The meeting was. called to order by Mayor Anthony and upon roll call the following
Gouncilmen were present: Holyfield, Simons, Smith, Wil�liams and Anthony,

HIGHWAY IMPROVEMENT Hill - Sonoma - Cliff Drive at Market St.
Mr. Glenn Newton, attorney for Mrs. Faye Generes, addresSed the Gouncil on
his clientts previous attempt to interest the City on the culverting of Calaboose
Creek, which project had not met with Council approval. At this time the project
on the realignment of the entire area of Hi�l, Sonoma, Cliff Drive at Market 5t.
was placed before the Council. .Mr. N,ewton stated that Mr. Trask,JState Division
, . of Highways Engineer, had expressed interest that the realignment of these
streets could be solved as :one problem for the�entire intersection, and had
assured him that engineering assistance would be given by the State. It was
stated, however, that an�r suggestion on the solution to this project must first
co:me from the City Council. The cost of this project, Mr. Newton continued,
would not cost a greal deal, and by making plans now, the o.verall final plans
on sidewalks on Market Street and the construction of an intersection at Cliff
Drive at Market Street could be�worked out.
Mayor Anthony refe'rred this rnatter.to the City Manager with the request he con-
sult with .Mra Trask on. the major job of red,esigning of this portion of the Highway,
r.eport.-to be given by .the City Manager at the adjourned meeting of the Council.

PROPOSED IN5TAI.,�L,ATION COMMUNITY�ANTENNA SYSTEM
A com�nunication from Mr, .Fred A, Carmona of 142�6 Market Street dated 5ept.
21st was read by the City Clerk and a copy of this letter submitted to: each of the
Councilmen.
It requested consideration of an application for franchise to install a community
antenna system in Redding and immed'iate surrounding areas for good TV reception,
stating that a great deal of.field experimenting had been done and an acceptable
performance on top of South Fork Mountain had been received on two differ.ent
TV sets.
Mayor Anthony concurred with all councilmen that TV in Redding was of major
importance and;informed M-.r. C.arrnoria .that his letter would be placed on file,
and that before anybody received a franchise, all interested parties would be
given a fair chance and be interviewed by the entire council.

Councilman Williams questioned the .claim of the Credit Bureau of Redding in the
amount of $654. 81, but was assured this was 50°jo of the monies .collected by the

Councilman Smitli, Chairman of the Street Committee; stated it was his recommend-
ation that the request of the North Redding Improvernent.Ass'n. ,for opening of an
alley between Highway 99 and Loma Street be denied as ther:e was not at the present
time m. oney available in the street construction budget for this project,` ;which he
estimated would cost in the neighborhood-of $9, 000. 00 for the proper drainage
construction. ` ` ` - � -
. City Attorney Cibula stated the dumping of grease and :oil::in� a public alley con-
stituted a public riuisance and a fire hazard, and he would nqtify the Police IDepart-
ment the practice of the Griffins Garage of dumping noxious,material in the alley
which was against the health and safety regulations of the City of Redding.
Mr. Walter Mengs of 625 Loma Street contended that a blade and grader could
correct the drairiage problem:of-Loma 5treet and the alley in one-half day's
