fire Zone 2. There being no objections to the other rerommendations, it is
very. doubtful if there would be any change in the recommendations of the Flanning
Commission as everything was unanimous but item 4 B. This matter wa�s contin-

Proclamation - 1954 Galifornia's Safest Year
MOTION: Made by C'ouncilman ;Smith, seeonded by Councilman Simons that Mayor
Holyfield be authorized to sign the Proclam�ation to make 1954 California's Safe'st
Year. It was unanimous. `
ORDINANCE - Re establishing charge for spraying of trees by City on p-rivate p-rop-
erty. City Attorney Cibula explained the actual charge should not be in the ordinance
when the charge can.be fixed by resolution. Councilman Simons offers Ordinar_�e
No. 461, an Ordinance, on spraying of trees, for first reading.

ORDINANCE Re Collection of Taxes. City Attorney e�lained the ordinances
were to conform to the statewide practice of collection dates �of county tax�s with
respect to Shasta County.

Leland Court - Sanita,ry Sewer System - Councilman Simons stated this should
be done when the water table is as low as possible and should be completed by
September. The data should be authorized and could be included in next year's
budget.
Mayor Holyfield asked if the C'ouncil would be agreeable to a dinner meeting to
discuss principally the financing of th'e sewer system, also the leasing�of the
airport as the lease has expired. A noon meeting with the Airpart C'omznitte
was arranged for Wednesday.

City Employees Request for political C.ode Holidays and 3 Weeks Vacation
for Service Over 15 Ye�.rs;` It was agreed that three weeks vacation be given
for service over 15 years b.ut the holidays would remain the same as they are
at present. The vacations are set by'ordinance and the interpretatiqn of the
present ordinance is confusing a5 'to fiscal, calendar or service year and as to
sick leave; this is to be clairified in the new ordinance.
