Anthony. ,City Attorney Cibula was also present. • - . ��� It�was the suggestion'.of Councilrnan Simons that approval, of the minutes of Noveinber _ 2nd be deferred until the.next 'regular',meeting of the Conricil, R.E.�G�IVIC AUDITORIU1vI.SPE.C,I.AL MUNI; BOND E;LE,G.TI.ON C:ouncilman Holyfield, C'hairman of the Ciyic Auditorium Comrnittee, repo-rted there . had been a .four hour'meeting of the C'ommittee, together'with.:a meeting;of the R:etail Merchants group, and their 'recommendation at this time-would be the pos.tponemerit o£ the, second reading of the Civic .Auditorium Special Municipal S;qnd,Election Ordinance and of the Sales Tax .Ordinanc.e to a future date (tentative' date February 9th, . 1954). . This would e'nable further study and give a.more thorough kriowledg:e of all aspects of the,subject to a greater riurnber of people as, the Retail IVIerchants group definitely. approved' the construction of a Civic Auditorium, howev_e.r exp.r.ess,ed opposition to the Sales Tax method of financin�g. - � City Attorney Cibula recommended that further action'.of the.Election Ordinance be postponed as this ordinance. was geared _for the Decembe'r 15th�elec'tion'date, and ' that date of:the first reading of a new Ordinance-should be sixty (60) days prior�to the election date. MOTION: Made by . Councilman 5imons, seconded by Councilman Holyfield thatthe __ second reading on the Electiori.:Or�dinance be dispensed with, and the Civic Auditorium matter be deferred until a future date. C.ouncilmen - Holyfield, Simons, Smith.and Anthony Noes: Gouncilmen - Williams , Absent: Councilmen - None Councilman Williams requested he be placed on record as favoring the construction of. ., the Civic Auditorium, stating that.fqr twenty-five�years there had been talk on the need for such a civic buildin�g, and in his �.opinion, the rnen blocking this development should shoulder the full responsibility fqr the delay in this progressive move. Ordinance No. 455 introduced for first reading November 2nd, but not published, � rnarked "Exhibit A" and:by this reference made a part hereof. , Mr. Paul Harris, representing the Retail Merchants, stated that merchants in.Redding have no oppo�sition to the Civic Auditorium, but are opposed to.a City Sales Tax.
