The Suilding Inspector, in a communication to City 1VIanager.-Stite's dated : �
December 1 st, reported on the condition of the C'atherine Abbott property
located at 2107 Sout�i•E`ast Street.
He stated that the 7 cabin�s-were iri"a state of.deteriorat�on caused b:y
inadequate maintenance and were beyond repair. Broken windows, collaps-
ing foundation's, old paper and cardboard'..interior wall finishings with poor
bath and toilet facilities .l'ackin�g privac.y;�-`clogged sewer liries, inadequate,
deteriorated wiring bey.ond repair, constitu�;e a health and fir.e liazard he
further added. :
MOTION: Made by, Councilman Holyfield, seconded by Councilman Smith
the the recommendations of the Building Inspector be accepted, and the City
, Attorney be instructed to take the necessary steps to abate the condition on �
the Catherine Abbott property located 2107 SouthEast St.

WATER SERVICE R.EQUEST
A request for water service outside the City limits but within three hundred
feet of a present water main owned and serviced b.y the City of R:edding was
. submitted for Council consideration by the law firm of Carlton and'Shadwell,
The properties interested in receiving service are the Charles Mead logging
equipment repair service' station, the Bennett Trailer Court and Klinger's Cafe
and cabin court.
C,ouncilman Williams opposed any consideration for water service outside the
City limits, claiming the improvement of the now inadequate water service
to. certain areas within the City' should be the Council's first consideration.
Mayor Anthony referred this letter to the Field Operation of the Water Committee, .
Councilman Williams, Chairman.

The initiation of a low cost street improvement program, as outlined above,
with the City eontributing,$25, 000. 00 of public funds each year would result
in $100, 000. 00 per year, .or a total of $500, 000. 00 worth of street con-
struction, over a period of five years. Should the public demand justify
an increase,, ,the prograrri could be accelerated..
Sixice the length of a project has such a direct influence on the cost, it is: _ _
recom�nended that a minimum length of approximately 500' be required for
such.an improvement.

presented an over-all program on street lighting improvement'for the Cit,y of Redding.
This�includes improved 'street lighti�g from the south end�of Market Street to the
north of B�nton Tract - Pine Street - Highland Addition, placer Street west of Walnut
Avenue; Butte to Eureka Way. and Fo:othill Blvd. ; Continental Street at Shasta, Tehama
and Placer 5t. ; B'.ento� Tract - Del Mar, �Santa.Fe, �Benton Drive, Redding. Heights;
Sunset Terrace; Skyline Blvd. , VJest and Rosaline, West and Sonoma, Rosaline:west
of West St. ; California, Yulia St, and Butte St. � �- .
The estimate of cost on these proposed projects amount to an approximate $43, 000. 00
and would�result with inter-section lights 1/4 mile��apart in residential areas wliere the

Re Outside Walks on Hig�way 99 Bridge
City Manager'Stites stated no report to date had been received on the proposed
construction of a walkway on Highway 99 bridge, submitted to the State by Mr,
Trask, Highway Engineer, however it was expected.this would be available
by the next Council meeting,
Improvement of West Placer Street
MOTION: Made by Gouncilman Smith, seconded by Gouncilman Simons that the
City Manager be authorized to file construction project on the Placer 5t. pro-
ject, Olive to Pleasant Street in accordance with plans, in the amourit of

Mr. Clair Hill, speaking ori behalf of the-Redding Mosquito Abatement District, asked
council consideration of a possible site for their building, stating official notice had
been received by them from John Trisdale requesting removal of their buildings.
He stated the District preferred to purchase property, although a long_ term lease
would meet with their approval, and it was preferred that the location:.be in Redding,
or as close to Redding, as possible.
This matter'was referred to the Building Committee by Mayor Anthony for their�
recommendation. - ` � '
