This is a balan.ced budget, providing for "approxim�:tely the same level of services as the 1952-53 budget. � The anticipated revenues, from sources other than tax levy, have . , be,en estimated somewhat more. conservatively than in the 1952-53 , . budget, since some of the revenues anticipated by that budget'were ,�„ not�realized. • � - � It was not possible.'to include in my recommendation sufficient funds .. , .,to. satisfactorily accomplish.all.of�the purposes of the Municipal Governrnent. To do: so it would have caused the tax levy to exceed the �$1. 00 statutory limitation. T:here is included�within the budget, under contingencies, the, sum of $10, 000. 00 for salary adjustments. . This amount,will riot be sufficient to cover all of the adjustments that should be made, and will, therefore, act as a limitation when making a comparison of the Redding wage scale with othe r Citie s. ! 1�9 It is my sincere belief tha,t the City can operate, and maintain, an acceptable level .of services with this budget. Stite s, � � � `City Ma.nager - ` A lengthy discussion was held .by Councilmen on various phases of the budget, and serious consideration was given to the inadequate sum allotted'for street con- struction and maintenance, City Manag.er Stites stating that in many cities of . cornparable size $50, 000. 00 alone would be spent for street im�rovement, aiid . the need for additional labor and equipment for street work 'in the City of Redding wa.s great. He stated there were sixty miles of st'reets in Redding, and only seven men .were available for str.eet work in the present budget.
