M�}ff1y.�: He further stated a s,ereen had been placed uover _the storm.opening and it_was,feared darnage would be epen�.more.severe _ as debri� would catch at this, spot; closing�the;,opening.. : City Manager Stites reported he, together with City Attorn�y Cibula and the manager and attorney for the Irrigation Dis'trict, had a conference at which time the attorney for the District express.ed the opinion there.was no liability.on the part,of they � Di,strict due to the increase flow of the storm ehannel _ _ _ City Attorney, Cibula stated,it was his opinion,the Gi-ty hadrno legal responsibility and because_,this area had always had flood_conditions, he;�contended the.drain was not adequate�at the time of iristallation.
