The meeting, was called to order by Mayor Anthony and upon roll call the following Councilmen were present: Holyfield, Smith, `Williams and Anthony. Absent: Councilman Simons. City Attorney Cibula was also present. MINUTES ' PREVIOUS MEETING MOTION: Made by Councilman Williams, seconded by Councilman Smith that the minutes of the previous meeting of February 15th be approved as mailed to each of the Councilmen. ` Voting was as follows: ` Ayes:- Councilmen - Holyfield, Smith; Williams and Anthony' y Noes: Councilmen - None Absent: Councilmen - Simons ` REQUEST FOR'REMOVAL OF MANHOLE Mrs. Fred Taber, 2538 Waldon Street, advised she had in her possession a letter dated'June 19th, 1952, signed by Mayor Carl A. Williams, stating that contingent to the sale of her property Southeast Street (portion lots 3, 4, 5 and 6 Honnts Addition) was the cityts promise to remove manhole, and in her opinion ample time had elapsed for this work to have been done. To utilize all her property, she added, this manholei. must be removed, and construction of a building is be- ing delayed pending this removal, a's the building will be leased immediately after construction. City Manager Stites advised that the approximate total cost of a by-pass sewer would be $2, 250. 00 including engineering costs. City Attorney Cibula stated that the City had responsibility of the maintenance of the sewer line, but questions whether the City is obligated to change a sewer line when it is at the request and to the advantage of the property owner. ` Mrs. Taber informed the Council her attorney had advised that if a building permit was refused her, to build anyway. Mayor Anthony referred this subject to the Finance Committee and all Councilmen for their recommendation, to be submitted as soon as possible. RE PURCHASE OF' AUTOMOBILES Mr, H.' T. Barnard requested'information regarding the proposed purchase of automobiles by the City of Redding, and was advised by Mayor Anthony that the Finance Committee had made their recommendation on the purchase of one, and would submit.. their recommendations for'the purchase of two additional automobiles. COMMUNICATIONS AAA Pedestrian" Protection C'oritest Council were a'dvi"sed that the City -of Redding had. entered the Nationwide AAA -Pedes't'rian Protection Contest, and that the`purpose of the contest was to help -cities in their pedestrian accident -prevention activitie's and to give recognition to those commun tie's and officials that successfully promote such safety programs. F Request for Money to be Budgeted Road Improvement A communication from Orr M. Chenoweth was submitted for Council consideration. He requested'that the 1954-55 Budget include money for road improvement in the area of the twin reservoirs and main reservoir according to `orifi Tial Agreement dated August 1941 and subsequent Agree- ment' dated May, 1953. Mr. Chenoweth advised that he was planning the development of this area in the near future. Mayor Anthony referred this letter to the Water Committee, Councilman "Williams, Chairman, ` Re Construction Work - Standard Oil Co. Standard Oil Company, requested Council" approval of the construction as per,;;, attached plans submitted, on the W. D. Jef coat Service, Station, north^ west corner Market and Eureka Way. Proposed work: "Replacement of present canopy and office with a modern canopy and fin sign. Remodel and add to the existing lubrication building. Replace existing underground storage tanks with two- 8000, gallon. tanks.. Mayor Anthony referred this matter to the Building Committee. . Report on Disposition of Case Kreider vs. Wade & City of Redding �A communication from City At Cibula dated Feb:ruary,26th, enclosing `check iri. the ,amount of$9.4.`44. was submitted. for, Council consideration. , This J check was in. settlement 1of claim James -.A Kreider, brought against, L. ,G. Wade, va city employee, involing the City yFire Chief',s automobile nd. -Kreider's automobile, April, 1953. Trial. before Judge ;Baker, exonerated Mr. Wade and judgment was awarded the City, in the -total sum of $94.44 -'$2.20 to be .returned to Vernon T. Lake as witness fee. `Petition..on.Street Improyement The following petition was submitted to the Council: "We the undersigned property owners -of the 1100 block on Almond Street, to "Eureka Way do hereby petition ythe City of Redding to construct and„place a rock and oil surfacing treatment in the City streets in our block. We' understand that a cash depo"sit will have to be made in full to the City Treasurer," This petition was signed .by seven persons. MOTION.: Made by Councilman Williams, seconded by Councilman Smith that the City Engineer be authorized to prepare an estimate of cost and a petition to circulate on the .Street Improvement request of property owners `of- the 1100 block on Almond Stred to Eureka Way. Bond Funds A communication dated March 1st from J. R. ,Vaughn, Secretary_to the Parks Commission, requested Council approval for the use of possible remaining funds of $150, 000. 00 allocated for the swimming pool in the 1947-48 Improvement Bond Issue. The funds would be used for providing much-needed shade, the communication stated. This subject was referred to the City Manager to report back on the amount of the possible remaining funds. t„r 209 . Conference Attendance City Manager Stites recommended that -the Mayor be authorized to represent the City of Redding at the Sportsmen's Convention to be held in San Francisco March 5th through 14th. MOTION: Made by Councilman Holyfield, seconded by Councilman Williams that the recommendations of the City Manager be approved, and the Mayor be authorized to represent the City of Redding at the Sportsmen's Convention in San Francisco. Voting was as follows: Ayes: Councilmen - Holyfield, Smith, Williams and -Anthony Noes: Councilmen - None Absent: Councilmen - Simons Mayor Anthony informed the Council that Wednesday, March 10th, was "Shasta Lake" Day of the Sportsmen's Convention, and he was scheduled .to speak at the Civic Auditorium on fishing in this area. The Shasta booth at. the convention will -exhibit tanks of fish native to our streams and Lake. About forty men from this area will attend, the Mayor stated, and an "estin ated 10, 000 persons are expected to visit the civic auditorium daily. PUBLIC HEARING - James Jamieson City Attorney Cibula, reported that Report and Amended Assessment had been filed with.the City Clerk by the Street Superintendent, and.there being no protests .to the amended assessment, it was in order to approve the reassessment on Lots 1 and 2, Block 111, Garden Subdivision, MOTION: Made by Councilman Smith, seconded by Councilman Holyfield^that the City Attorney be authorized to prepare a Formal Resolution approving the.reassess- ment on Lots 1 and 2, Block' 111 Garden Subdivision,, in accordance with the Notice filed with the City Clerk by the Street Superintendent. LOTS The recornTiiendations sof the Parking Commission, submitted for Council con- sideration on February ,15th were read by, the City Clerk upon the request of the Mayor. .Co ncilman Williams stated he was not in favor of all day parking for 15� in the congested area by the Post Office, feeling that this was a step backward ,in the solution of the parking problem.
