Mrs. Fern De. Soto, spealcing as a�R.edding tax payer; requested information from
the Council as to whether'Linden Street was in the City limits; what constitutes
proper maintenance of a street, and who de'cides�what streets should be maintained,

City Manager 5tites advised Mrs. De Soto that no portion of taxes goes toward
the improvement of,a s.treet, and�while Linden Street was a part of the city street
system, it had never b�een graded nor improved, The new procedural ordinance
was explained in some ,detail on proposed street improvement, and the City
Manager was authorized to`prepare a petition to be mailed to Mrs. DeSoto within
the next few days; curbs, with. rock and oil pavement was considered for Linden
Street, or, as a starter the building of a culvert. F�tition to be prepared after
Mr.s. DeSoto checks to find what improvements .the p.roperty owners want.

1. Leland Court - Sariitary Sewer 'System
Honorable Members of the City Council
- of the City of Reddimg �
Gentlemen:
Regarding'the petition submitted for the improvement of Leland
Court, by the reconstruction of the existing sanitary sewer, please be '
advised that in accordance witli your instruc�ions I have prepared an
,
estimate of the cost of replacing this section of the sanitary sewer
system, ' .
You will recall that the inadequacy of the present line results• from the
excessive infiltration of ground water, and lack of d�epth. It is entirely
, possible, by reconstructing this line, to overcome both deficiencies.
However, after completing the Grand View section of the ''master s:ewer
plan", it appears that a-n interceptor to serve the Grand View area should
be constructed on this street. The capacity of this sewer requires that
it be constructed of 15" pipe along Leland Court to Fell Street, and 12"
pipe from Fell St, to Grange Ave. The cost of constructing this section
of interceptor sewer is estimated to be $20, 302. 00.

Nearly all of the property �adjac:ent to tliis line has been included
` ' in an assessmerit distr'ict`for �the cqnstruction of the �present s'anitary
` - "`sewe�, `"Final payments on this assessment will �e included`in the 'J�
1955-56 tax bills. Should all of the prbperty within this 'area be
assessed $2. 00 per front foot for the construction of this new sewer,
the amount raised would amount to approximately $6�, 000. 00. The `
high cost reflected in the estimate is based primarily o�n the depth `
and the anticipated presence of heavy ground water. `� Not over $3, 500. 00
can be attributable to the increase of pipe size�from 8" to 12" and 15".
Should your Honorable Body c3:esire to proceed with the construction of
this sanitary sewer, consideration s'hould be given to a compromise
. betweeri th'e entire cost being`paid �either by 'the prope'rty owners, or

I Submit, herewit�a, plans for the establishFnent of grade and
improvement of Loma street, between Del Mar Avenue and Sante �
Fe Ave. In view of the fact that this grade provides�for approximately
a two foot cut in front of some property near the south end, I
respectfully recommend that a hearing be lield, giving the property
owners a chance to protest against this improvement, or that their
apprpval be secured in writing. � -

RE FOLICY.SPRAYING TREES ON P'RIVATE PROPERTY
Councilman Smith. stated it was the recornmendation of the Street Committee that
the City continue its policy of spraying trees without charge on private property
for. the balance of this fiscal year, but that an ordinance be drafted establishing
the policy of charging a reasonabie fee for this service after Jul.y lst.
Mayor Holyfield authorized the Gity Attorney to prepare an ordinance, establish-
ing the charge of $1. 00 for large trees, 50�` for srnall trees sprayed by the Gity �"
on private property, to_ become effective before next fiscal year. �'--

There were no new developments on this acquisition of right of way, City Manager
Stites said.
RE PROP.O5ED_AIR FORCE, ACADEMY SITE
, Mr. Jos. A1eck reported that,the Chamber of Commerce was. still actively interested
and hopeful that consideration'would be given to the Redding area as a site for the
new proposed air force academy and were very anxious to obtain the City Council's
endorsement and approval of the Redding location.
City Manager Stites was authorized to write a letter to; the cities of Yuba City
and Marysville for signature of the Mayor, stating Redding's interest in obtaining
backing of various groups that we be given consideration for the academy site.

City Manager 5tites advised the Engineering department was working on this item..
NOTICE OF PLTBLIC HEARING
City Attorney Cibula set Public Hearing date for the first Monday�of June on the
� reassessment of the John Pehau-Tyrell, Anderson Estate property, Garden Olivia
Subdivision. City 1Vtanager Stites advised all charges on this reassessment will
b e borne by the City.
